In response to your renewal application for continued coverage under the General Permit
NCGO40000, the Division of Water Quality (DWQ) is forwarding herewith the General Permit
NCG210000 which is anew General Permit to cover most of the Timber Products Industry. You
have now been given coverage under NCG210000 and your coverage under NCGO40000 is hereby
terminated. This permit is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental
Protection Agency dated December 6, 1983.
® The following information is included with your permit package:
■ A copy of the stormwater general permit NCG210000.
■ A new Certificate of Coverage under general permit NCG210000.
■ A Stormwater Pollution Prevention Plan Certification Form. This form certifies that you have
developed and implemented the Stormwater Pollution Prevention Plan (SPPP) required in your
permit (both NCGO40000 and NCG210000). This form must be completed and returned to the
Division within 30 days of receipt of this letter. DO NOT send the SPPP with the signed form.
■ Five copies of Analytical Monitoring forms.
■ Five copies of Qualitative Monitoring forms.
■ A copy of a Technical Bulletin on the stormwater program which outlines program components
and addresses frequently asked questions.
Your certificate of coverage is not transferable except after notice to DWQ. The Division of Water
Quality may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
DWQ or permits required by the Division of Land Resources, Division of Air Quality, Coastal Area
Management Act or any other Federal or Local governmental permits that may be required.

Dear Mr. Holman:
Reference is made to your recent request for rescission of coverage under the subject NPDES General
Permit. In your letter received on January 16, 2007, you stated that the fuel tank had been inspected, and
that you found it to be empty and locked. Therefore' we accept your re -submittal to rescind your
stromwater permit. In accordance with your request, NPDES General Permit NCG210081 is rescinded,
effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to
waters of the State without a valid NPDES permit will subject the responsible party to a civil penalty of
up to $25,000 per day. Enforcement action will be certain for persons that have voluntarily relinquished
permit coverage when, in fact, continuing permit coverage was necessary. If, in retrospect, you feel the
site still requires permit coverage, you should notify this office immediately. Furthermore, if in the future
you wish to again discharge to the State's surface waters, you must first apply for and receive a new
NPDES permit.
If the facility is in the process of being sold, you will be performing a public service if you would inform
the new or prospective owners of their potential need for NPDES permit coverage.

NCG070113 - Asheville Mica Co. in Buncombe County - facility is closed; no remaining exposure
NCG 180083 - Broyhill Furniture in McDowell County - facility is closed and has been purchased by
Bryant and Young, who do need an NCG21 permit. We delivered NOT so you may expect
application. O.K. to rescind Broyhill's permit.
NCG100092 - Southern Concrete Materials in Buncombe County - salvage yard of previous owner
has not been operational for years; no exposure as all vehicles have been removed.
NCG 170221 - Shuford Mills, Shurspun in Caldwell County - facility has closed and property is up for
sale; no exposure as all stormwater from parking lot drains to property permiter and does not enter
streams.
"fhe following requests for rescission are denied:
NCG210081 - S2S Lumber in Caldwell County - facility has closed and property is up for sale. One
fuel tank which contains fluids remains on -site and lacks secondary containment. ARO recommends
that tank be drained and/or removed with proper disposal before rescission of permit is granted.
NCG020597 - Cool Springs Quarry in Rutherford County - controversial mining operation has never
broken ground however their DLQ mining permit is active until 2012 (confirmed via Judy Weaner of
DLQ). ARO recommends denying their recission request until they request and recievc rescission of
their DLQ mining permit.
Let us know when S2S Lumber indicates that they have complied and ARO will verify fuel tank has
been removed. Thanks for soliciting our verifications.

received on September 11, 2006. The Division is unable to concur with your request for rescission of
coverage under the stormwater discharge General Permit NCG210000.
Asheville Regional Office staff report stated that the facility has closed and that the property is up for sale;
however there is a fuel tank that remains on -site which contains fluids and lacks secondary containment.
Asheville Regional Office staff recommends that the tank be drained and/or removed and disposed of
properly before the rescission of your permit is granted. Once this has been completed, you may reapply for a
rescission of your Certificate of Coverage.
It is important to maintain compliance with stormwater discharge General Permit NCG210000 until DWQ
