the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any
capacity related sanitary sewer overflows or overburden any downstream pump station en route to the
receiving treatment plant under normal circumstances, given the implementation of the planned
improvements identified in the planning assessment where applicable. This analysis has been performed
in accordance with local established policies and procedures using the best available data. This
certification applies to those items listed above in Sections I and It plus all attached planning assessment
addendums for which I am the responsible party. Signature of this form certifies that the receiving
collection system or treatment works has adequate capacity to transport and treat the proposed new
wastewater.

A. DESCRIPTION OF PROJECT
Location of Project
The Kingsboro Industrial Paris is located geographically within Edgecombe County. The Park i, 67
miles east of Raleigh, 38 miles northwest of Greenville. and two hours from the Outer Banks. Major
transportation corridors include Highway US 64 and Interstate 95, which allow for strategic
accessibility to and from the Last Coast's major markets,
Sewer main installations will take place within county property and NCDOT right-of-way (below);
• Alt. U.S. Hwy. 64
Topography within the project area is generally nit to gently rolling, sloping between 0-5 percent.
Manmade drainage features such as swales and roadside ditches collect and remove runoff. The
proposed area of work, the Kingsboro Industrial Park, is made up of approximately 1,500 acres. The

B. TYPE OF DEVELOPMENT
Gravity Sewer
The proposed sanitary sewer project will consist of extending 2,550 LF of 18-inch and 1,800 LF of 30-inch
gravity sewer main with 17 manholes into the park property to increase sewer accessibility to the industrial
park. At the time of the construction, the sewer main will serve Triangle Tyre, a Chinese tire
manufacturing company, and Corning Pharmaceuticals, which together produce about 0.320 NIGD and
0.010 MGD, respectively. All now is anticipated to be commercial/industrial in nature. It is also proposed

Ntnip Station & Force Mains
A new wastewater pump station, with a build -out peak capacity of 4.0 NIGD and a design average daily
flow of 1.6 NIGD (i.e. 2,800 GPM, pumps in parallel at 1,400 GPht each, at 85-ft [lead), will be
constructed next to Alt. U.S. Hwy. 64 The station will be phased into its final buildout flow, The first
phase will provide a capacity of 500 GPNI to an existing 10-inch force main; the second phase will provide
a capacity of 1,400 GPM with a duplex pump through a future 16-inch force main; and the Final phase will
result in an additional pump to a triplex pump station, resulting in 2,800 GPNI to a future 16-tnch force
main,
The proposed sanitary sewer project is dictated as a portion of the temporary transmission system until the
second phase of the sewer system can be designed, constructed and certified. Currently, the line will serve
as Phase 1 and will consist of extending 6,670 LF of 10-inch force main along Alt. U.S. Hwy. 64, which
will serve as an emergency bypass for the existing QVC Blvd. pump station, and proceed through the
existing 10-inch force main until it reaches the Tar River Regional Wastewater Treatment Plant.

Treatment
Wastewater collected from the Kingsboro Industrial Park will be conveyed through a new collection
network to the 21-NIGD Tar River Regional Wastewater Treatment Plant (WWTP), which is owned and
operated by the City of Rocky Mount. The current project will not include any improvements or direct
impacts to the City's treatment facility- Al. pretreatment will be completed by the future industries that
develop in the Park.
