C. 27344-0451 May 18, 2016 Mr. John Holley, Regional Supervisor DEMLR-Raleigh Regional Office 1628 Mail Service Center l Raleigh, North Carolina 27699-1628 Re: Notification of Tier 3 Stormwater Status Ctii1l 0 9 ; 1 7 Bish Enterprises, Inc. —Chatham County Certificate of Coverage No. NCG200337 NC DENR Raleigh Regional Once Dear Mr. Holley: As required in Part II, Section B of our General Stormwater Permit, this provides written notice that one of our facility's two stormwater outfalls (SDOii001) has fallen into Tier 3 status for zinc. Prior to this, Tier 1 and Tier 2 protocols were implemented for the outfall. This outfall is currently being monitored monthly, according to the Tier 2 requirement, for copper, and now for zinc. A summary of the analytical results to date for this outfall is attached for your information. Zinc concentrations in this outfall have averaged 0.440 mg/I over eight (8) samples since our renewed permit took effect on February 2, 2015. Four of the eight samples were below the benchmark level. For the four samples below benchmark, the concentration average is 0.074 mg/l. The samples above benchmark have averaged 0.807 mg/I. In an attempt to reduce the zinc and other metal concentrations, we have increased our house keeping and grounds keeping efforts, and have reviewed and minimized our industrial stormwater exposures insofar as possible. However, periodically, zinc concentrations are above the benchmark value. Like many other facilities, we have galvanized roofing, as well as some metal roof downspouts, which may contribute to the increased metals levels at our facility. We have also made additional efforts to minimize outdoor scrapping and recycling activities at the facility by relocating them to covered areas. SDOtt001 is located at the intersection of State Road 1105 (Bish Road) and the Norfolk Southern railway line. These off -site influences also contribute metals to our Stormwater discharges. As mentioned above, we are currently collecting monthly analytical stormwater samples for analysis and reporting. Thank you. If there are any questions, please let me know, or you may contact our environmental consultant, Charles D. Blackwell with Applied Water Technology, Inc. at 919-418- 6651. We appreciate your consideration of this issue, and look forward to cooperatively working with DEMLR to seek a mutually satisfactory solution. Sincerely, BISH ENTERPRISES, INC. ohn D.
