Sullins, Director Division of Water Quality On March 5, 2008, Autumn Hoban, of the Division of Water Quality (DWQ), Raleigh Regional Office, performed a stormwater compliance evaluation inspection of the plant. Mr. Bob Messer assisted me with the inspection and his cooperation was helpful and appreciated. Inspection findings are listed below. Indus;try ;Siie�Descriptionn,,, Guilford Mills Inc. prior to 2005 manufactured yarn. In 2005, it was reported that the plant shut down the manufacturing process. The stormwater runoff and process wastewater generated at such facilities is regulated by General Permit NCG170000. DWQ has therefore issued Guilford Mills certificate of coverage, NCG170140, which became effective on August 1, 2004 and expires on July 31, 2009. The facility has nine stormwater outfalls and a pond on site. Process water is discharged through the sanitary sewer system to the Fuquay Varina WWTP. The facility has two tanks on -site that hold 3,000 gallons of finish oil that have secondary containment and lock out as required. Other bulk oil storage was reported to have been removed last year, tanks emptied, and locked out upon the shut down of the manufacturing process. Waste oil and 55 gallon drums are stored under cover, with containment, and are locked in fenced area. The waste oil is removed from the site by Noble Oil, The facility was in compliance with permit requirements with one exception. It is required that the Stormwater Pollution Prevention Plan be updated annually and the plant should provide an updated plan that reflects the current operations of the plant upon future inspections. The pond on site overflows to an unnamed tributary of Basal Creek. The plan is required to be updated annually and be reflective of the current operations. There are two tanks on -site that hold 3,000 gallons of finish oil. These tanks contain secondary containment as required. Other tanks on the site were reported cleaned out and are no longer in use. Waste oil and 55 gallon drums are stored with secondary containment, under cover, and in a locked, fenced area at the facility and are picked up by Noble Oil.
