Table 1 below lists the associated pollutants on -site. These activities are shown on the site map in Appendix B. Information gathered included: drainage point ID, drainage point type, and dry -weather flow. Outfalls identified with non-stormwater flow were evaluated further. These controls are used to minimize the exposure of the activities identified in Section 2.1. • (Sl) AC-20 Liquid Asphalt: Routine Inspections; Drip Pans to catch minor oil leaks • (S2) Heating Oil: Routine Inspections; Drip Pans to catch minor oil leaks; Routine Pumping Out • (SA, RA, SH) Bulk Stockpiles: Placement of material at elevated portions of the site; Routine Inspections of drainage areas. 3.2 Good Housekeeping • Daily yard maintenance, and enhancement of grass and vegetation in buffer areas. Keep site clean of mud and graded for proper drainage. • Keep outside areas neat, orderly and free of trash. • Review Environmental guidelines for the proper handling of waste and refuse. • Discuss labeling of materials and proper storing requirements of those that are environmentally hazardous. • Review procedures for both routine and emergency clean-ups. • Discuss Plant Inspections, Check Lists and What to look for. 3.3 Recommended Best Management Practice A formal Best Management Practices policy should be developed by the Plant Staff and implemented through an employee training program. Particular items that to be included are: • Identify Oil leaks on or around the AC-20 tank and any appurtenances that need to be cleaned and repaired. • A written policy for proper methods of liquid material handling should be completed. This could be incorporated into an employee training program. • Structural examinations and leakage tests need to be performed on the containment structure(s) every 2-3 years. • A written proposal for the proper disposal of any fuel or oil laden stormwater as collected on the drums, sand or soil, should be developed and incorporated into a training program. Stormwater Pollution Prevention Plan (SWPPP) Barnhill Contracting, Co. — 841 Sungro Drive 3.4 Spill Prevention and Response • Review potential spill conditions and causes (i.e. lack of attention to tasks, faulty equipment, unusual weather conditions). • Discuss emergency spill response procedures and where telephone numbers are posted. • Copy and review with all employees the requirements set forth in the current Spill Prevention Control and Countermeasures Plan (SPCC) document. This should be done a minimum of once each year. • Discuss labeling of all chemicals and materials containers for quick identification and reference should an emergency occur. • Assign and review with employees specific cleanup and inspection duties. 3.5 Management of Runoff Sources of pollution on this site are primarily from oil and fuel storage facilities as well as minor potential from some of the Plant Process equipment. Sand and fine rock screenings also have the potential to wash off the site and cause ditches, streams, and storm pipes to clog or increase turbidity in fish inhabited streams. This plan calls for the use of sheet flow and shallow swales to divert runoff to existing perimeter ditches, internal to the property boundaries that convey that runoff to existing sediment basins. Cleanup of said ditches and basins are proposed as a part of the upstart of this facility as well as regular inspection and maintenance. Existing Basins will be used for Erosion & Sediment control during construction of the plant site improvements. Upon completion and stabilization of the site, basins will be left in place and any skimmers or temporary measures removed. 3.6 Employee Training Personnel at all levels of responsibility will be trained in the components of the SWPPP and the SPCC. At a minimum, training will be provided on an annual basis. New personnel will receive training promptly upon assignment. All training will be documented. SECTION 4: INSPECTIONS The facility will conduct the following inspections: • Routine facility inspections; • Quarterly visual assessment of stormwater discharges; and • Comprehensive site inspections. Bulk storage containers (onshore facilities, excluding production facilities) Do not use a container for the storage of oil unless its material and construction are compatible with the material stored and conditions of storage such as pressure and temperature. Construct all bulk storage tank installations (except mobile refuelers and other non - transportation -related tank trucks) so that you provide a secondary means of containment for the entire capacity of the largest single container and sufficient freeboard to contain precipitation. You must ensure that diked areas are sufficiently impervious to contain discharged oil. Dikes, containment curbs, and pits are commonly employed for this purpose. You may also use an alternative system consisting of a drainage trench enclosure that must be arranged so that any discharge will terminate and be safely confined in a facility catchment basin or holding pond. Do not allow drainage of uncontaminated rainwater from the diked area into a storm drain or discharge of an effluent into an open watercourse, lake, or pond, bypassing the facility treatment system unless you: A. Normally keep the bypass valve sealed closed. B. Inspect the retained rainwater to ensure that its presence will not cause a discharge as described in 40 CFR 112.1(b). C. Open the bypass valve and reseal it following drainage under responsible supervision. D. Keep adequate records of such events. Facility tank car & tank truck loading/unloading rack (excl offshore facilities) Where loading/unloading rack drainage does not flow into a catchment basin or treatment facility designed to handle discharges, use a quick drainage system for tank car or tank truck loading/unloading racks. You must design any containment system to hold at least the maximum capacity of any single compartment of a tank car or tank truck loaded or unloaded at the facility. Provide an interlocked warning light or physical barrier system, warning signs, wheel chocks or vehicle brake interlock system in the area adjacent to a loading/unloading rack, to prevent vehicles from departing before complete disconnection of flexible or fixed oil transfer lines. Prior to filling and departure of any tank car or tank truck, closely inspect for discharges the lowermost drain and all outlets of such vehicles, and if necessary, ensure that they are tightened, adjusted, or replaced to prevent liquid discharge while in transit. 