Mecklenburg County, North Carolina
The Mooresville Regional Office is in receipt of your letter dated November 25, 2013 requesting a waiver for
the Tier 2 Monitoring associated with your stormwater permit. The facility has implemented several strategies to
try and alleviate benchmark exceedences, as described in the attached inspection report. Significant reductions
have been made in the metal concentrations of the stormwater discharge. The facility has been sporadically in
compliance with the benchmarks after the tiered responses and, as discussed during the inspection, you will
install/maintain additional floc logs for aid in settling in an effort to further reduce metal concentrations. Therefore,
(lie Division grants Southern Metals Company a waiver of additional sampling associated with the Tier 2 response
of the site's stormwater permit (NCG200347). Please be advised that semiannual sampling must still be conducted
as described in Section B-Analytical Monitoring Requirements -of the permit. Please place this letter with your
stormwater pollution prevention plan as documentation for the waiver of the tiered response.

Inspection Summary:
The inspection was performed as a response to the facility's request for a reduction in stormwater monitoring. The facility
has provided Tier 1 and Tier 2 responses that include but are not limited to:
1. Stormwater retention pond enlargement
2. Stormwater retention pond cleaning
3. Coconut wattles to slow stormwater flow
4. Use of floc logs in many areas to aid in sediment settling
5. Added an additional catch basin in the center of the facility.
From the onset of the tiered responses, zinc and copper numbers have been greatly reduced and some months even in
compliance. However, the facility has not had enough consistent compliance to be returned to semi-annual sampling.
After a thorough site review, the facility will be allowed to return to semi-annual sampling. Thank you for the hard work
already performed to greatly reduce the concentration of heavy metals in your stormwater discharge.

Two copies of each of the following shall accompany this submittal in order for the application
to be considered complete:

industrial activities (including storage of materials, disposal areas, process areas and
loading and unloading areas), drainage structures, drainage areas for each outfall,
building locations and impervious surfaces should be clearly noted.
2. A summary of Analytical Monitoring results during the term of the existing permit

The summary can consist of a table including such items as outfall number,

permitted facility. Significant changes could include the addition or deletion of
work processes, changes in material handling practices, changes in material storage
practices, and/or changes in the raw materials used by the facility.

A Summary of Best Management Practices for Southern
Metals Company
We have added a second pond to our existing pond. The
first pond is 76 to 80 ft. wide with a depth of 2 to 5 ft.
The first pond is also 5 % to 6ft from top of bank to
bottom. The second pond is 7ft from top of bank to
bottom. The width is 65ft. The grading company added
Netting, planted grass seed and added grass filtration
strips (Bermuda grass), added rocks to existing baffles
and new rock baffles for further filtration. We adjoined a
corrugated pipe from the first pond to the second pond
and a corrugated pipe from the second pond leading to
Irwin creek. We have added sight specific logs (metal
reduction) to our outfalls around Southern Metals
Company which is about 8 logs.
There are new trenches around the yard and piping to
further add to the water flow in the yard. We clean the
trenches with a magnet to get the metals out,
Clean out ditches and basins on a regular basis when
over grown with brush or debris.
Floc logs will not stay together on a rope so we put them
in metal baskets attached to a chain. Also a Carter pin
keeps these baskets closed.
Our welders have made a basket attached to a bar. The
bar has a crank which lowers the basket in and out of the
water at the pond. They also put metal stairs which leads
from the top of bank into the pond to check the log.
There is now a road down to the ponds to get equipment
such as trucks, loaders, skid steers etc.
One place we added a pipe is under the road beside the
R/R tracks near the shear.
The purpose of the Floc log is for the runoff (storm
water) to run over the log removing particles and metals
while doing so. After taking samples and sending those to
Applied Polymer Systems We were able to find site
specific logs.
Southern Metals Company placed containers to catch
water runoff from the color sorter.where we clean Red
Brass, Yellow Brass and Copper).
Southern Metals Company put a large catch basin in
place at the Shedder to catch the runoff this significantly
lowered are metal levels in storm water.
Southern Metals added 12 to 15 Coconut wattles along
the fence line to keep metals inside the yard. The HMS
Plant uses coconut wattles in the HMS Plant doorways to
keep the metal inside the building.
We Added 3 metal bins at.the shredder to keep motor oil
and transmission fluid inside the bins.
Southern Metals enlarged and added a roof over the zinc
bin beside the HMS plant, Also there are coconut wattles
along the side to further contain metals.
Southern Metals added an Oil Water Separator at the
vehicle Maintenance Department to control oil from
heavy equipment.

