Dear Mr. Mustian:
On May 21, 2013, Mitch Hayes and Sara Knies of the Raleigh Regional Office conducted the subject
inspection. Your time and assistance with this inspection was greatly appreciated. Below is a list of findings
and recommendations developed from the inspection:
1. The subject permit was reissued and became effective April 01, 2011 and will expire August 31,
2013.
2. The. Sims plant produces wood chips from harvested trees. Trees are stored on the lot and are
processed into chips within a week upon arriving. Water from a pond is sprayed at the top of the
chute where logs enter the chopper. Any water that falls is discharged back into the pond. Sawdust
that is produced from the operation is hauled away by truck daily. Bark that is produced is hauled off
and sold as mulch. A wet decking area exists to the east of the process area. The wet decking
operation has not been in use for an undetermined amount of time. Water that was used in the wet
decking operation flows to a drainage ditch and back to the pond that is used for spraying. There is a
small portion in the upper end of the wet decking area that flows off site to an UT to Bloomery
Swamp. The entire property, except for the small portion in the upper end of the wet decking
operation, has a berm to prevent any water from flowing off the lot.
3. The stormwater permit was not available for the inspection. There were no records to check. You
stated that the company is in the process of being sold. You also stated that the new owner is
planning to increase the size of the chipping operation and abandon the wet decking area. Please
ensure that a Permit Name / Ownership Change Form is completed and mailed to the address listed
on the application.