3. Inspections and Records Inspections required by this part should be in accordance with written procedures developed for the facility by the owner or operator. These written procedures and a record of the inspections, signed by the appropriate supervisor or inspector, should be made a part of the Spill Prevention Control and Countermeasures Plan (SPCC) and maintained for a period of three years. 4. Security All plants handling, processing and storing oil should be fully fenced, and entrance gates should be locked and/or guarded when the plant is not in production or is unattended. The master flow and drain valves and any other valves that will permit direct outflow of the tank's contents to the surface should be securely locked in the closed position wher in non -operating or non -standby status. The starter control on all oil pumps should be locked in the "Off' position and located at a site accessible only to authorized personnel when the pumps are in a non -operating or non -standby status. The loading/unloading connections of oil pipelines should be capped or blank flanged when not in service or standby service for an extended time. Plan Amendment — SPCC Plans must be amended whenever any of the following criteria occur: A. A change in facility design, construction, operation or maintenance occurs which materially affects the facility's oil spill potential. B. A review and evaluation of the SPCC Plan determines technology is available which will significantly reduce the likelihood of a spill event and such technology has been field proven at the time of review. C. The EPA Regional Administrator, as the result of a review of the SPCC Plan following an oil spill, may require the amendment of a SPCC Plan. 40 CFR 112.4 gives more specific requirements and schedules which the Regional Administrator may impose. All amendments to a SPCC Plan must be certified be a Registered Professional Engineer. 6. Periodic Review SPCC Plans must be reviewed at a time interval of no more than three years from the latest review/ amendment. The plan must be amended within six months of the review if changes are required. If no changes are required, a date of signature by the reviewer on the review certification sheet is adequate. The reviewer is not required to be a Registered Professional Engineer. 7. Spill Reporting Procedures Notwithstanding compliance with 40 CFR 112.3, whenever the facility has discharged more than 1,000 U.S. gallons of oil in a single discharge as described in 40 CFR 112.1(b), or discharged more than 42 U.S. gallons of oil in each of two discharges as described in 40 CFR 112.1(b), occurring within any twelve month period, a report must be submitted to the EPA Regional Administrator within 60 days. The report must contain information as listed in 40 CFR 112.4 (1-9). All tanks comply with Underwriter's Laboratories Construction Specifications. 2. Main outlet valves are locked in the closed position when plant is unattended. 3. Venting capacity for the tanks is suitable for the fill and withdrawal rates. 4. Liquid levels in tanks are determined daily using dip sticks. 5. Tanks are never left unattended during loading and unloading. 6. Signs are located at each tank to remind tank truck drivers to close all valves before disconnecting hoses. 7. Tank trucks are unloaded by the drivers, in the presence of plant personnel. Truck drivers must personally disconnect hoses to minimize the possibility of accidently driving away with hose connected to tank. 8. Pumping of material from storage tanks is never done while the plant is unattended. 9. Daily visual inspections are made of all pipes, valves, pumps, and tanks by the Plant Superintendent. 10. Monthly inspection reports are filed with the Corporate Offices by the Plant Superintendent. 11. Main power switches for all pumps, located in a locked building are off when the plant is unattended. 12. Gate is locked when plant is not in operation. SECTION 5: SPILL CONTROL AND CONTAINMENT 1. The Heating Oil tank contains 20,000 gallons of fuel oil. The tank is self-contained and has sufficient volume to contain any spillage from this tank. 2. The AC-20 Liquid Asphalt Tank contains 30,000 gallons of liquid asphalt. It does not require containment. 3. Owners or operators should schedule and conduct spill prevention briefings for their operating personnel at intervals frequent enough to assure adequate understanding of the SPCC Plan for that facility. Such briefings should highlight and describe known spill events or failures, malfunctioning components, and recently developed precautionary measures. All personnel at this plant have been instructed as to the procedures outlined in this plan. Instruction has been held on Spill Prevention and Containment and Retrieval Methods. (a) "Remove" or "removal" refers to the removal of the oil from the water and shorelines or the taking of such other actions as may be necessary to minlmlza or mitigate damage to the public health or welfare, Including, but not ltmlted to, fish, shellfish, wildlife, and public and private property, shorelines, and beaches. (d) "Major dizaster" means any hurri- cane, tornado, storm, flood, high