Enclosed, please find seven (7) copies of a PCN and related documentation for a Linear
Transportation Project along SR 1707 (Carlos Road) in Cumberland County. The project will be
completed in compliance with NCDENR Division of Water Quality General Certification 3704,
and, USACE Nationwide Permit #14.
This project is being submitted under the 401 Automated Payment Procedure. The State
Project Number is 6C.026074 and the permit fee is $240.00.

Subject: Notification for Nationwide Permit 14 (Minor Road Crossing)
NCDENR 401 WQC 3704
Culvert Replacement SR-1707- (Carlos Rd) Cumberland County
State Project Number: 6C.026074
The North Carolina Department of Transportation (NCDOT) has scheduled to clear, grade, drain,
base and pave SR-1707, Cumberland County. Total project length is 1.92 miles. SR 1707 is
currently an impermeable gravel/dirt road approximately 22 feet in width. The final product will
be a 20 foot paved roadway with 6 foot stabilized grass shoulders and typical 3:1 side slopes. The
project will require the replacement of three (3) wet cross lines as shown below:

Construction of this project will iequire impacts to the waters of the United States in the Cape
Fear River Basin.. All three permit sites convey drainage to the Upper Cape Fear River (Class
WS-V). The project is located within the 03030004 Hydrologic Unit, sub basin 03-06-15.
SR 1707 (Carlos Rd) is located in Cumberland County and is situated between SR 1700
(McBryde St) and SR 1706 (Durant Nixon Rd). SR 1707 serves as a cut through road utilized by

the public, including school buses. There are residential homesites located on this road, the
majority being in agriculture.
Permit Site #1 is located at (Sta. 14+02.1). The existing pipe is a 35 LF 18" RCP. The pipe
has extensive end damage and shows signs of joint separation. A 44 LF 24" RCP will be
installed at a 20% burial.
Permit Site #2 is located at Sta. 20+01. At this location there will be both stream and wetland
impacts. The existing 34 LF 15" RCP will be removed and replaced with a 44 LF 24" RCP. 0.14
acre of disturbed Hardwood Flat (NCWAM) will be impacted by the proposed roadway footprint.
The disturbance is attributed to previous land clearing and utility line maintenance. The wetland
impact is necessary to bring SR 1707 up to current safety standards.
Permit Site 93 bisects a Riverine Swamp Forest (NCWAM) at Sta. 49+09. Currently a 36 LF
48" CMP conveys a UT to the Cape Fear River under SR 1707. The 36 LF 48" CMP has end
damage and is severely corroded. The pipe will be removed and replaced with two (2) 52 LF 48"
CMP. The existing conditions of this Swamp has prompted NCDOT. to pursue the minimization
of the proposed roadway footprint through this area . The roadside drainage ditch will be
eliminated from Sta. 47+00 to Sta. 50+ 20. From Sta. 47+85 - 50+20 (Lt.) & Sta. 46+90 -
50+20 (Rt.) Four (4) foot stabilized grass shoulders will be installed and the side slopes will be
graded to tie into existing contours. At permit site 43, there will be a 16 LF impact to a perennial
stream and 0.01 acre impact to a Riverine System wetland.
RESOURCE STATUS
In general, there will be minor impacts proposed as a result of the replacement of the culverts
along SR-1707 (Carlos Rd.) in Cumberland County. These culvert sites have undergone human
manipulation. A Nationwide Permit 914 / NCDENR 401 WQC 3704 is required for the project.
Endangered Species: Plants and animals with Federal classification of Endangered (E) or
Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered
Species Act of 1973, as amended. As of January 31, 2008, the U.S. Fish and Wildlife Service
lists six federally protected species for Cumberland County

A biological conclusion of "No Effect" was reached for all species during the March 11, 2009
survey for protected species. Protected species were not identified, nor, was the general habitat
for each species identified.
REGULATORY APPROVALS
Application is hereby made for a Department of the Army Nationwide Permit 14 / NCDENR 401
WQC 3704 as required by the above-described activities.
The National Register was reviewed in addition to conducting a field view of the project for
significant historic features.
The project impacts are minor in nature and should not remove or degrade existing water quality
uses. Pipe sizes proposed are the minimum necessary to create a safe highway while
accommodating the 25-year design storm. By utilizing the erosion control measures,
downstream water quality standards will be protected. All appropriate BMP's will be utilized
during construction.
Attached is a Preconstruction Notification Form, plan sheets, marked county road map, quad
location map and photographs.

Existing 22 foot dirt road with maintenance limits 60 feet in width. SR 1707 currently is wooded with agricultural fields and
a few homesites.

By Statue, NCDOT is required to pave all unpaved secondary roads. To ensure that the roadway meets current safety
standards, the road will be paved to a width of 20 feet, 6 foot grass shoulders will be installed on each side and 3:1 side
slope will be provided within the 60 foot right of way.
3e. Describe the overall project in detail, including the type of equipment to be used:
Bring SR 1707 up to current safety standards, ie. 20 foot paving with 6 foot stabilized shoulders and 3:1 side slopes within
a 60 foot right of way. The exsiting culverts are deteriorated and need to be replaced. Impacts will be minimized as
much as possible. The culverts will be replaced utilizing a track-hoe excavator. While front end loaders will place fill
material. Eventually a motor grader will finish grade the project prior to paving.

Permited site # 3 is located through a Riverine Swamp Forest, as such this section of SR 1707 will not be widened to the
standard 60 ft width. Instead from Stations 47+00 - 52+20; 20 ft of pavement with 4 ft shoulders at a 1.5:1 side slope will
be installed. In addition old growth Bald Cypress trees extending 50ft out from the center of the replaced pipe (Sta.
48+60 - 49+60) will not be disturbed.

SR 1707 does not meet the current safety standards. Stream and wetland impacts have been minimized. NCDOT
BMP's will be utilized during construction.

Troy,
1 have run the numbers and 2 @ 42" will pass a 10 year storm, 2 @ 48" will pass a 25 year. I would
recommend using 2 @ 48" on a 0.0% grade and bury the pipe as needed to get proper cover. As was
discussed, this site is not in a FEMA regulated flood hazard zone. Unless you specifically need one, I won't
write a formal letter on this site.
