Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site is a pharmaceutical campus in the Research Triangle Park in southern Durham County. Several buildings, parking lots, and parking decks make up the campus. The open space is mostly maintained lawn, with the exception of wooded area to the north. The campus is on gently rolling terrain draining in the center to two lakes joined by a riprap-lined ditch, identified as Stream 9 in the preliminary wetland delineation report. The dam and control structure on the west side of the two lakes controls the elevation. When the water is high, it causes the lakes to act as one with a single water surface level. A pedestrian path crosses the ditch and the water is conveyed with two 36" corrugated metal pipes. 4b. Explain the purpose of the proposed project:* The project consists of campus improvements to make the site more appealing for tenants. The improvements include the construction of a parking deck, the demolition of a building, site utility routing, hardscape and landscape reworking, and the widening of the pedestrian path between the lakes to accommodate vehicles and a sidewalk. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Campus improvements will occur north and south of the lakes, connected between the two lakes. The widening of the path will require fill in the riprap-lined ditch and replacement of the culvert with longer reinforced concrete pipes. The fill placement will occur in the dry, with excavators and typical compaction equipment, when the lakes are low enough that they aren't connected by the ditch. The culvert pipes will be installed with inverts 1' lower than the riprap grade to allowfor aquatic passage.
