Dear Mr. Tankard & Mr. Mays:
We received your Notice of Deficiency (NOD) on 4 Feb 2020. The NOD basically identified us as
deficient due to missing quarterly sampling parameters from September 20 t 9.
Our ORC, Mr. Kevin Mullineaux contacted Mr. Mays via phone (left a message) to discuss our
ongoing unique situation of being significantly under -loaded with influent to our wastewater
treatment system. We currently only have 39 residential connections but are permitted for up to 332.
Thus our need to spray effluent from our final lagoon onto our spray fields is sporadic with much of
our spraying being the result of rainwater accumulation in our lagoons. September 2019 was a
particularly wet month with Hurricane Dorian. We did not spray & did not sample in Sep 2019. We
did spray in November 2019 & did sample. We have amended the monthly report for Nov 2019 to
correctly report that sampling (see enclosure). Our field inspectors over the years have advised us to
document on our monthly reports when we have a no -spray month. They have also advised us to
sample when we irrigate even if not strictly within the identified sampling months called for in the
permit. Thus our irrigation schedule is periodically inconsistent with the quarterly sampling
frequency in our permit # WQ0000819. We have operated & sampled in this fashion for at least the
last 13 years.
