As a result of the inspection, we have the following comments: 1) A review of the records for the subject permit indicates that the Stormwater Prevention Plan needs improvement. There is no detailed site map with the location of the outfalls and direction of Stormwater flow. There is no training program or documentation of any training. The plan should be reviewed and updated annually. 2) No monitoring data was review for the permit. The permit requires qualitative monitoring semi-annually. These requirements are found in Part II, Section B of the permit. Since vehicle maintenance is performed on -site, there are several analytical annual monitoring requirement contained in Part II, Section C of the permit. You must begin monitoring in accordance with the NPDES Permit immediately. Failure to comply with the requirements of the NPDES Permit may result in a recommendation for civil penalties. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983. The purpose of the Plan is to provide an organized approach to preventing pollution. This Plan will identify potential sources of pollution and it will describe methods to reduce the amount of pollutants that could find its way into the stormwater runoff. SITE PLAWASSESSMENT A. NARRATIVE DESCRIPTION OF THE PHYSICAL FACILITY The following buildings (and their function) are on the site: Main Office Building. Houses offices and does not contain any manufacturing functions. Main Laminating Plant building (80,030 SF). The building houses the lumber and glue -adhesive inventories as well as the manufacturing process equipment. All functions are within the building (including the loading of the final product), except the unloading of lumber delivery trucks and the delivery of the adhesives, which is either unloaded by forklift (powder form) or pumped into the inside storage tank (liquid resin) at the time of delivery. Glue washwater, which is disposed of by evaporation, is pumped into a transfer tank, which is located outside the glue mixing room. Planer shavings/sawdust is collected by suction units and transferred to a shavings storage building via overhead pipe ducts. Deck Building (20,120 SF). Houses the deck molder and the final roof decking product. A portion of the Deck Building houses the maintenance shop which mainly serves as a tool storage and light duty repairs of equipment components. The shavings from the deck molder machine is collected by suction units and transferred to the shavings storage building via pipe ducts. Storage Building (3,456 SF). Houses some miscellaneous items, but is not used for any manufacturing functions. No environmental related issues apply to the building. Stain Storage Building (approx. 400 SF). Stain is stored inside the building in small can (1 gallon or 5 gallons) containers. Stain is hand carried to the Main Plant for the staining of the finished product, when applicable. The stain is hand (wiped with rag) applied. Boiler House Building (2,730 SF). Houses the wood fired (shavings for fuel) boiler. Shavings is fed from a storage silo which is fed from the shavings storage building or directly from the main plant equipment and/or the deck molder via pipe ducts. Shavings Storage Building (8,610 SF). Houses the shavings inventory which is used for boiler fuel. Glue Washwater Evaporator Housing (224 SF + -). Consist of a below -ground concrete containment reservoir and a housed evaporation unit to dispose of the glue washwater via evaporation. Washwater is transferred from the glue mixing room to the evaporation unit via a tank. Periodically, the accumulated sludge residue is pumped out of the reservoir into a tank truck and disposed of via a licensed disposal firm Steel Shop Building (4,560 SF). Houses the welding shop, which operates totally under roof. Steel connections are fabricated in the shop. B. SIGNIFICANT SPILLS DURING THE PRIOR 3 YEARS "Significant Spill" is defined as releases within a 24-hour period of hazardous substances in excess of reportable quantities under Section 311 of the Clean Water Act and Section 102 of CERCLA. Reportable quantities are set amounts of substances in pounds, gallons, or other units and are listed in 40 CFR Part 117 and 40 CPR Part 302. The glue resin contains 8.49% of phenol and it would require a spill of about 11,779 pounds of resin to be reportable. The catalyst contains formaldehye (1.89%) and it would require a spill of 5,291 pounds of powder to be reportable. EnWood has not experienced a "significant spill' during the past 3 years. Your assistance was helpful and appreciated. This inspection was conducted to determine your compliance with the subject NPDES stormwater general permits. The following observations were noted during the inspection: SITE DESCRIPTION Enwood Structures manufactures glued -laminated wood beams. A boiler is used to heat the facility during the months of October through May. There is no vehicle maintenance occurring at the facility. INSPECTION SUMMARY 1) NCG500361 — Boiler Blowdown Discharge General Permit — The referenced permit expires July 31, 2012. The boiler was not operational during the time of the inspection. The facility received a Notice of Violation in 2007 for failing to analyze the discharge. EnWood Structures currently uses an environmental consulting firm to perform the analyses; 2008 results were available for review during the inspection. 2) NCG21078 — Timber Products Stormwater Discharge General Permit — The referenced permit expires July 21, 2013. The property contains five (5) Stormwater Discharge Outfalls (SDO). The property where SDO 6 is located has been sold to Bryant Industrial.
