Re: PCN Addendum/Additional Information Barnes Landing Subdivision SAW-2019-00920 NC Hwy 210 Johnston County, NC This information is being provided in response to requests for the following additional information, delivered via eMail on Friday January 17, 2020: 1. The Barnes Landing subdivision will not be connected to the Johnston County Public Utility wastewater system. All lots will be served with individual septic systems, permitted through the Johnston County Environmental Health Department. In addition, there are no potential impacts to streams or wetlands required for the construction of the wastewater systems. If it is determined that wetland crossings are necessary for the on-site septic, the crossings will be bored under the wetland or The Corps of Engineers will be contacted to see if a permit is required. 2. Regarding potential future, cumulative impacts: the proposed subdivision is not a phased project, and will not require additional, future impacts for completion. In addition, for individual lot surveys where streams and/or wetlands may be present on the lot, the lot survey will include an informational insert providing notice of the presence of potential wetlands which may be under the jurisdiction of the US Army Corps of Engineers. 3. Regarding the USFWS IPaC website identifying Michaux’s sumac as a concern on this property: during the site delineation, a visual observation was made of the edge of the forested woodlands (potential habitat) to determine presence of Michaux’s sumac. No Michaux’s sumac was observed in these areas. The majority of the woodline was comprised of a very dense stand of undergrowth of privet, honeysuckle, and greenbrier, bounded by cultivated, mowed and maintained areas. Michaux’s sumac is shade intolerant, and the dense understory along the woodline does not provide suitable habitat. In addition, the cultivated, mowed and maintained areas at the woodline boundary are cultivated or maintained annually, generally prohibiting establishment of the species. Michaux’s sumac is identified as a historic species in Johnston County, indicating no species has been observed for at least 50 years, and there are no known current occurrences of Michaux’s sumac in Johnston County. Based on this information, the project will likely have No Effect on Michaux’s sumac. 4. The project is not a DOT project. This selection was made in error. 5. A profile plan of the culvert crossing is included on the revised impact maps (attached). For this project, the low projected flow rates do not require installation of a dissipater pad.
