Permitting and made a site visit to assess the potential for stormwater pollution. The facility tour provided by Michael
Buchanan was appreciated. Based on those observations and your signed certification of no exposure at the facility,
the Division is granting your conditional exclusion from permitting as provided for under 40 CFR 126.22(g), which is
incorporated by reference in North Carolina regulations. We are also hereby rescinding your current permit Certificate
of Coverage, NCG030315.
Please note that by our acceptance of your no -exposure certification, you are obligated to maintain no -exposure
conditions at your facility. If conditions change such that your facility can no longer qualify for a no -exposure
exclusion, you are obligated to immediately obtain NPDES permit coverage for your stormwater discharge.
Otherwise, the discharge becomes subject to enforcement as an unpermitted discharge (subject to civil penalties of
up to $25,000 per day). Your conditional no -exposure exclusion extends into the future without a need for renewal.
However, you are to annually self re -certify the conditions at the facility (form attached) and file that document
where you can show it to an inspector when requested. The Division can make unannounced random inspections
to verify conditions, and will rescind this certification if conditions warrant.

Is the facility compliant?
Comment: Site visit was made to evaluate whether a No Exposure stormwater
certification is appropriate. The facility was completely free of potential pollutants
outside the building, and the work areas inside were clean and organized. This
company receives turbine engines that are to be refurbished, most of which then are
used to drive industrial electrical generators. For example, on oil rigs. The engines
have no oil or fuel in them when they arrive. The company has a machine shop for
building parts when needed. The cutting oils affiliated with that are handled inside the
building and taken away by Safety-Kleen.
The NE certification will be issued.
