Hamilton Plant Martin County Dear Mr. Weaver: I write to acknowledge receipt your letter dated October 31, 2001, containing renewal instructions for NPDES Permit NC 0001961, and to provide notice that this permit will not be renewed. Alamac Knit Fabrics, Inc., is permanently closing the Hamilton Plant wastewater treatment plant in coordination with the Washington Regional Office, Water Quality Section and so, will not discharge treated wastewater after the current permit expires on May 31, 2002. The Hamilton Plant has been sold and its new owner, Penco Products, Inc., routed the domestic and process wastewater streams to the Town of Hamilton treatment facility. The purpose of this plan is to make all employees aware of sources that can cause stormwater pollution, and to train employees in work practices that can reduce the risk of pollution in stormwater. These practices include good housekeeping, proper material handling, spill response, and clean-up. Alamac Knit Fabrics owns and operates a textile manufacturing facility on 107 tacres of land on NC Highway 125 adjacent to the city limits of Hamilton, NC . This site has been in operation since 1962 and was built by Beaunits Inc. and subsequently purchased by WestPoint Stevens (formerly WestPoint Pepperell). ' Operations in the manufacturing facility consist of fabric preparation, piece dyeing, knitting, and finishing. All process and sanitary wastewater generated at this facility is treated at the facility's permitted Wastewater Treatment Plant. Stormwater runoff from the facility exits the plant property via two canals and ' eventually discharges into the Roanoke River. A portion of the stormwater flow from the site is recharged into the ground. Process Chemicals/fuels Outdoor raw materials storage at this facility consists of process chemicals and fuels. All outside storage tanks are located within concrete containments to avoid any problems associated with runoff. The only active outside tanks not in containments are the liquefied propane gas tanks and the Hydrogen Peroxide tanks which pose little threat of contaminating stormwater runoff. The loading and unloading of process chemicals/fuels takes place over concrete or inside of containments. Plant policy dictates a minimum of two people present during loading operations. II. Additional Outdoor Storage Other items stored outdoors would consist primarily of metal process equipment. Consistent with textile usage, the majority of this equipment is fabricated from stainless steel and is being held for reuse as the need arises. This equipment is cleaned thoroughly prior to storage and poses little threat of contaminating runoff. III. Waste Disposal Solid waste is disposed of in a 40 cubic yard, enclosed dumpster with a compactor. This dumpster is picked up approximately every 10-11 days or as needed. The contents are taken to the Martin/Bertie sanitary landfill. There is an open dumpster on site for use in the collection of scrap metal for recycling. This dumpster is emptied as necessary. There is an additional enclosed dumpster located in the shipping and receiving area for recyclable cardboard. This dumpster is picked up approximately every 30 days. The sludge from the waste water treatment plant is spray applied at agronomic rates on a permitted HAMILTON PLANT 3 STORMWATER POLLUTION PREVENTION PLAN II site adjacent to the plant. All process related liquid waste from inside the facility is sent to the waste water treatment plant. II II 1 1 II 1 H 1 1 II F I 1 HAMILTON PLANT 4 STORMWATER POLLUTION PREVENTION PLAN 1 Loading and Unloading Activities 1. Dyes and Dye Auxiliaries Dyes and associated dye related chemicals are unloaded at the shipping/receiving warehouse. This dock is constructed so the back of the truck being unloaded is flush with the dock door. This prevents these items from being exposed to rain during loading and unloading. These items are then stored in the dye/chemical storage site and are at no time exposed to rain runoff. 2. Additional Dyehouse Chemicals Other dyehouse chemicals, such as salt, etc. are unloaded at the dyehouse loading dock. The loading ramp is constructed so that the back of the truck is flush with the dock door and these items are not exposed to rain during loading and unloading. These items are then stored in the dye/chemical warehouse and are at no time exposed to rain runoff. Bulk chemical storage is also located in the vicinity of dyehouse loading dock. There are eight bulk tanks located in this area. Each of these are located within concrete containments. Any spillage occurring at the dyehouse loading dock or the solid waste dumpster would be contained in a concrete and curbed area. This area contains a locked valved sump which drains by gravity to the WWTP. The concrete containments around the bulk tanks have locked valves and con be drained into this area in the event of a spill or accumulation of excess rain water. Run off from the solid waste dumpster also accumulates in this area and is drained to the WWTP. 3. Fuels Fuel storage at this facility consists of liquefied propane gas, #6 fuel oil, gasoline, and diesel fuel. The #6 fuel oil is contained in four tanks located within a concrete containment dike adjacent to the boiler room. Unloading of this fuel takes place over a