We are proposing to install a span within the existing road bed that crosses Rutman Creek. As you know, our mitigation plan included the placement of two 36-in culverts and two smaller floodplain culverts. We believe that the proposed span better achieves the goal of unimpeded flow and will result in no additional disturbance to wetlands/waters (work will be conducted within the existing road bed). As you know we had already received authorization from DWQ for the placement of the pipe culverts. We wanted to provide you with sufficient notification of the proposed span (instead of culverts). I have included a drawing that was prepared for our S&EC submittal that shows the proposed span. Let us know if you have any questions or comments - Thanks. Overall, this will provide an increase in the volume of unimpeded flow within the creek. Work will be conducted within the existing road bed - thus potential temporary disturbance will be less than that previously authorized in the modified NWP 27. I have attached a depiction of the proposed span - this drawing was prepared by the engineer for our S&EC submittal.