Two copies of each of the following shall accompany this submittal in order for the application
to be considered complete:

A current Site Map from the Stormwater Pollution Prevention Plan. The location of
industrial activities (including storage of materials, disposal areas, process areas and
loading and unloading areas), drainage structures, drainage areas for each outfall,
building locations and impervious surfaces should be clearly noted.
2. A summary of Analytical Monitoring results during the term of the existing permit
(if your permit required analytical sampling). Do not submit individual lab reports.
The summary can consist of a table including such items as outfall number,
parameters sampled, lab results, date sampled, and storm event data.
A summary of the Visual Monitoring results. Do not submit individual monitoring
reports. The summary can consist of a table including such items as outfall number,
parameters surveyed, observations, and date monitoring conducted.
A summary of the Best Management Practices utilized at the permitted facility.
Summary should consist of a short narrative description of each BMP's in place at
the facility. If the implementation of any BMP's.is planned, please include
information on these BMP's.
A short narrative describing any significant changes in industrial activities at the
permitted facility. Significant changes could include the addition or deletion of
work processes, changes in material handling practices, changes in material storage
practices, and/or changes in the raw materials used by the facility.
6. Certification of the development and implementation of a Stormwater Pollution
Prevention Plan for the permitted facility (Sign and return attached form).
If the final year analytical monitoring of the existing permit term has not been completed
prior to filing the renewal submittal, then the last years monitoring results should be submitted
within 30 days of receipt of the laboratory reports. (i.e. do not withhold renewal submittal
waiting on lab results)

A Summary of Best Management Practices for Southern
Metals Company
We have added a second pond to our existing pond. The
first pond is 76 to 80 ft. wide with a depth of 2 to 5 ft.
The first pond is also 5 % to 6ft from top of bank to
bottom. The second pond is 7ft from top of bank to
bottom. The width is 65ft. The grading company added
Netting, planted grass seed and added grass filtration
strips (Bermuda grass), added rocks to existing baffles
and new rock baffles for further filtration. We adjoined a
corrugated pipe from the first pond to the second pond
and a corrugated pipe from the second pond leading to
Irwin creek. We have added sight specific logs (metal
reduction) to our outfalls around Southern Metals
Company which is about 8 logs.
There are new trenches around the yard and piping to
further add to the water flow in the yard. We clean the
trenches with a magnet to get the metals out,
Clean out ditches and basins on a regular basis when
over grown with brush or debris.
Floc logs will not stay together on a rope so we put them
in metal baskets attached to a chain. Also a Carter pin
keeps these baskets closed.
Our welders have made a basket attached to a bar. The
bar has a crank which lowers the basket in and out of the
water at the pond. They also put metal stairs which leads
from the top of bank into the pond to check the log.
There is now a road down to the ponds to get equipment
such as trucks, loaders, skid steers etc.
One place we added a pipe is under the road beside the
R/R tracks near the shear.
The purpose of the Floc log is for the runoff (storm
water) to run over the log removing particles and metals
while doing so. After taking samples and sending those to
Applied Polymer Systems We were able to find site
specific logs.
Southern Metals Company placed containers to catch
water runoff from the color sorter where we clean Red
Brass, Yellow Brass and Copper).
Southern Metals Company put a large catch basin in
place at the Shedder to catch the runoff this significantly
lowered are metal levels in storm water.
Southern Metals added 12 to 15 Coconut wattles along
the fence line to keep metals inside the yard. The HMS
Plant uses coconut wattles in the HMS Plant doorways to
keep the metal inside the building.
We Added 3 metal bins at the shredder to keep motor oil
and transmission fluid inside the bins.
Southern Metals enlarged and added a roof over the zinc
bin beside the HMS plant, Also there are coconut wattles
along the side.to further contain metals.
Southern Metals added an Oil Water Separator at the
vehicle Maintenance Department to control oil from
heavy equipment.

