ADEQUACY OF SWPPP:
The Stormwater Pollution Prevention Plan was available for review at the site and was found to
be very well developed. The file included amendments to the plan and monitoring reports.
VEHICLE/EQUIPMENT MAINTENANCE AREA:
All maintenance activities are conducted within buildings with no exposure to rainfall.
VEHICLE/EQUIPMENT WASH AREA:
Boats are hand washed outside under a shed. The washwater is allowed to flow to a gravel area,
which allows infiltration with no direct discharge to surface waters. There is no pressure
washing of boats done at the facility.
TEMPORARY STORAGE OF WASTE MATERIALS:
Waste oil and solvents are stored properly with no exposure to stormwater.
OUTDOOR STORAGE OF MATERIALS:
No outdoor storage of materials was observed except for boats for sale or on site for
maintenance.
SPILL RESPONSE AND CLEANUP PROGRAM:
It appears that the company is prepared to respond quickly to spills.
ERROSION CONTROL ON SITE:
Rip Rap is placed at the stormwater outfall No. 2 to avoid scouring of the stream bank. The site
appears to generally be well stabilized.
ILLICIT DISCHARGE ELIMINATION:
There is no indication of illicit discharges to the stormwater system.
WASTEWATER TREATMENT FACILITIES:
An oil/water separator has been installed to treat the water discharged through outfall No. 2.
Currently, soil and gravel must be removed to allow access to the unit for performance of routine
maintenance. It would be best to install a utility access at the land surface to allow easier
inspection and maintenance of the unit.
STREAM IMPACTS/RESULTS OF SAMPLING:
There was no observed indication of stream impacts. No sampling was done as part of the
inspection.
SUMMARY:
The S WPPP was found to be very well prepared and the associated files were complete. The site
was clean, showing evidence of good housekeeping practices. The elimination of outdoor
maintenance activities performed on the site has greatly contributed to the clean conditions. Mr.
Wilder was very knowledgeable about the program and very helpful to the inspectors. The site
was found to be in compliance with the conditions of the General Permit.
It is understood that pressure washing of hulls is now being done at a remote site. Division
personnel plan to visit this site in the near future.

NCG080468 (WiRO conducted inspections and they are in BIMS, summaries state to rescind, we also have records of
past emails that gave the go ahead to you all to rescind.)
NCGNE0344 : we inspected some time back and determined they are gone.. not sure if we sent the notification to you,
but go ahead and rescind this one.
NCG170170: I've been by this facility several times, they have no materials outdoors, it's an abandoned building, go

That concludes the old list, I see we have two new facilities:

Dear Permittce:

Secretary
On 2/13/2009, the Division of Water Quality received your request to rescind you coverage under Certificate of Coverage
Number NCG 190019. In accordance with your request, Certificate of Coverage Number NCG 190019 is rescinded
effective inuncdiately.
Operating a treatment facility, discharging wasteNvatcr or discharging specific types of stormwater to waters of the State
without valid coverage under an NPDES permit will subject the responsible party to a civil penalty of up to $25,000 per.
day. It is the intention of DWQ that enforcement proceedings will occur for persons that have voluntarily relinquished
permit coverage when, in fact, continuing permit coverage was necessary. I1', in retrospect, you feel the site still requires
permit coverage, you should notify this office immediately. Furthermore, if in the future you wish to again discharge to
the State's surface waters, you must first apply for and receive a new NPDES permit.
If the facility is in the process of being sold, you will be performing a public service if you would inform the new or
prospective owners of their potential need for NPDES permit coverage. '
If you have questions about this matter, please contact Sarah Young at (919) 807-6303, or the Water Quality staff in our
