Dear Ms. Greer,

I am pleased to submit a Preliminary Jurisdictional Determination Request (PJD) for the proposed new
Sewer connection project in Annexation Area 24 for the City of Fayetteville. This PJD is being submitted
on behalf of the City of Fayetteville and the design engineers, W.K. Dickson & Co., Inc.

The City of Fayetteville annexed several areas effective September 30, 2005 and is phasing in the
incorporation of the annexed areas into the City’s infrastructure since then. Currently, Construction Area
24 has no existing sewer service, all properties are served by private septic tanks. This project will
provide new gravity sewer service to these homes and connect to the existing sewer infrastructure. For
design and construction of this project it is divided into Areas A, B, and C. Each area consists of a single,
independent, and complete project. A large portion of these projects will occur within the yards and
streets of residential neighborhoods. Temporary and permanent impacts to streams and wetland are
anticipated to be less than one tenth of an acre, and therefore, anticipated impacts are expected to be
below the threshold for mitigation. Prior to construction, a Pre- Construction Notification utilizing a
Nationwide Permit 12 (Utility Line Activities) will be submitted.
