In accordance with your application for a discharge permit received on April 18, 2017, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
In conjunction with the issuance of this COC, your coverage under NCG030000 General Pennit
(COC No. NCG030087) has been rescinded. The basis of this transition in general permit coverage is
that the primary industrial activity is laboratory furniture manufacturing. While the facility's primary
SIC is 3821 (Laboratory Apparatus and Furniture manufacture), General Permit NCG180000
(Furniture and Fixtures Manufacture) is a better fit for the activities and exposures at this site. This
General Permit is applicable to activities deemed by the Division of Energy, Mineral, and Land
Resources (DEMLR) to be similar to these operations in the process, discharges, exposed materials,
and/or products.
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral, and Land Resources. The Division of Energy, Mineral, and Land
Resources may require modification or revocation and reissuance of the certificate of coverage.

We received an N01 from Kewaunee Scientific Corporation for coverage under NCG18. This facility is currently under
NCG030087 (which will be rescinded upon approval and issuance of new COC NCG180256). I corresponded with James
Moore about this one back in March on this one, and he's been out to the site. The background is below (emails from
earlier this year), and the NOI is attached.
• Monitoring shows Outfall 002 tends to have somewhat lower Zn concentrations, several of which fall in between
the "older benchmark" (0.067 mg/I currently in the NCG03 permit) and "newer benchmark" (0.126 mg/I going
into permits now).
• Outfall 003 tended to have the lowest pH readings (5-6), although it is not unusual for us to see reported pHs
from 5-6 at times from other facilities. I did see that a sample from the wood finishing room (downspout
maybe?) showed a very low pH. Did the company have any ideas about what might be driving this? Wood dust?
• The facility also pulled a sample from the "area chosen by DEQ in the lower parking area." That pH was very
low, 3.48 (or 3.98, can't quite read it), but metals were okay. What was the reason for choosing this spot?
• Additional drains were checked for pH, but not tested for metals.
• Copper exceedances are more sporadic than zinc. It's possible wood dust could play a role if it's from treated
wood (in the preservative), but I'm not sure that is used in this type of furniture. Wood likely has trace amounts
of Cu and other metals naturally too. Did the company discuss the wood source at all?
I think it is appropriate to switch this facility over to the NCG18 permit based on like industrial facilities (primary reason),
efforts by the facility to address any potential sources (e.g., enclosed hopper installation for resin dust), and evidence
that zinc and copper benchmark exceedances may not be primarily from the industrial process here. Also, the receiving
waterbody (Third Creek) does not have any impairments related to these constituents or the benthos
community. However, I would like some follow-up from James about some of my questions above it he_has additi�J
information.
Does the MRO have any objection to rescinding coverage under the NCG03 d shifting coverage over to NCG18 for this
site?

It looks like this facility has invoices for annual fees due each February, and the most recent one was paid.
SIC 3875 is the correct SIC, which includes laboratory furniture. However, their process and product is not
necessarily described as metal finishing, even though major group 38 is covered under NCG03. I agree that we
should consider their request to be covered under NCG180000 instead because they are manufacturing
furniture. SIC Group 25 (covered by GP NCG18) includes both wood and metal household furniture, with
manufacturing processes that could be very similar to this operation. As with our other GPs, NCG18 can be
applicable to "Stormwater point source discharges from like industrial activities deemed by The Division of
Energy, Mineral, and Land Resources (DEMLR) to be similar to these operations in the process, or the discharges,
or the exposure of raw materials, intermediate products, by-products, final products, or waste products."
I recommend advising Kewaunee to do the following for this facility:
✓• Submit an NOI for NCG18, but without a check.
✓• Include a cover letter that explains DEQ advised them of their option to apply for NCG18 and request rescission
of NCG030087 upon issuance of the new NCG18 COC.
✓• The cover letter should explain that the request is based on activities at the facility, and that DEQ Stormwater
Program advised no fee would be necessary because the annual fee for their current permit, NCG030087, was
just paid recently and covers this year's billing cycle through 2018.
✓. The NOI or supporting documentation should include a summary of data monitoring from the past 3 years or
more and explain any past issues with Zn and pH, potential causes/industrial sources, and what was done to
remedy those. Because the NCG18 does not include monitoring for those parameters, the permit reviewer will
need to consider whether the NCG18 is in fact appropriate.
• We can consider their request for coverage under NCG18, but an NOI application to us is not a guarantee that
we will move forward with rescinding NCG03 coverage. I would encourage them to submit the request with that
understanding.
James, you'll need to follow up with them separately on the ROS determination. There is a form they can fill out for
that; they may want to wait until the new permit COC is in place. Letters regarding ROS should come from the MRO, and
approval dates need to be entered in BIMS Events (along with comments about which outfalls are affected).
I can't promise how quickly we can get to this given our very limited staff resources at the moment, so there may be a
delay in getting the permit assigned and worked on. Please let us know if you have any questions in the meantime.

What is their SIC? I'm wondering how they wound up under metal finishing in the first place. Have they changed their
process since they obtained the first permit?
If they want to apply for a different permit, they'll have to submit a new NOI, but it's possible we could waive the fee if
they've just paid an annual fee for the NCG03. If their last annual fee was a good while ago, we would probably just
have them submit a new NOI with the $100 fee so the billing cycle will reset. Can you give me the permit number so I
can check their last payment? Then we can advise.

I have provided technical assistance to this facility regarding zinc and pH. It appears most of the zinc can
J to wood dust and resin dust. Thev have implemented measures to reduce the dust ootential from both
resin processing! What it the process to switch general permits, should they request to rescind metal fabrication and
then submit a NOI for furniture and fixtures.

As discussed during our phone call on Wednesday March 151", I would like to request a review and change in our
Stormwater permit classification. I believe a change to the Furniture and Fixtures classification would better suit our
needs.
We manufacture laboratory furniture from a combination of metal, wood and epoxy resin materi s and our current
status under metal finishing does not accurately reflect that.
I would also like to request a change to representative outfall status in order to reduce the number of outfalls
monitored.

RE: Permit Status Change - Kewaunee Scientific Corporation
To Whom It May Concern:
This letter is in response to conversations with DEQ that advised Kewaunee to apply for NCG18 status
based on suiting our manufacturing operations more appropriately. In addition, we are requesting a
rescission of NCG030087. DEQ advised that no fee would be necessary because the annual fee for our
current permit was recently paid and covers this year's billing cycle through 2018. Please see attached
both NOI and Rescission forms.
Also attached is monitoring data from the past 3 years. This includes sampling at our outfalls, roof
downspouts and other locations as indicated. Sampling resulted in benchmark exceedances in pH and
zinc. Per permit requirements, we implemented actions for both Tier 1 and Tier 2 including but not
limited to: Research into possible causes, more frequent inspections of the property, cleanup of outside
materials, awareness training for all Associates, drain inserts in selected areas and painting of selected
galvanized duct work. Non process sources have been identified including galvanized fencing, ductwork
and guttering along with receiving runoff from a neighboring manufacturing facility.
Our resin dust was sampled for zinc content with results of 1.6 mg/kg. A new enclosed hopper was put
in place to improve housekeeping when unloading our dust system collector.
We also had conversations with local manufacturers that are under the same or similar permits. At least
3 of them indicated they also had exceeded some parameters including zinc.
As discussed with DEQ personnel, we feel the NCG18 status would better suit our manufacturing
operations and we greatly appreciate your consideration.
