Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site currently contains an ebsting right-of-way (Phoenix Place) and four (4) residential building lots that have been platted and recorded in 1953 as part of the Lockwood Subdivision (Lots 76,77, 78 & 79) . There is an ebsting culvert within the Phoenix Place right-of-way with both functioning and failed sections of pipes. The right of way was also filled and graded many years ago, and vegetation (mostly nuisance and exotic species) have grown over the right-of-way. The four (4) ebsting residential building lots are all currently vacant and wooded. Other urban debris and garbage can be found throughout the site. There is also an ebsting maintained sanitary sewer easement that bisects the property. Two urban streams ebst on the property and converge on the property. The streams have been heavily impacted by urban runoff and are of low quality. But, both streams are at least intermittent and subject to the 50' Neuse Buffers. The site is surrounded on all sides by ebsting single family residential homes built in the 1950's to 1970's. 4b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The applicant hired S&EC, PA to delineate all potentially jurisdictional WOTUS and 50' Neuse Buffers on the site. The project engineer and S&EC, PA staff worked together to minimize impacts as much as practicable. Impacts have been designed to stay below 150 LF of permanent stream loss. The project engineer does not anticipate the need for any additional temporary impacts to install the culvert pipes or any inlet or outlet protection. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The project will obtain a land disturbance permit from the City of Raleigh. Stormwater management plans are not anticipated to be required by the City of Raleigh as these are considered minor subdivisions of existing single family lots. However, the City and applicant will ensure that diffuse flow is maintained both during and after construction. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
