I am writing in response to your Certified Letter and Inspection Report dated June 28, 2010 to
Beal Manufacturing, Inc. regarding non-compliance under Permit NCG170129. As requested in
during your inspection visit, and outlined in your report, Beal Manufacturing is developing a
proper Storm Water Pollution Prevention Plan for our facility in Ranlo, N.C. The plan is being
developed to include a Prevention Plan, Mapping, Qualitative Monitoring, and Maintenance.
Our plans at present as outlined below:
• A preliminary Storm Water Pollution Plan is presently being developed for our operations
facility.
Upon completion, Mr. Thomas Garrison of Excel Environmental Associates of Gastonia,
N.C. has been contracted to review the preliminary plan, make necessary revisions to
meet compliance; and finalize our formal Storm Water Pollution Plan.
• Likewise, I have contracted Mr. Thomas Garrison of Excel Environmental Associates of
Gastonia, N.C. to conduct a training session with our Facility Manager on ;proper
inspection and monitoring.
Also, I plan to submit a written request to cancel the current Permit NCG170130 as discussed
during your inspection visit. Please let me know if you have any questions.

I have a strange one that I would like to ask for your help on. This facility seems to hold multiple NCG17 permits. They
sent in two renewals for what seem to be the same facility. The permit numbers are NCG170129 and NCG170130.
There were apparently a number of facilities that Carolina Mills owned and permitted separately and then sold some off to
Beal Manufacturing. The contact person I talked with there is really not sure what to do so I was wondering if you guys
could do a visit and help them figure out if they need multiple permits or one, etc. The contact person at the facility is Don
Rush and his number is [phone] x118. I'm not sure what lead to multiple permits in the past — at least I can't
remember anything (that's my story and I'm sticking to it). That probably means you'll end up find a letter from -me on this
somewhere. Let me know what you think.

showing. When I try to make the facility names
and addresses unique for one permit, it changes

The permits are NCG170129, NCG170130, and
NCG170131. The facilities should be plants 21,
22, and 24 respectively, with the address for
NCG170131 being 2504 Lowell Road.

forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and
the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any pans, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Division of Environmental Management may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Environmental Management or permits required by the Division of Land Resources, Coastal
Area Management Act or any other Federal or Local governmental permit that may be required.
