The assistance provided by Mr. Kent McConnell, the Assistant Purchasing Manager, was greatly appreciated. The inspection report is attached. Findings during the inspection were as follows: I. Certificate of Coverage (COC) No. NCG210233 ofNPDES general permit NCG210000 was issued to Clayton Homes Inc. - Oxford, to discharge stormwater runoff to Hachers Run Creek, a class C NSW stream, in the Tar -Pamlico River Basin. 2. The facility has developed and implemented a Stormwater Pollution Prevention Plan (SPPP). It covered all components and met the requirements of the General Permit. The recordkeeping was excellent. 3. The facility conducted qualitative monitoring semi-annually at both stormwater discharge outfalls (SDOs). The facility also conducted semi-annual stormwater facility inspections. 4. Sawdust generated from the process was collected in a dumpster which was emptied weekly. The facility opts out of conduct analytical monitoring because it removes accumulated material in seven days or less and does not conduct vehicle maintenance on site. However, the sawdust dumpster emptying events had not been documented. The facility must record and maintain a log in its SPPP of dates of when material (sawdust) is generated and removed, and details about how/by whom it was removed. 5. Both SDOs were observed during the inspection, they were well maintained and in good condition. NCG210233 STORMWATER DISCHARGES In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the Federal Water Pollution Control Act, as amended, CLAYTON HOMES, INC-CMH MANFCTR is herby authorized to discharge stormwater from a facility located at: 3212 KNOTTS GROVE ROAD OXFORD, NC GRANVILLE COUNTY to receiving waters designated as Hachers Run Creek in the Tar -Pamlico River Basin in accordance with the effluent limitations, monitoring requirements and other conditions set forth in Parts I, 11, III and IV of General Permit No. NCG210000 as attached. This Certificate of Coverage shall become effective May 1, 1998. This Certificate of Coverage shall remain in effect for the duration of the General Permit.
