I am currently working on the updates to the plans based on the recommendations given to me by you and requests from property owners during right-of-way acquisition. In answer to your questions: -We will modify our details and specifications for this project to utilize native substrate, and show matting, mulching, and seeding as requested. -We will modify our seeding details and specifications to include the riparian mix for the streambanks. -1 specified the culvert crossing as a permanent impact due to the need to install a conflict box. Overall cross -sectional area of the storm sewer should remain unchanged, but the stream characteristics in that area will change, so I viewed it as a permanent change. If that is an incorrect specification, it can be changed to a temporary impact only occurring during construction. -1 am unsure what additional specifications you need regarding the stream trench cut. Can you clarify this and I will set about modifying or amending our plans accordingly? A few suggestions and questions: - We support Andrew's recommendation on using native substrate on top of the sewer line crossing to minimize impacts to the streambed. - We would like to see your specifications for temporary and permanent seeding. We strongly recommend staying away from Sericea Lespedeza and Tall Fescue. For permanent seeding, we recommend a native riparian seed mix (Ernst has an NC mountain riparian mix). -Can you explain why a culvert is specified as a permanent impact? The written description of impacts describes running a line through and under culverts. Are you installing a new culvert? Why? -Can you provide specifications on the stream trench cut in your plan set? The Swannanoa River supports hellbenders. I would like to meet you at the crossing location on the Swannanoa to see if there is any suitable habitat in the footprint of the project. Please let me know what might work for you. I have attached to this email 401 Water Quality Certification (WQC) 4133 (GC 4133), which corresponds to Nationwide Permit 12 (Utility Line Activities). The second page of the attached document lists a number of thresholds or circumstances under which written approval for a 401 WQC is required. Threshold c requires written approval from the Division for a 401 WQC for any permanent impacts to streams. As Amanda notes in her email below, the use of rip rap would be considered a permanent impact and would therefore trigger the need for written approval for a 401 WQC. Normally, for open cut utility line installations across streams, we recommend the native stream substrate be segregated during excavation, and following installation of the utility, the streambanks restored to a stable slope, seeded with a native riparian seed mix, mulched, and matted and the streambed restored to its original grade using the segregated stream substrate. Following this procedure would be considered a temporary impact. Please copy me on your response to Amanda. As noted, if rip rap is required, written approval from the Division will be required and you will need to re -submit the application with the appropriate fee. Send all suspicious email as an attachment to report.Spam@nc.gov<maiIto: report.spam@nc.gov> Hi Shaun, I'm reviewing the PCN submitted for this project and just have a couple of comments/questions: 1) Please mark on the plan sheets where the impact locations are that correspond to the impact table in the PCN 2) For open cut crossings of streams, the stream restoration details show placement of rip rap on the bottom and on the banks of the channels. We typically discourage the use of rip rap in the bottom of channels and on the banks since those are considered permanent impacts unless there is some sort of stability or safety/line protection issue. Please provide a response on if/why this rip rap is needed or if it can be removed from the plan. Also the detail shows that Lespedeza is proposing to be planted. Please modify to spec. some other native/non-invasive ground cover. Let me know if you have any questions, thanks.
