TROGDON, III SECRETARY Description: The proposed project involves replacing Bridge No. 950117 on SR 1502/1958 (Bennetts Bridge Road) over Northeast Cape Fear River in Wayne County. The proposed project is included in the 2016-2025 North Carolina State Transportation Improvement Program (STIP). Right of way acquisition and construction are scheduled for state fiscal years 2019 and 2020, respectively, in the STIR The current ADT for this bridge is 2600 with 8% truck traffic. The bridge is expected to carry 3800 vehicles per day in the design year (2040). The existing bridge constructed in 1952 is approaching the end of its useful life. Purpose and Need: The purpose of the proposed project is to replace a structurally deficient bridge. NCDOT Bridge Management Unit records indicated Bridge No. 950117 has a sufficiency rating of 11.8 out of a possible 100 for a new structure. Alternatives Considered: No Build — The no build alternative would result in eventually closing the road. Given the volume of traffic served by SR 1502/1958 (Bennetts Bridge Road), this is not acceptable. Rehabilitation — Rehabilitation of the old bridge is not practical due to its age and deteriorated condition. Offsite Detour — Due to moderate truck traffic volumes (8%) it was determined that the offsite detour route travel lanes and shoulder widths were inadequate to safely support these truck traffic volumes. The offsite detour is roughly seven miles in length and the main commercial user on this detour would be trucking related to Butterball LLC, which expressed concerns early on during planning about offsite detour lengths. TROGDON, III SECRETARY Onsite Detour —This is the preferred alternative for this project. Two options were explored. • Onsite detour to the west- This is the preferred alternative for this project. This alternative impacts 0.86 ac of wetlands. However, it does not have impacts to Duke transmission lines. Most of these wetland impacts can be restored once detour is removed. See attached drawings for final impact numbers. • Onsite detour to the east- This alternative impacts 0.73 ac of wetlands however several transmission poles would have to be relocated which would cause disruptions to primary electrical transmission systems. These primary electrical systems can only be disturbed during certain months of the year when power is not in a peak season. This would decrease the construction time frame and negatively affect the project. In addition, this relocation would increase the project cost by an additional $1.0 million essentially doubling the current project estimate of $1.2 million. There would likely be additional wetland impacts associated this relocation as well. Therefore, this alternative was not selected. Phased Construction — This alternative was not selected. However, both an east and west option was explored. This option would introduce 4 horizontal curves at this bridge location which is currently a straight roadway section. This would reduce the design speed through this section and introduce poor roadway design geometry. In addition phased construction would introduce a one lane, two way configuration using a temporary signal and with a current ADT of 2600 this could cause some moderate vehicle backups and delays during peak flow hours • Phased Construction to the west —This option would have 0.64 ac of wetlands impacts. These impacts would be considered permanent. • Phased Construction to the east —This option would have 0.68 ac of wetlands impacts. These impacts would be considered permanent. Additionally, this option would have similar impacts related to utilities as stated above in the onsite detour east option.
