Staff from the Department of Environmental Quality (DEQ) conducted a compliance inspection
on June 30, 2016 of the subject facility as part of a multimedia program inspection. We appreciate
your assistance during the inspection. Based on the information you provided on your process and
products and Standard Industrial Classification (SIC) code 2499, along with the fact that no
exposure of industrial activities to precipitation, your facility is deemed eligible for the no exposure
exclusion
In accordance with North Carolina General Statute 143-215.1, other lawful standards and
regulations promulgated and adopted by the North Carolina Environmental Management
Commission and the Federal Water Pollution Control Act, all owners and operators of stormwater
point source discharges associated with establishments primarily engaged in activities classified
as Lumber and Wood Products, Except Furniture (SIC 24), are required to obtain an NPDES permit
to cover stormwater discharges from their sites or an NPDES No Exposure Certification for
Exclusion.
Enclosed with this Notice, please find a National Pollutant Discharge Elimination System
application for No Exposure Certification for Exclusion NCGNE0000. Your application should
be completed and submitted to:

National Pollutant Discharge Elimination System application for exclusion from a Stormwater Permit based
on NO EXPOSURE:
Submission of this No Exposure Certification constitutes notification that your facility does not require a
permit for stormwater discharges associated with industrial activity in the State of North Carolina because
it qualifies for a no exposure exclusion. A condition of no exposure at an industrial facility means all
industrial materials and activities are protected by a storm resistant shelter (with some exceptions) to
prevent exposure to rain, snow, snowmelt, and/or runoff.
For permitted facilities in North Carolina, DEMLR must approve your application for No
Exposure Certification before this exclusion is effective. Until you are issued a No
Exposure Certification and your NPDES permit is rescinded, your facility must continue
to abide by the terms and conditions of the current permit.
Industrial materials or activities include, but are not limited to: material handling equipment or activities,
industrial machinery, raw materials, intermediate products, by-products, final products, or waste products.
Material handling activities include the storage, loading and unloading, transportation, or conveyance of
any raw material, intermediate product, final product or waste product. A storm resistant shelter is not
required for the following industrial materials and activities: drums, barrels, tanks, and similar containers
that are tightly sealed, provided those containers are not deteriorated and do not leak. "Sealed" means
banded or otherwise secured and with locked or non -operational taps or valves; adequately maintained
vehicles used in material handling; and final products, other than products that would be mobilized in
stormwater discharges (e.g., rock salt).
A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In
addition, the exclusion from NPDES permitting is available on a facility -wide basis only —not for individual
outfalls. If any industrial activities or materials are, or will be, exposed to precipitation, the facility is not
eligible for the no exposure exclusion. By signing and submitting this No Exposure Certification form, you
certify that a condition of no exposure exists at this facility or site and are obligated to comply with the
terms and conditions of 40 CFR 122.26(g).
If approved, your conditional no -exposure exclusion must be self re -certified at least annually.

I certify under penalty of law that I have read and understand the eligibility requirements for claiming a condition of "no
exposure' and obtaining an exclusion from NPDES stormwater permitting.
I certify under penalty of law that there are no discharges of stormwater contaminated by exposure to industrial activities
or materials from the industrial facility or site identified in this document (except as allowed under 40 CFR 122.26(g)(2)).
I understand that 1 am obligated to submit a no exposure certification form once every five (5) Years to the North Carolina
Division of Water Quality and, if requested, to the operator of the local municipal separate storm sewer system (MS4) into
which the facility discharges (where applicable). I understand that I must allow the North Carolina Division of Water
Quality, or MS4 operator where the discharge is into the local MS4, to perform inspections to confirm the condition of no
exposure and to make such inspection reports publicly available upon request.
In the event that the site no longer qualifies for a No Exposure Exclusion, I understand that I must obtain coverage under
an NPDES permit prior to any point source discharge of stormwater from the facility. Additionally, I certify under penalty of
law that this document and all attachments were prepared under my direction or supervision in accordance with a system
designed to assure that qualified personnel properly gathered and evaluated the information submitted. Based on my
inquiry of the person or persons who manage the system, or those persons directly responsible for gathering the
information, the information submitted is to the best of my knowledge and belief true, accurate and complete. I am aware
that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for
knowing violations.

