Hi Al,
I have an NOI from Goldman Metals, Inc. at 2912 Neuse Blvd. in New Bern. They have
applied for coverage under NCG20, the metal recycling stormwater general permit.
They report that they recycle aluminum cans, brass, copper, stainless steel, iron,
cars, motors, and appliances. Their discharge/is into the New Bern MS4, and from
there into the Neuse River, which is classified SC Sw NSW at that point.
Their application represents a bit of clean up for us, since in 1995 we apparently
issued this same site coverage under NCG03 via COC NCG030333. We now think that was
the wrong permit to issue to this facility. So, we will be rescinding their NCG03
coverage, and providing coverage under NCG20.
Their NOI is in order, and I intend to provide authorization to discharge stormwater
via COC NCG200444, unless I hear from Washington within the next two weeks.

Facility: Located between Neuse Blvd and the Norfolk Southern Railroad.
Map and complete description attached.
As noted on the attached map, is the office, behind the office is the
warehouse, where the nonferrous metals are baled and stored, At the back of
the warehouse is the maintenance shop. There is a small shelter to the left of
the warehouse where irony aluminum is cleaned. (Steel cut off). And in front
of the shelter are "pans" where the aluminum is unloaded.
To the left of the shelter is the "scrap hill' and shear. The hill consists of
scrap metal from various places. This steel is put into the shear to be cut
down for shipment. At this time the shear in not in operation. On the left
side of the hill and shear are piles of processed steel, (foundry), steel
turnings, cast iron, pans of motors and other various metals.
Along the front of the yard are various items that are stored for resale. A
concrete pad is located by the drive way, this is for future use.
On the right side of the warehouse is the "crane yard" which houses trucks
used by the company. It is also the storage area for the rolloff containers,
which are put out to the customers for scrap metal.

TO DISCHARGE STORMWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission and the Federal Water Pollution Control Act, as amended, this permit
is hereby issued to all owners or operators, hereafter permittees, which are covered by this permit
as evidenced by receipt of a Certificate of Coverage by the Environmental Management
Commission to allow the discharge of stormwater to the surface waters of North Carolina or
separate storm sewer systems conveying stormwater to surface waters in accordance with the
terms and conditions set forth herein.
Coverage under this general permit is applicable to all owners or operators of stormwater point
source discharges associated with activities classified as establishments primarily engaged in the
rolling, drawing, and extruding of nonferrous metals [standard industrial classification (SIC)
335], heat treating of metal (SIC 3398), fabricating of metal products (SIC 34), manufacturing of
industrial and commercial machinery (SIC 35), manufacturing of electronic equipment (SIC 36),
manufacturing of transportation equipment (SIC 37), and the manufacturing of measuring and
analyzing instruments (SIC 38).
The following activities are specifically excluded from coverage under this General Permit: Ship
and boat building and repairing (SIC 373), which is covered by general stormwater permit
NCG 190000.
The General Permit shall become effective on September 1, 2002.
The General Permit shall expire at midnight on August 31, 2007.
