Mr. Robert Lipscomb (back-up ORC) was present and assisted in the inspection. The United World Mission is considering a potential structural modification to the facility's chlorine contact and dechlor chambers due to their relative proximity to the ground. Staff believe during heavy rain events; sheet flow is entering the chambers. If stormwater is entering the chambers, there is a potential for contamination. Staff can proceed with height modifications to the contact chambers since this would fall under plant maintenance. Media: During the site visit, significant ponding was noted along the distribution lines. Ponding can reduce the treatment capacity and effectiveness of the filter bed and potentially organically overload the system. Staff should assess and regrade and/or replace the media as needed. Distribution laterals: It also appears the eight lateral line’s flushing valves are opened and any remaining wastewater in the pipe after the dosing cycle is discharged to the end of the filter bed. Significant ponding is also occurring at the end of the filter bed. This has the potential to significantly reduce the effectiveness of the filter bed and overload the system. In addition, any ponding can create nuisance conditions. These valves should remain in the "closed" position unless they are being opened for cleaning. The distribution lines can be slightly sloped back to the distribution box/manifold to allow the remaining wastewater to evenly drain between doses. Staff should also check the distribution pattern and dosing schedule. Ideally, when dosing, there should be an even distribution of wastewater across the active zone of the filter bed. Bypass line: It was noted there is also a pipe that discharges into the filter bed at the end of the drip lines. Mr. Lipscomb indicated this was an overflow line from one of the settling/septic tanks upstream of the filter bed. Please note, this line is bypassing standard treatment and point loading the far end of the sand filter bed if/when it does discharge into the filter. This line should be capped, removed or valved off if it is still in use. Cover: A removable cover is still recommended to help reduce the introduction of rainfall onto the surface of the filter bed and maintain more consistent temperatures in the winter. This may also decrease the amount of maintenance required to maintain the media bed. If a cover is installed, ensure there is adequate air flow still moving across the bed. Chlorine Use: Please note, any time chlorine tablets are used instead of or in addition to UV disinfection, Total Residual Chlorine (TRC), must be monitored and reported on the eDMR.
