Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project involves the replacement of Bridge No. 950117 over the Northeast Cape Fear River. The existing bridge was built in 1952 and is 121 long, with 14 spans and 56 wooden/steel piles in the open water of the Northeast Cape Fear River. The new bridge will be a 2 span, 140' superstructure (2@70' cored slab) on integral end bents on the banks of the Northeast Cape Fear River and one interior bent including a concrete collar on approximately 8 driven 18" galvanized piles within the open waters of the Northeast Cape Fear River. The integral end bents include a concrete collar constructed on top of driven 12X,53 steel H-piles. Traffic would be directed to an onsite temporary detour bridge constructed adjacent to and upstream of the existing bridge. The onsite temporary detour bridge will include approximately 16 steel Kpiles. Existing bents/piles of existing bridge and onsite temporary detour bridge bents/piles would be removed. Standard road building equipment, such as trucks, and dozers and cranes will be used. 4j. Please upload project drawings for the proposed project. B4844_Permit_Drawings (2).pdf 3.03MB 5. Impact Justification and Mitigation U 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: This bridge will be replaced in place. Although an onsite detour is proposed once the detour is removed the wetland will be restored and replanted. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: NCDOT will install silt fencing to protect the streams and wetlands adjacent to the project. Safety fencing will be used to delineate jurisdictional and environmentally sensitive areas from encroachment. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Is another Federal agency involved?* r Yes r No r Unknown What Federal Agency is involved? NMFS 5e. Is this a DOT project located within Division's 1-8? r Yes r No 5j. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? An updated IPAC letter attached lists 3 species potentially occuring within the project area: Red -cockaded woodpecker, American alligator, and Wood stock (newly listed in this area) -Red-cockaded woodpecker -Biological Conclusion -No affect -Suitable habitat for red -cockaded woodpecker does not exist in the study area. -American alligator -Biological Conclusion -Not Required -because this species is listed as threatened due to similarity of appearance therefore Section 7 consultation with the USFWS is not required. -Wood Stork -Biological Conclusion -Unresolved- This species was not listed on IPAC when NRTR was completed. NCDOT staff are going to complete this survey within the next couple weeks and will forward results onto USACE and USFWS as needed. -NLEB-MALTAA per PBO -NMFS has listed CE Cape Fear River as critical habitat for Atlantic Sturgeon.
