Dear Mr. Moore:
With this submittal, the United Scrap Metal — Charlotte Facility (USM) is providing the above
referenced monthly sampling results. Monthly monitoring is required for copper and zinc for all
three outfalls. At a minimum, USM will sample all outfalls for both copper and zinc during the
month of January 2020 and will continue BMP efforts to reduce concentrations of copper and zinc
in stormwater runoff.
The December 2019 sampling event was the fourth consecutive month in which the
concentration of zinc in Outfall 002 exceeded the benchmark. Therefore, it is now subject to
Tier III requirements. Tiered activities are in process for all drainage areas at the site in an effort
to improve the quality of SW runoff. Activities being evaluated include Biochar Basic Filtration
media catch basin inserts and additional Filtiexx Envirosoxx installations upgradient from
stormwater outfalls.
