NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and

Staff with the Division's Mooresville Regional Office have reviewed your request dated March
10, 2010, fora deternnhnation that stormwater discharge outfall (SDO) 001 be granted representative
outfall status for stormwater outfalls 001 and 002. Based on the information provided, and a site visit
conducted on March 30, 2010, by Mr. Michael Parker with this Office, we are hereby approving this
request effective immediately. In accordance with 40 CFR §122.21(g)(7), you are authorized to sample
outfall number 001 as a representative outfall. Sampling of SDO 001 should begin at your next
representative sampling event. We also want to remind you that the permit still requires Qualitative
Monitoring be performed at all SDOs, regardless of representative status unless the outfall is not
captured by the Phase I stormwater program. Your existing SDO 002 would fit this description.
Please append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit to
document that representative outfall status has been approved. If changes in drainage areas, structures,
processes, storage practices, or other activities occur that significantly alter the basis of this approval,
representative outfall status may no longer be valid. You should either resume sampling at all SDOs, or
reapply to this office for representative outfall status based on updated 'information. If you have any
questions or comments concerning this letter, please contact Mr. Parker at (704) 663-1699.

new permi.ttee during this NOI review, but it: affords you the opportunity to log
the permit into your regional database and add the facility to a future monitoring
and compliance visit schedule. Therefore, your recommendation now to issue the
permit serves as your acknowledgement that (1) the facility is located in your
region, (2) that there are no current complaints outstanding about the facility

On May 8, 2008, Mr. Ron Eubanks and Mr. Richard Farmer of the Mecklenburg
County Water Quality Program (MCWQP) conducted an inspection of the subject
facility. The inspection was conducted under authority granted by the Charlotte City
Code; Chapter 18, Article III, Section18-84. The attached report should be self-
explanatory. This letter is being copied to the North Carolina Department of
Environment and Natural Resources (NCDENR) Mooresville Regional Office and the
NCDENR Stormwater Permitting Unit to inform these agencies of MCWQP's
recommendation that Global Recycling Inc. apply for an NPDES Stormwater permit.

Purpose:
The inspection was conducted as part of the Industrial Facilities Inspection Prohram as is
required by the City of Charlotte Phase I Storm Water Permit. The purpose was to identify
potential storm water pollution problems associated with this facility. Inspections are :also
conducted to review maintenance, storm water and training records to ensure the site i!t in
compliance with all applicable Local, State and Federal Storm Water Regulations.
Background:
The Global Recycling Inc. facility is located at 2800 North Tryon Street in Ch�a:Iotte. The
facility was formerly located at 3826 Raleigh Street in Charlotte. The facility is a transfer station for
recyclable metals. Mr. Richard Gilbert (Global Recycling, Inc.), Mr. Lawrence Grandberry (Global
Recycling, Inc.) and Mr. Jason Winningham (W.Z. Baumgartner & Associates, Inc.) mat with Mr.
Ron Eubanks (MCWQP) and Mr. Richard Farmer (MCWQP) during the site inspection.
Records:
A records review revealed the following:
• Storm water runoff from the Global Recycling Inc. facility discharges into Littl,. Sugar
Creek, a Class C water in the, Catawba River basin.
• MCWQP performed a site inspection at the former Global Recycling Inc. facility located
at 3826 Raleigh Street on February 18, 2003.
• MCWQP collected storm water samples from the former Global Recycling Inc. facility on
April 25, 2003. There were elevated concentrations of metals, suspended solids,
chemical oxygen demand (CUD), and oil & grease in the storm water runoff sa.Triples
collected from the site.
• The facility does not have a National Pollutant Discharge Elimination System (NPDES)
storm water permit.

On -Site Inspection:
The Global Recycling Inc. facility consists of a main office building, a storage building, a
scale house, two (2) above ground storage tanks, and outside material storage areas. The facility
is a transfer station for recyclable metals. The recyclable metals include aluminum, copper, steel,
and tin. The core operation at the facility consists of the processing of mixed motors. Additional
operations include sealed unit processing of compressors and the recycling of various scrap
metals. Most of the recyclable materials are located in uncovered storage areas at the,facility.
There was oil staining observed around the compressors in the sealed unit processing area. There
were also uncovered scrap fuel tanks observed at the site.

The total area of the property is approximately 1.5 acres. The storm water drainage at the
site drains towards the southeast and southwest edges of the property and discharges into two (2)
storm water outfalls. The inspection was conducted during ambient conditions, and there were
no discharges observed at the site during the inspection. The majority of the site runoff appears
to drain towards the storm water outfall located on the southwestern edge of the property. There
appeared to be some minor erosion observed below the main outfall. Oil absorbent pads were
installed at the site below the sealed unit processing area. There was also an abandoned catch
basin observed on the property during the inspection.
Two (2) above ground storage tanks (ASTs) are located on the property. The A:STs
contain diesel fuel tanks and were clearly labeled with their contents. Although the tanks have
secondary containment, they were not protected from vehicle traffic on the site and no spill kits
were located near the fueling area.
Conclusions/Recommendations:
Based upon the exposure of significant materials to storm water runoff at the siie, it is
recommended that Global Recycling Inc. apply for an NPDES Storm Water Permit with the
North Carolina Division of Water Quality. A requirement of the NPDES Storm Water. Permit
will be a Storm Water Pollution Pre•. cntion Plan, which has already been prepared for the
facility.
All areas with significant storm water exposure should be covered to minimize, storm
water pollution at the site. The areas of significant exposure include the sealed unit processing
area and the scrap fuel tank storage area. The facility should continue to place oil absorbent
materials below the sealed unit processing area. Oil absorbent booms should be placed below the
main storm water outfall. The oil absorbent pads and booms should be checked and replaced as
needed.
Additional gravel should be placed below the main storm water outfall on the '
southwestern edge of the property to address some minor erosion control concerns. The
abandoned storm drain catch basin at the site should also be properly sealed to prevent stagnant

water from accumulating on the property.
Bollards should be placed around the diesel fuel ASTs to protect them from vehicle
traffic at the site. A spill kit should also be located near the fueling area to clean up shills at the
site.
Global Recycling Inc. should continue to implement pollutant source reduction measures
to minimize the impacts of storm water pollution at the site. Examples of source reduction
measures include good housekeeping, routine parking lot and storm drain cleaning, preventative
maintenance for all site equipment, and regular employee training.