Please note: This application for the No Exposure Exclusion is subject to approval by the
NCDENR Regional Office prior to issuance. The Regional Office may inspect your facility for
compliance with no exposure conditions prior to that approval. The Regional Office may also
inspect your facility at any time in the future for compliance with the No Exposure Exclusion.
North Carolina General Statute 143.215.6 B(i) provides that:
Any person who knowingly makes any false statement, representation, or certification in any application, record, report, plan, or other
document filed or required to be maintained under this Article or a rule implementing this Article; or who knowingly makes a false
statement of a material fact in a rulemaking proceeding or contested case under this Article; or who falsifies, tampers with, or knowingly
renders inaccurate any recording or monitoring device or method required to be operated or maintained under this Article or rules of the
[Environmental Management] Commission implementing this Article shall be guilty of a Class 2 misdemeanor which may include a fine
not to exceed ten thousand dollars ($10,000).
There is currently no fee for a No Exposure Exclusion.

(11) FACILITY DESCRIPTION: Wood Products, Inc. manufactures wood cabinetry products. The facility was
clean and appeared to have no safety problems. No trip hazards or unsafe obstructions were noted inside the facility.
Safety Note: Hearing protection, safety glasses, and safety shoes should be worn while inspecting this facility.
(111) INSPECTION SUMMARY: On June 30, 2016, I (Cheng Zhang) met with Ronald Cox, owner and plant
manager for Wood Products, Inc. to conduct a compliance inspection of the facility. We first reviewed the permit
and then took a tour of the facility. At the time of the inspection, there were several workers using different pieces of
woodworking equipment that attached to the woodwaste collection system. Mr. Cox stated that he was informed by
the landlord that he needed to relocate the facility by the end of November 2016, because the building will be torn
down for redevelopment.
Overall, the facility seemed to be running well from an air quality standpoint. The woodwaste collection system
was operating with 0% opacity. No depositions were observed on the property or any adjacent properties. Annual
inspections were logged into a logbook and kept onsite.
(IV) PERMITTED EMISSION SOURCES:
1. A simple cyclone (86 inches in diameter, ID No. C-1) installed on a wood waste collection system (ID No. WC-1)
(V) SPECIFIC PERMIT CONDITIONS:
A.1 Applicable Regulations: The Permittee shall comply with 15A NCAC 2D .0202, 2D .0512, 2D .0521, 2D .0535,
2D .0540, 2D .0611 and 2D .1806. In compliance. At the time of the inspection, this facility appeared to be in
compliance with all permit conditions.
A.2. Permit renewal and Emission Inventory Requirement -At least 90 days prior to the expiration date of this
permit, the Permittee shall submit the air pollution emission inventory report in accordance with 15A NCAC 2D
.0202, pursuant to N.C. General Statute 143 215.65. In compliance — Mr. Cox was reminded of this condition.
A.3 Particulate Emission Limitations: Pursuant to 15A NCAC 2D .0512, particulate matter emissions from the
affected emission sources listed in the permit shall not exceed allowable emission rates which are determined based
on process throughput rates using the equations provided in the permit. In compliance. All woodworking
equipment is hooked to a woodwaste collection system. Other than the simple cyclone, the facility also has
two internal woodwaste collection systems that collect finer saw dust, these systems do not emit to the air.
AA 2D .0521 Control of Visible Emissions: Visible emissions from the facility emission sources, established after
July 1, 1971, shall not be more than 20 percent opacity. In compliance. No visible emissions were observed
during the inspection.
A.5 2D .0535 Notification Requirements: Facility is required to notify the Division of Air Quality if excess
emissions are released for more than four (4) hours. In compliance. Mr. Cox stated that there had been no
excess emissions due to a malfunction.
A.6 2D .0540 Fugitive Dust: The facility shall not allow fugitive dust to extend beyond the property's boundary. In
compliance. No fugitive dust was observed during the inspection. No complaints concerning fugitive dust
have been received by the RRO.
A.7 2D .0611 Cyclone Requirements. Facility cyclones shall be inspected at least once during each 12-month
period and the results ofthe inspections shall be recorded in a logbook In compliance. Maintenance is
performed on an "as needed" basis as well as an annual internal inspection of the system. Records are kept
in a logbook. Most recent annual inspection was conducted on December 12, 2015.
A.S 2D. 1806 Control and Prohibition of Odorous Emissions: The permittee shall employ suitable measures to
control odorous emissions from all emission sources. In compliance. No odorous emissions were detected
outside of the facility's boundaries. The RRO has not received any complaints concerning odor at this
facility.
(VI) COMPLIANCE HISTORY: The facility has not history of violations with the PRO.
(VII) EXEMPT EMISSION SOURCES: No new exempt sources were found.
(V Ill) SOURCE TEST HISTORY: There are no stack tests required by the facility's air permit and no testing has
been required according to DAQ source test database.
(a) 112(r) APPLICABILITY: There is no indication that chemicals are stored in threshold volumes.
(X) CONCLUSIONSIRECOMMENDATIONS: At the time of the inspection, this facility appeared to be in
compliance with all permitted requirements. It is recommended that the facility be reinspected in two (2) years.
