If conditions change such that your facility can no longer qualify for a no -exposure exclusion, you are obligated to immediately obtain NPDES permit coverage for your stormwater discharge. Please note that the company name has changed since our last correspondence (attached for reference) from Covance Biotechnology Services Inc. to Diosynth RTP Inc. We have added a 15,000-gallon wastewater equalization tank to balance our nitrogen discharge to the Cary POTW. The tank is sited within a containment structure capable of holding 110% of the tank volume. Stormwater removal from the containment structure is accomplished, after inspection, by manual activation of a discharge pump. If wastewater enters the containment structure, it is pumped back into the tank. There have been no other site changes relative to stormwater management. A condition of no exposure exists at an industrial facility when all industrial materials and activities are protected by a storm resistant shelter to prevent exposure to rain, snow, snowmelt, and/or runoff. Industrial materials or activities include, but are not limited to, material handling equipment or activities, industrial machinery, raw materials, intermediate products, by-products, final products, or waste products. Material handling activities include the storage, loading and unloading, transportation, or conveyance of any raw material, intermediate product, final product or waste product. A storm resistant shelter is not required for the following industrial materials and activities: — drums, barrels, tanks, and similar containers that are tightly sealed, provided those containers are not deteriorated and do not leak. "Sealed" means banded or otherwise secured and without operational taps or valves; — adequately maintained vehicles used in material handling; and — final products, other than products that would be mobilized in storm water discharges (e.g., rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In addition, the exclusion from NPDES permitting is available on a facility -wide basis only, not for individual oudalls. If any industrial activities or materials are or will be exposed to precipitation, the facility is not eligible, for the no exposure exclusion. By signing and submitting this No Exposure Certification form, the entity in Section A is certifying that a condition of no exposure exists at its facility or site, and is obligated to comply with the terms and conditions of 40 CFR 122.26(g). (Covance) Wake County Dear Mr. Bennett, Covance has recently installed a Guanidine Hydrochloride waste storage tank. Wastewater is pumped from the main facility to the tank. The waste is.pumped from the tank site into a tanker truck for transportation to the designated disposal site. Covance believes that this tank does not change the current exemption from requiring a stormwater permit based on its installation to avoid an impact on stormwater. The following information is provided for your review. Installation One, 7925 gallon fiberglass tank, 10' ID, 14' high (see attached drawing). Located northwest of the main building (see location map). 199% containment is provided by a concrete containment structure 22'x24'x4' which will hold 15,800 gallons. There is no direct discharge from this structure. Liquid collected in the structure would be pumped from a sump for either disposal by tanker truck if it contains waste or to the surface after inspection to confirm it is uncontaminated stormwater. The tanker truck loading area is on a sloped containment pad that drains back into the containment structure. All pumps and piping, except the pipe transporting the waste from the main facility, are located within the containment structures (tank & tanker loading). The material transfer piping is double contained, heat traced, insulated, and equipped with a liquid leak detection system. THE AMERICAS EUROPE ASIA/PACIFiC AFRICA Procedures are in place to assure the tank is not overfilled. The tank is equipped with a high level alarm which is tied into our Building Maintenance System (BMS). In addition to this level detector, a locally mounted LED display is to be installed which will provide a continuous reading on the tank's volume.