The Mooresville Regional Office is in receipt of your letter dated November 25, 2013 requesting a waiver for
the Tier 2 Monitoring associated with your stormwater permit. The facility has implemented several strategies to
try and alleviate benchmark exceedences, as described in the attached inspection report. Significant reductions
have been made in the metal concentrations of the stormwater discharge. The facility has been sporadically in
compliance with the benchmarks after the tiered responses and, as discussed during the inspection, you wilt
install/maintain additional floc logs for aid in settling in an effort to further reduce metal concentrations. Therefore,
the Division grants Southern Metals Company,a waiver of additional sampling associated with the Tier 2 response
of the site's stormwater permit (NCG200347). Please -be -advised. that semiannual.sampling.must still be conducted
as described in Section B-Analytical Monitoring Requirements -of the permit. Please place this letter with your
stormwater pollution prevention plan asdocumentation for the waiver of the tiered response.i

Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit. Due to resource constraints,
the Division has been unable to adequately consider appropriate modifications to the permit. Therefore, the permit
has been reissued without changes from the previous permit, so all conditions remain the same. The permit term for
the reissued permit is two years, expiring on September 30, 2008. The general permit may be modified and reissued
prior to its expiration. The permit is reissued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental
Protection Agency, dated December 6, 1983.

Your facility is currently covered for stormwater discharge under General Permit NCG200000. This permit expires on
October 31, 2005. The Division staff is currently in the process of renewing this permit. When a draft version is
available for notice and public comment, it will be posted on our website at http://h2o.enr.state.nc.us/su/. Once
the permit is reissued, your facility would be eligible for continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, enclosed you will find a
Permit Coverage Renewal Application Form. The application must be completed and returned by August 19, 2005 in
order to assure continued coverage under the general permit. Letters confirming our receipt of the completed
application will not be sent.
Failure to request renewal within the time period specified may result in a civil assessment of at least $250.00.
Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your
facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessments of civil penalties of up to $10,000 per day.
Please note that "no exposure exclusion" is now available to all operators of industrial facilities in any of the
categories of "storm water discharges associated with industrial activity," (except construction activities). If you feel
your facility can certify a condition of "no exposure", i.e. the facility industrial materials and operations are not
exposed to stormwater, you can apply for the no exposure exclusion. For additional information contact the Central
Office Stormwater Staff member listed below or check the Stormwater Permitting Unit Web Site at
http://h2o.enr.state.nc.us/su/.
If the subject stormwater discharge to waters of the state has been terminated, please complete the enclosed
Rescission Request Form. Mailing instructions can be found on the bottom of the form. You will be notified when
the rescission process has been completed.

Upon issuance of this new Certificate of Coverage your existing Certificate of Coverage, NCG030347, is rescinded
simultaneously.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have
the right to request an individual peril by submitting an individual permit application. Unless such demand is made, this
certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality.
The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water
Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other Federal or
Local governmental permit that may be required.
Enclosed is a permit package which contains the following information
* A stormwater pollution prevention plan (SPPP) implementation certification form
* A copy of general stormwater permit NCG200000
* Five copies of the Analytical Monitoring form and five copies of the Qualitative Monitoring form
* A copy of a Technical Bulletin for the general permit which outlines key requirements and addresses
frequently asked questions
* A Certificate of Coverage

This certificate of coverage shall become effective January 19, 2001.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

The general stormwater permit for scrap metal recycling industries, NCG200000, was issued on
November 1, 2000. Since there has been a considerable time lag since your permit application was received on
July 24, 1995 this letter is being sent to ensure that the contact information that we have is correct.
Enclosed with this letter you should find a contact information update form with the information that the
Division has on your facility. Please check to see whether or not this information is correct. If any of the
information has changed from what our records show, please make the appropriate corrections in the empty
blanks to the right of the information and mail the corrected form to us by December 8, 2000. Sign and mail the
information form regardless of whether or not any changes need to be made.
Upon receipt of your information form you will be mailed a Certificate of Coverage with a new number of the
format NCG200***. If you were one of the few facilities that received coverage under the NCG030000 general
permit prior to the issuance of this permit your existing NCG030000 permit coverage will be rescinded
concurrent with the issuance of your new Certificate of Coverage.
