Please find enclosed NPDES Permit Application—Short Form C—WTP for the renewal of permit number
NC0083470 for the Town of Jefferson Water Treatment Plant.
I have reviewed the conditions set forth in the NCG590000 general permit and would like to be considered
for coverage. It is understood that upon issuance of a general permit, the individual NPDES permit for
this facility will be rescinded. This is a Conventional WTP and Whole Effluent Toxicity Tests will be
performed annually and comply with a "Pass" permit limitation. NCG590000 requires all WTP's to comply
with a turbidity effluent limitation and monthly DMR's must continue to be submitted.

An off-stream raw water storage pond is located at the water plant. No chemical
treatment is performed at or prior to the pond. Some gravity settling occurs, but the
pond storage capacity allows the Town to avoid pumping to the pond during periods of
increased turbidity in the river.
8. Describe the wastewater and the treatment process(es) for wastewater generated by the
facility:
Back wash water from two mixed media filters enters two lagoons operating parallel.
Treatment is accomplished by gravity settling.

regulations of the Environmental Management Commission implementing that Article,shall be guilty of a misdemeanor punishable by a fine not to exceed$25,000,or by
imprisonment not to exceed six months,or by both. (18 U.S.C.Section 1001 provides a punishment by a fine of not more than$25,000 or imprisonment not more than 5
