Reference is made to your recent request for rescission of coverage under the subject NPDES General
Permit. In your letter received on 9/29/2006, you stated that your plant has closed. In accordance with
your request, NPDES General Permit NCG 170307 is rescinded, effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to
waters of the State without a valid NPDES permit will subject the responsible party to a civil penalty of
up to $25,000 per day. Enforcement action will be certain for persons that have voluntarily relinquished
permit coverage when, in fact, continuing permit coverage was necessary. If, in retrospect, you feel the
site still requires permit coverage, you should notify this office immediately. Furthermore, if in the future
you wish to again discharge to the State's surface waters, you must first apply for and receive a new
NPDES permit.
If the facility is in the process of being sold, you will be performing a public service if you would inform
the new or prospective owners of their potential need for NPDES permit coverage.

NCG170296 Mastercraft Fabrics on Highway 18, Morganton, Burke County (site closed; building has
been sold to Burke County; no exposure verified)
NCG180152 Bernhardt Furniture on Lynn Haven Drive, Lenior, Caldwell County (site is demolished
and being developed for Google, Inc., no exposure verified)
NCG180101 Kincaid Furniture at 2480 Norwood Street, Lenior Caldwell County (site closed and
being decommissioned; no exposure verified)
NCGI80111 Kincaid Furniture at Rocky Road, Hudson, Caldwell County (facility sold to McCrary
Modern who needs an NCG21, not an NCG 18. McCrary Modern has SIC of 2426 and is making
wood furniture parts and assembling the frames. McCrary Modern has been directed to submit NE
exemption for NCG21 as all products are under roof. ARO staff will verify with a visit once you
receive NE exposure request.)

A change of ownership form is appropriate for the following permit:
NCG180157 Bernhardt Furniture at 1548 Morganton Blvd, Lenior, Caldwell County (site sold to
Milton and same operations being conducted. I have spoken with both parties and they are
completing the change of ownership forms.)
The following rescission requests are denied pending the removal of exposure:
NCG180102 Kincaid Furniture at N. Main Street, Granite Falls, Caldwell County (used pallets,
rusting dust cyclone, open wood dust storage cilo wiith wood dust/chips leaking from cilo, empty glue
barrels outside)
I am still waiting to verify the rescission request from Mastercraft Fabrics NCG170300 in Rutherford
County. As soon as I get information, I'll send word on to you. Thanks.

Dear Sir or Madam:
Your facility holds a general permit from the North Carolina Division of Water Quality to
discharge stormwater associated with industrial activities performed at your facility. Please be
advised that the Asheville Regional Office will be performing NPDES stormwater inspections
sometime in the near future.
If this office has not previously inspected your facility, you should be prepared to demonstrate
compliance with all terms and conditions included in the permit. Specifically, we will be
evaluating the following: your stormwater pollution prevention plan, stormwater outfall
locations, qualitative and analytical monitoring data and any other activities required by your
permit. Please note that any data reported to the State must be analyzed by a facility that has a
North Carolina laboratory certification, either as a fill laboratory or as a facility certified to
perform on -site field testing. If you have any questions regarding the generation of your
facility's data, please feel free to call Gary Francies at (828) 296-4677,
