In the observation of the discharge, water was a muddy water brown. We are working through fixes to eliminate the muddy discharge. The following issues were discussed and agreed upon: 1. During the permitting period, storage of the ash as a byproduct of the process was discussed and mentioned in the new permit as a concern. This inspection revealed that the Enviva is using a 3 sided concrete containment bunker to store the ash. This storage practice is determined to be sufficient to prevent the stormwater runoff from this material. No additional coverage of this ash pile is required at this time. 2. The SPPP plan and all of the records were reviewed and are in good order. 3. The double walled electrical transformers do not need additional secondary containment wall. 4. Possibility of Representative Outfall Request was discussed during our meeting. Site inspection of all outfalls confirmed that Representative Outfall status could be granted, but at least one analytical sampling should be reviewed by the Washington Regional Office before the Enviva submits this request.
