4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The sites are wooded headwater forest and bottom land hardwood forest within the city limits. The surrounding area is mostly developed as single family residential. Much of this upland
landscape is currently near build -out conditions. These existing residential homes are currently serviced by on -site septic systems.

The City of Fayetteville annexed several areas effective September 30, 2005 and is phasing in the incorporation of the annexed areas into the City's infrastructure since then. This
project will provide new gravity sewer service to these homes and connect to the existing sewer infrastructure.

Project will entail excavation equipment such as track hoes, dump trucks, and small ancillary equipment necessary to construct and install sewer pipe and manholes. Tree clearing and
grubbing will be kept to a minimum outside of the permanent easement.

E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The crossing of wetlands and streams is primarily set due to locations of the existing sewer infrastructure for connections. No manholes will be placed
within wetlands or streams to limit future impacts from regular maintenance. The final width to be maintained in the easement within the wetlands is
limited to 10 feet in width. Due to access from both sides, no permanent structure for crossing of the streams are expected.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Grubbing will be limited to the minimum necessary to install the sewer pipe. No manholes will be added within wetlands/streams. Within wetlands,
equipment will utilize temporary mats to minimize compaction and soil disturbance. Anti -seep collars will be utilized to prevent subsurface drainage of
wetlands. All stream work will be done in the dry using a pump around during construction. Stream banks will be restored to the original contour grade
or to a stable condition where unstable. An native wetland herbaceous seed mix will be planted within the wetlands and along stream banks.