curbed, concrete pad with a locked drain. This HAMILTON PLANT 5 STORMWATER POLLUTION PREVENTION PLAN area has an 800 gallon capacity. Spill control material is stored nearby in case of need. The gasoline and diesel fuel tanks are located within a concrete containment and these fuels are dispensed over a concrete pad. Diesel fuel is also stored in a 500 gallon tank in the fire pump house. This tank is not diked, but is contained so as not to be exposed to stormwater runoff. Liquefied propane gas is contained in four 30,000 and one 12,000 gallon tanks in a fenced tank farm located across state road 1429 from the plant. Used oil is stored in 1200 gallon locked tank located under a shelter over a concrete dike. This assessment indicated that current practices provide an effective means of minimizing contamination of stormwater runoff. When elimination of exposure is not practical, practices are in place to minimize sources of potential contamination. SECONDARY CONTAINMENT All outside storage tanks with the exception of the LPG and Hydrogen Peroxide tanks are located in containments. (See diagram.) BEST MANAGEMENT PRACTICES As a result of the site assessment, the following areas were determined as having potential for stormwater pollution and the following best management practices will be implemented. 1. LOADING AND UNLOADING AREAS a. Bulk chemical loading will adhere to the following procedures: Vehicle Unloading Procedures 1. Unloading areas are to be attended by the truck driver and one plant employee designated to oversee unloading operations. These areas are curbed to reduce the likelihood of an accidental release entering the waterways. 2. Truck drivers and plant personnel unloading instructions: a. Observe all normal care in connecting and disconnecting hose and pipes. b. Be attentive during unloading. c. Observe tank level as unloading proceeds to prevent overfilling. d. Use drip bucket with hose and truck unloading nozzles drained and wiped before being secured. HAMILTON PLANT 7 STORMWATER POLLUTION PREVENTION PLAN 3. Fuel and chemical trucks must be in the truck unloading areas for unloading. Any spillage occurring in this area are to be cleaned up immediately. 4. In case of spills of oil, dyes, or chemicals, Pig safety absorbent material and wheat straw is kept on hand for immediate use. 5. In case of an oil, dye, or chemical spill, immediate measures are to be taken to prevent the spill from flowing into the nearby waterway. If the spill cannot be recovered, it will be absorbed and removed for burial in the nearest approved landfill. 6. All sand and gravel in unloading areas and diked areas which have absorbed oil, dye, or chemicals will be periodically removed and replaced with fresh sand and/or gravel. This removed material is to be disposed of in a proper landfill area. 7. All minor spills occurring at the oil, dye, and chemical unloading areas should be cleaned up immediately. b. Finishing Chemical Drum Unloading Any spills which occur while in the process of unloading drums of finishing chemicals will be contained with absorbant and cleaned up immediately. c. Dyehouse Dye and Chemical Unloading Sites These sites are not exposed to stormwater runoff. These sites will be monitored by attending personnel and any spills will be reported and promptly cleaned up. HAMILTON PLANT 8 STORMWATER POLLUTION PREVENTION PLAN 1 I I I I 1 1 11 I 1 1 1 C 1 1 1 1 2. STORMWATER CONVEYANCES Storm water exits the plant property primarily from two conveyances. Run off from the West and South sides of the plant exits the property via a canal which passes to the Roanoke River through the R.J. Sydenstricken property. This includes run off from the grassy area adjacent to NC 125, the employee parking lot, the west segment (front) of the plant and the asphalt parking area and south segment of the building. Run off from the grassy area is carried by two grassy swales and converges with another grassy swale which passes between the parking lot and front of the plant. After they converge, they enter a culvert which passes under the plant office access road and exit the property across from the Southwest corner of the plant. run off from the south side of the building and the associated paved parking area also drain in the direction of this canal via sheet runoff. This canal forms the boundary of the plant property on the sludge application site. Flow from this canal passes through a pond before proceeding to the river. The other major conveyance of storm water is the steep banked ravine east of the plant. This would be the eventual means of exit for storm water on the East side of the plant. Any other run off would be in sheet form. This ravine is also the discharge point for the waste treatment plant. For the purpose of this plan, the canal on the South west corner will be designated discharge 001 and the ravine on the Eastern side will be designated 002. 3. Containments All containments will be inspected daily. In the event that drainage proves necessary, the individual responsible for the inspection will note the appearance of the contents of the containment and indicate the date and time when the valve is unlocked and re -locked. 