The North Carolina Division of Water Resources conducted an inspection of the Town of Waynesville
Class A Distribution Program Annual Report on 2/05/2020. This inspection was conducted to verify that the
facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No.
WQ0013116. Carefully review the findings and comments noted in the attached inspection report. Specifically,
the items listed below.
Maximum Dry Tons: Please carefully review the comments regarding total dry tons for the year in the
summary.
SAR: In the future, please verify the reported SAR values received from the laboratory before submitting
for compliance reporting. The numbers can be verified using established SAR formulas.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of the Town of Waynesville's 2019 Annual Residuals
Report for DCAR Permit No. WQ0013116 on February 5, 2020. Additional information was requested on February 14th and
received on February 14, 2020.
Quarterly monitoring was required based on the dry tons distributed (1136 dry tons). No new Class A solids were generated
in the fourth quarter due to hazardous solids processing conditions and a sample could not be obtained for fecal. All fecal
results analyzed for the year appear to be in compliance with Class A requirements.
Please note the Dry Tons distributed in 2019 exceeded the permit limit of 1065 by 129 Tons when calculated using an
averaged percent total solids. If the quarterly percent solids are used to calculate DTs between sampling periods, the total
DTs distributed is approximately 979. The total distribution amount for the calendar year should be carefully reviewed moving
forward. If the Town determines additional distribution tonnage is needed, a permit modification requesting an adjustment
should be submitted to the Division.
SAR Calculation: Please verify the SAR results before submittal. The recorded SAR for each quarter appears to be
incorrectly calculated using established SAR formulas.
