My apologies for the lateness of this written reply. We had covered the questions you raised by our earlier phone conversations and I had promised a written reply a couple of months ago. I will make every effort to be more prompt in writing in the future. In your letter of August 4, you raised three questions about certain non -storm discharges at the Henderson Sawmill. The first item dealt with the kiln washout that occurs about once a month. The wash water is discharged down an on -site roadway and on to an adjacent concrete loading area. In any case the water is allowed to evaporate and soak in to the point that no off -site discharge occurs. Most of the contaminants in this washout are din that has been tracked into the kiln by the loader. We are in agreement the no specific permit is needed to handle this water in the manner you described. You will include a description of this discharge and the practices that you use to minimize stormwater contamination in the SWPPP for the mill. The next concern was the kiln condensate water. This water is concentrated around the kiln door and puddles there. There is no direct discharge of this condensate off -site. Again, no specific permit is needed for this water. Just reflect the description of this discharge in the SWPPP as well. P.O. This is a small constant flow of clean water that flows across the wet bulb. It is discharged on to a grassy area adjacent to the kiln and does not flow directly off -site as well. There is no permit specifically required in this regard either. These small, incidental flows of relatively uncontaminated water that do not flow off -site do not require specific permits but should be reflected along with any management practices to minimize contaminates in the stormwater runoff (that eventually does discharge from the site) in the SWPPP for the plant. The other matter was conceming the stormwater permit requirement for monitoring of stormwater discharges from vehicle maintenance areas where more than 55 gallons of new motor oil per year is used. The description that you provided is that the stormwater from the maintenance area actually leaves the site by sheet flow rather than being a point source of stormwater. Because only point sources of stormwater are subject to permitting under the NPDES program, this discharge of stormwater by sheet flow is not subject to the permit. In that the discharge from the maintenance area is not subject to the permit, the facility is not required to analytically sample the stormwater as described in the vehicle maintenance section of the permit. No specific variance is required. We don't consider the sampling provision of the permit to be applicable to type of situation. Box 29535 Raleigh, North Carolina 27626 Re: Louisiana-Pacific Sawmill Henderson, North Carolina Lumber Dry Kiln - Storm Water Dear Mr Mills: August 04, 1998 As we discussed in our phone conversation on Tuesday, August 4, Louisiana-Pacific operates a softwood sawmill in Henderson. North Carolina. This letter is intended to outline our discussions on storm water concerns Louisiana-Pacific (L-P) has about the lumber drying operation as they relate to our storm water general permit. There are three water related issues that we discussed. These are discussed separately below. During normal operations, the mill washes out their dry kiln approximately once a month. The dry kiln is a direct fired unit and a small amount of wood ash is deposited inside the kiln. The ash size is very fine and is like powder or flour. The wash water that is generated from the washing or rinsing out of the kiln runs down an on -site road where it stands before drying up and also onto an adjacent concrete loading area. The water stays in these areas to dry and the volume of water used does not generate enough flow to leave the facility. The facility sweeps the concrete area ( I %, wheel barrow loads) after the water is allowed to dry and disposes of the ash. The facility says that most of the material swept up is dirt tracked into the area by the loader. Our discussions on the wash water issue centered on the fact that we do not use any detergents and that the water never leaves the facility. My concern was that we may need a specific permit for this operation. It is my understanding that your department does not require a permit for water that does not leave the site, and that our general storm water permit will allow us to include this operation in our Storm Water Pollution Prevention Plan (SW3P). The facility will include in their plan an outline to inspect this area every year when the facility updates their SW3P to insure that no further action is required. The next water issue that was discussed related to what is commonly called "kiln condensate water". This water is generated from the moisture removed from the lumber during the drying process. The majority of the water coming out of green lumber leaves the kiln as steam through leaking kiln doors and by roof vents. Some of this water accumulates around the kiln sides in small wet spots or puddles. The issue that is of concern relates to this water or its residue, as with the wash water talked about above, the water or residue may be incorporated with storm water run off during storm events. The amount of water accumulated during a drying cycle does not leave the plant site. During the Summer months, the water or condensate dries up almost as fast as it condenses and does not leave the edges of the kiln. It is my understanding that L-P can include kiln condensate in our general storm water permit by listing it in our SW3P. We plan to inspect this area every year when the facility updates their SW3P to insure that this water does not leave the site. The drying of lumber typically involves controls that operate off of a wet bulb/dry bulb reading taken from inside the lumber dry kiln. The last water issue we discussed relates to the operation of these controls. Wet bulbs in this environment require a small but constant flow of water into a tray that holds the wet bulb (a thermocouple with a shoestring sock). This water is the only water flow associated with lumber dry kilns that create a constant flow, although small. At our Henderson facility, this wet bulb water is piped from the kiln and discharges into a grassy area adjacent to it. As with the water streams above, the flow is such that the water does not leave the site. The wet bulb water runs approximately 10' and soaks up in the grass as observed by the facility. Restating my understandings from above, and adding the wet bulb water, L-P is not required to apply for a specific water discharge permit for these water streams. Due to the low flow and characteristics of the water generated form these operations, L-P can include them in our updated SW31? and inspect the areas annually to insure no further action is required. 1 would like to request that your respond with any comments or concerns to confirm our conversations and my understandings from our phone conversation yesterday. Box 29535 Raleigh, North Carolina 27626 Re: Louisiana-Pacific Sawmill Henderson, North Carolina Storm Water Outfall Sampling Dear Mr. Mills: I called and talked with Mr. Steve Mitchell in the Raleigh regional office about the Henderson stormwater sampling requirements relating to the new Multi -Sector Stormwater permit issued last Spring. Under the new permit, the Henderson facility would only be required to sample stormwater outfalls because they used more than 55 gallons of motor oil averaged over a twelve (12) month period (for Henderson - 1,021 gallons of motor oil in 1997 —average of 85 gallons pei month). In my discussions with Mr. Mitchell I explained the type of stormwater flow from the area which would handle motor oil, the vehicle maintenance shop. Representative storm events and the associated stormwater flow, leave the vehicle maintenance shop area by sheet flow into areas that spread the flow over an even larger area. The water passes through grass and/or vegetated areas to the South and West before leaving the site (also by sheet flow). As I explained to Mr. Mitchell, there is not a specific outfall associated with the area of concern for the sampling requirement based on motor oil usage. The motor oil at the Henderson facility is changed in an enclosed shop area, used motor oil is collected and stored in a tank for recycling, and both the storage of motor oil and other petroleum products are inside secondary containment areas. My phone call to Mr. Mitchell was a request for your department to advise Louisiana-Pacific as to the best method of sampling and/or meeting the requirements of collecting stormwater samples from this area. Our discussions ended by Mr. Mitchell requesting that I send this letter to your office explaining the details of the stormwater discharge from the area of concern and requesting a variance from the permit requirement of sampling. Therefore, I am requesting that the Division of Water Quality review this request and grant the Louisiana- Pacific, Henderson sawmill a variance from the sampling requirements based on the above discussion.
