I am surprised that the facility's permit does not require analytical monitoring (as does the other permit types at renewal)
unless the operation has on -site vehicle maintenance.
The permit does require yearly reporting to the Regional Office as well as implementation of additional protective
measures (BMP's) upon knowledge that present measures are not adequately protecting water quality.
Also, the permit does not allow for other point source discharges. Therefore, the Boat Builder requires a separate permit.
I will request that NCG170173 be rescinded and that the facility was determined to be in compliance with the conditions of
the permit.

In response to your renewal application for continued coverage under stormwater General Permit NCG170000 the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater General Permit. This permit is reissued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended.)
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of stormwater General Permit NCG170000
• A copy of a Technical Bulletin for the General Permit
• Five copies of the Discharge Monitoring Report (DMR) Form
• Five copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater
discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the
changes in the reissued permit.
The more significant changes in the General Permit since the your last Certificate of Coverage include the following:
• Permit cover page — Coverage is expanded to include industrial activities similar to the categorically identified industries.
• Part I Section A — This part explains that the No Exposure Exclusion from permitting option may be available to the permittee.
• Part II Section A — Several minor expansions and clarifications of the required content of the Slormwater Pollution Prevention
Plan have been added. Please be sure that your plan is updated to comply with the new requirements.
• Part 11 Section B — Qualitative monitoring must now be conducted during a representative storm event.
• Part 11 Section B — The permittee is required to keep a written record of his response to problems identified by his qualitative
monitoring observations.
• Part II Section C - For facilities with vehicle maintenance activities using more than 55 gallons of new motor oil per month, new
provisions require that discharges from the vehicle maintenance areas be sampled twice per year, and that the sampling
results be compared to new numerical benchmark values. (The previous cutoff concentrations have been eliminated.)
• Part 11 Section C — For facilities with vehicle maintenance activities using more than 55 gallons of new motor oil per month,
new provisions require the permittee to execute Tier One and Tier Two response actions, based on the first benchmark
exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee
institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no
benchmark exceedences.
• Part 11 Section C — This part contains a new provision that four exceedences of any particular benchmark will trigger increased
DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for
an individual permit, or may direct the implementation or installation of specific stormwater control measures.

• Part III Section E — Items 1. and 2. require submittal of a new reporting form, the Annual Summary DMR. This annual
summary of only the analytical monitoring results (if any) should be submitted to the local DWQ Regional Office. The Annual
Summary DMR reporting form will be posted on the Stormwater Permitting Unit's website in the near future.
Your coverage under the General Permit is transferable only through the specific action of DWQ.
This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the
permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order,
judgment, or decree.

Inspection Summary:
The WaRO recommends Rescinding NCG170173 as it is a dupilicate Permit and is not necessary. History: On
9/3/09 Travis Smith visited the facility and recommended that permit #: NCG170173 be rescinded due to having duplicate
permits. Also, NCG170173 (duplicate permit) had expired & NCG170172 (this permit) was still active. The rescinding of
permit NCG170173 was never completed and the facility was again billed for Two permits. Upon a discussion with Brian
Lowther, Ronald Raynor, Industrial Engineer/Supply Manager of CARON, a subsidiary of National Spinning, was able to
get the permit tabled in BIMS, as "Fee Waived". Again the facility has been included in the most recent Rescission
Request list dated 9/10/10. On 10/11/10, Samir Dumpor, PE and myself visited the facility with Ronald Raynor. Mr.
Raynor stated that the facility had been merged with CARON approximately 3 years prior. National Spinning is still a legal
owner (when the Permit is renewed in 2014, both names should be listed on the permit). National Spinning had not
requested any changes of the duplicant permits, because prior to approximately 8 years ago the Dye operation and the
Yarn operation were both functioning at full capacity, therefore the company assumed that seperate permits were
required. The operation purchased a modern facility near Winston Salem and relocated the Dye operation. Soon
thereafter the Owner purchased the adjacent existing facility in which their main Yard operation has been relocated. The
present status of this Washington facility consist of a small Yarn operation and some other spaces which have been
leased to others. The boilers, heaters, wastewater treatment and towers have been removed and properly
de-comissioned. All permits have been rescinded except for these (NCG170172 & ...173) and the Air Quality permitting.
All operations are inside except for the truck traffic. Active loading docks are covered with little chance for exposure.
Since there is no vehicle.maintainance onsite, only Qualitative Monoriting is required. —The Facility does have 8 outfall
locations (NCG170172 presently lists NULL Outfalls)"'. The leased space operates with all activity inside without
exposure except for the Pacific Seacraft which may require additional permitting (likely a NE). The operation is inside
although at their main loading dock, at the roll up door (which was open), approximately 8 to 10 - 5 Gallon unlabeled
different color portable liquid holding containers where chained and stored on the loading platform, although under a
canopy. This area looked to present some potential of impact to surface water and was located adjacent to outfall #4.
The boat builder may qualify for NE, but the operation should be addressed. Steve Brodie, a representative of the above
mentioned sail boat building company has emailed following this site visit and stated that when they were moving into the
facility, through discussions with DWQ personnel, the operation was informed that no permitting was required. I will
respond to Mr. Brodie's message as soon as DWQ's direction has been determined. This site visit was unannounced and
the only outside activities were, a few trucks, a few trash containers with lids, a double walled above ground diesel
storage container and a propane storage tank. The outside permitted area (concrete and pavement sections) was clean
and without any noticable evidence of spills. The wastewater treatment areas were de-comissioned years ago and Mr.
Raynor said the areas have never been overtopped by the river or creek. I expect that during the plants history,
permitting and especially permit compliance, was once of much greater significance than is the present facilities operating
conditions. Based on the present activities, the operation is in compliance with the permit conditions and Permit #:
NCG170173 should be rescinded.
