Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the permit application with regard to impacts on fish and wildlife resources_ The project site is located within the mouth of Taylors Creek. Our comments are provided in accordance with provisions of the Coastal Area Management Act (G.S. 113A-100 through 113A-128), as amended, Sections 401 and 404 of the Clean Water Act, as amended, and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U. S.C. 661 et seq.). Carteret County proposes to maintain a navigation channel within Taylors Creek by realigning the existing channel entrance_ The current channel alignment has not be maintenance excavated by USACE since 2007 when the 75' wide channel was dredged to -7' NLW. The current proposal realigns the channel to a more southwest direction, that is more in line with historical channel locations from 2003- 2011. The 75' by 2,800' channel would have a final water depth of -12' NLW, an increase of 5' in depth. No SAV, coastal wetlands, or shellfish were observed in the project area. Dredged material would be removed via barged and trucked to 2525 Lennoxville Roade. Taylors Creek at this location is classified SA HQW. The NCWRC participated in the NCDEQ scoping meeting and has reviewed the permit application. Our comments and suggestions within the meeting have been reflected in the permit application. We support any permit conditions within the old permit that minimized impacts to environmental resources as well as any moratoria requested by NCDMF. If any portion of the project is modified now or at a later date, we request our agency continue to be included in proposal notification and circulation.