1 HAMILTON PLANT 9 STORMWATER POLLUTION PREVENTION PLAN 1 I I 4. Empty Returnable Drum Storage Area All drums are triple rinsed when empty per company policy. This takes place inside the plant in the dyehouse and the rinsate is drained to the WWTP. All ' empty drums are then stored inside the dye/chemical warehouse pending return to vendors.. 5. Equipment and Materials Storage Surplus equipment which is stored outside will be thoroughly cleaned prior to storage. Building materials such as pipe, metal, etc. will be stored in a manner to minimize exposure to stormwater runoff. When possible, these materials will be stored under shelter or off the ground. These materials will be monitored and scrap will be removed for recycling as necessary. 1 1 1 1 1 1 [J 1 HAMILTON PLANT 10 STORMWATER POLLUTION PREVENTION PLAN 1 SECONDARY CONTAINMENT The Hamilton Plant has a total of twenty-three outside storage tanks. Twelve of these tanks contain process chemicals and eleven contain fuels. All of these tanks, with the exception of the propane and Hydrogen Peroxide tanks are located in containments. All of the containments are equipped with locked drain valves draining to the WWTP. Containments with drain valves will be maintained per the following procedures: 1. Walled area drainage will only be opened to drain rainwater to waterways after careful inspection to insure that no oil or chemicals will be discharged with the water. 2. Drain valves will be locked shut. These valves will only be opened under responsible supervision: date and time to be recorded. The date and time of closure is to also be recorded along with the person's name. (see enclosed form) 3. All leaks or spills of oil or liquid chemicals will be removed from walled area by manual or activated pumps/ejectors. HAMILTON PLANT 24 STORMWATER POLLUTION PREVENTION PLAN 1 Spill Prevention and Response Clearly identify potential spill areas and drainage routes Familiarize employees with past spill events -- why they happened and the environmental impact Post warning signs in spill areas with emergency contacts and the telephone numbers Introduce Jakie Roberson as the Spill Response Coordinator and introduce his "team" Drill on spill clean-up procedures Post the locations of spill clean-up equipment and the persons responsible for operating the equipment Materials Handling and Storage Be sure employees are aware which materials are hazardous and where those materials are stored Point out container labels Tell employees to use the oldest materials first sealed Explain recycling practices Demonstrate how valves are tightly closed and how drums should be Show how to fuel vehicles and avoid "topping off' HAMILTON PLANT 26 STORMWATER POLLUTION PREVENTION PLAN FACILITY INSPECTIONS Facility inspections will be conducted in the fall and spring of the year. These inspections will be performed by the Pollution Prevention Plan Co-ordinator. The fall inspection will take place in the period between September - November and the spring inspection will take place between April - June. These inspections will encompass all stormwater systems, housekeeping practices, and potential sources of stormwater pollution. These inspections will be documented and include: 1. Date and time of the inspection. 2. Individuals making the inspection. 3. Narrative description of the facility's stormwater control system and plant operation equipment and systems. 4. Erosion on plant property and recommendations for remedial action. Records of the inspection will be maintained with the Stormwater Pollution Prevention Plan. Visual inspections of the storm discharge outfalls will be conducted semi-annually per the above schedule by the WWTP operator. 1 The plan shall be amended whenever there is a change in design, construction, operations, or maintenance which might have an effect on the potential discharge of pollutants. At a minimum, the plan shall be reviewed and updated annually. This will be the responsibility of the Stormwater Pollution Prevention Plan Co-ordinator. I I,_ 0 HAMILTON PLANT 27 STORMWATER POLLUTION PREVENTION PLAN ' DOCUMENTATION All monitoring, measuring, inspections and training shall be documented. This documentation will be kept onsite for a period of five years. This information is subject to review by DEHNR and will be maintained by the Stormwater Pollution Prevention Plan Co-ordinator. IrI I IrJ I FI I 1 C 1 1 F, HAMILTON PLANT 28 STORMWATER POLLUTION PREVENTION PLAN I 1 SITE PLAN NARRATIVE Potential Pollutants by Drainage Area Area One Potential pollutants for area one would consist primarily of runoff from the areas of the employee parking lot, the plant roof, and the shipping / receiving area parking lot. Additional sources would include the possibility of spilling resulting from a roadside accident on N. C. 125, S. R. 1429, or the plant office access road. This area is approximately 45% impervious. Area Two Potential pollutants for area two would primarily consist of runoff from the eastern segment of the plant roof and, runoff from the receiving warehouse roof. There would also be some potential for runoff from the maintenance shop. The maintenance materials storage area and recycled metals bin would also present the potential of releasing pollutants. All of the bulk storage tanks would potentially drain in this area in case of a release. Any release from the WWTP would impact this area.
