On 6/20/201 1, the Division of. Water Quality received your request to rescind your coverage under
Certificate of Coverage Number NCG210336. In accordance with your request, Certificate of Coverage
Number NCG210336 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to
waters of the State without valid coverage under an NPDES permit will subject the responsible party to a
civil penalty of up to $25,000 per day. It is the intention of DWQ that enforcement proceedings will
occur for persons that have voluntarily relinquished permit coverage when, in fact, continuing permit
coverage was necessary. If, in retrospect, you feel the site still requires permit coverage, you should
notify this office immediately. Furthermore, if in the future you wish to again discharge to the State's
surface waters, you must first apply for and receive a new NPDES permit.
If the facility is in the process of being sold, you will be performing a public service if you would inform
the new or prospective owners of their potential need for NPDES permit coverage.

2 Rescission Requests in Lenoir County
Brain,
I inspected 2 sites this past Wednesday to help comment on their rescission requests
The first was Love Dimension Products, NCG210336, which was a Square Mill production plant. I recommend to rescind
the permit. Site has been out of operation for years and is in a state of mass disrepair. No lumber stored on site, no
activites other than crumbling buildings and debris. Mr. Elbert Harris is planning on demolishing the buildings as soon as
he can afford to.
The second site was Dopaco, Inc., NCG050397. Do not rescind the permit yet, I will need to do a follow up inspection in
several months. Facility is fairly clean and does not store any materials outside other than a covered dumpster
containing scrap plastic to be shipped off for recycling and a small diesel fuel tank with secondary containment on site
for generator use. The follow up inspection is to verify the removal of the 2 large uncovered dumpsters containing scrap
metals and wood which are being used for the temporary construction going on at the plant. Construction should be
completed and dumpsters removed within 2 months or so. Dopaco will email me once plant rehab project is finished
and the 2 dumpsters have been removed to schedule a follow up inspection.

Inspection Summary:
Recommend granting permittee's Recission request.
The site has not been in operation for years and there are no plans to start it back up.
The buildings are in a bad state of disrepair and any machinery left on -site is not operational.
Mr. Harris plans on demolishing the site as soon as he can afford to.

obtained.

permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the

Agency, dated December 6, 1983.