water, wind -driven water, tidal wave, earth- quake, drought, fire, or other catastrophe in any part of the'United States which, in the determination of the President, is or threatens to become of suIDclentsever- ity and magnitude to warrant disaster assistance by the Federal Government to supplement the efforts and available re- sources of States and local governments and relief organizations in alleviating the damage, loss, hardship, or suffering caused thereby. (e) "'United States" means the States, the District of Columbia, the Common- wealth of Puerto Rico, the Conal Zona, Guam, American Samoa, the Virgin is- lands, and the Trust Territory of the Pacific islands. Such plans will be directed to - 'ward the protection of the public health or welfare of the'United States, Includ- inC, but not limited to, fish, shellfish, wildlife, and public and private property. shorelines, and beaches. The develop- ment and implementation of such plans shall be consistent with the National Oil and Hazardous Materials Pollution Con- tingency Plan. State, local and regional oil removal contingency plans sball pro- vide for the coordination of the total response to an all discharge so that con- tingency organizations established there- under can function independently, in conjunction with each other, or in con- junction with the National and Regional Response Teams established by the Na- tional Oil and Hazardous Materials Pollution Contingency Plan. 109.4 ReIntionship- to Federal re, eponsc actions. The National Oil and Hazardous Mate- rials Pollution Contingency Plan provides that the Federal on -scene commander shall investigate all reported spills. If such Investigation shows that appropri- ate action Is being taken by either the discharger or non -Federal entities, the Federal on-scane commander sball moni- tor and provide advice or assistance, as required. If appropriate containment or cleanup action is not being taken by the discharger or non -Federal entities, the Federal on -scene commander will take control of the response activity in accord- ance with section 11(c)(1) of the Fed- eral Act. § 109.5 Development and implementa- tion criteria for State, local and ro- gionai oil removal contingency plops. Criteria for the development and im- plementation of State, local and regional Oil removal contingency plans are: (a) Definition of the authorities, re- sponsibllltles and duties' of all persons, organizations Or agencies which are to be Involved or could be Involved In planning or directing on removal opera- tlons, with particular care to clearly define the authorities, responsibilities and duties of State and local governmental agencies to avoid unnecessary duplication of contingency planning activities and to minimize the potential for conflict and confusion that could be generated In an emergency situation as a result of such duplications. (b) Establishment of notification pro- cedure3 for the purpose of early detec- tion and timely notification of an oil discharge Including: (1) The identificationofcritical water use areas to facilitate the reporting of and response to oil discharges. (2) A current list of names, telephone numbers and addresses of the responsible persons and alternates on call to receive notification of an oil discharge as well as the names, telephone numbers end addresses of the organizations and agen- cies to be notified when an oil discharge Is discovered. (3) Provisions for access to a reliable communications system for timelz nott- fication of an oil discharge and Incor- poration In the communications system of the capability for interconnection with the communciations systems established under related oil removal contingency plans, particularly State and National plans. (4) An established, prearranged Pro- cedure for requesting assistance during a major disaster or when the situation exceeds the response capability of the State, local or regional authority. (a) Provisions to assure that full re- source capability is known and can be committed during an oil discharge situa- tion including: (1) The Identificationandinventory of applicable equipment, materials and supplies which are available locally and regionally. (2) An estimate of the equipment, ma- terials and supplies which would be required to remove the maximum on dis- charge to be anticipated. (3) Development of agreements and arrangements to advance of an oil dis- charge for the acquisition of equipment, materials and supplies to be used in re- sponding to such a discharge. (d) Provisions for well defined and specific actions to be taken after dis- covery and notification of an oil dis- charge including: (1) Specification of an oil discharge response operating team consisting of, trained, prepared and available operat- ing personnel. (2) Predesignation of aproperiyquali- fled OR discharge response coordinator who is charged with the responsibility and delegated commensurate authority for directing and coordinating response operations and who knows how to request assistance from Federal authorities - operating under existing national and regional contingency plans. (3) A preplanned location for an oil discharge response operations center and a reliable communications system for directing the coordinated 'overall re- sponse Operations. (4) Provisions for varying degrees of response effort depending on the severity of the oil discharge. (5) Specification of the order of priority in which the -various water uses are to be protected where more than one water use may be adversely affected as a result of an oil discharge and where response operations may not be adequate to protect all uses. (e) Specific and well defined prcce- dures to facilitate recovery.of damages and enforcement measures as provided for by State and local statutes -and ordinances. -" § 109.6 Coordinntion.
