Skvarla, III Secretary On May 7, 2013, Cheng Zhang of the Raleigh Regional Office (PRO) conducted a Stormwater Compliance Evaluation Inspection at the subject facility. Your assistance was greatly appreciated. The inspection report is attached. Findings during the inspection were as follows: 1. Certificate of Coverage (COC) No. NCG21033I of NPDES general permit NCG210000 was issued to Idaho Timber Corporation of NC Inc. to discharge stormwater runoff to an unnamed tributary to Sandy Creek, a Class C, NSW stream, in the Tar -Pamlico River Basin. The facility has a Stormwater Pollution Prevention Plan (SPPP), which was developed in 1999 and has not been updated since the development. It does not appear that the SPPP has been implemented. This is in violation of Part II Section A of the General Permit. Activities specified in the plan must be conducted immediately. 3. The facility has not conducted qualitative and analytical monitoring as required by the General Permit. This is in violation of Part It Section B and C of the General Permit. First qualitative and analytical monitoring must be conducted by the end of June 2013. 4. All three stormwater discharge outfalls (SDOs) were observed and found in good condition. Please respond in writing to RRO within 30 days of receipt of this letter regarding Items 2 and 3. Please understand that violations of your stormwater permit can be subject to civil penalty assessment.
