I am going to issue this permit because it is overdue to issue and I haven't heard back from you as to what you want me to do We typically don't hold off issuance of permits for waiting to obtain site plans for many general permits because (as you know) compliance can actually be stronger when they have a permit versus when they don't because they are then violating permit terms. He should still be following up with you to give you that site plan but I will let you take care of that on your end as you have been doing. I have management concerns with this site with respect to being able to comply with the NCG160000 permit The facility has three discrete discharge points. The first is an open ditch that captures most on the loading and office area, the second, captures most of the petroleum storage, and asphalt production, and lastly, the third captures on a portion of the open storage of material supplies. Outfall one and two combine at the bottom of the hill, offsite. Three discharges approx halfway down a steep ravine. Sampling for one and two may not be representative. Sampling of 3 is offsite, and will be difficult to achieve. Additional storage near 3 that does not discharge through a discrete outfall must be captured and discharged through the defined outfall. There was noticeable amounts of oils and grease on the ground around the site, and a dump truck parked with its hood up for repair. Even though they stated that no vehicle maintenance is occurring, the sources of petroleum and the evidence of the truck in a state of repair leads me to believe that vehicle maintenance monitoring should occur. Carter, Jr., P.E. 1 Tidal Amplitude ® The tidal variation in the model assumes a sinusoidal tide; a 12 hour tidal cycle is used for simplicity. However, water levels in this vicinity of the Neuse River are more closely related to the prevailing wind patterns and freshwater inflow during meteorological events, as evidenced by the lack of a tidal signal. A tide gauge was moored o an existing dock adjacent to the project and recorded water depths every 15 minutes in the a al system from 10 April 2008 to 10 September 2008, The data is included as an attach nt t this report. While daily variations in water depths were sometimes small, there were also eno of time when water levels varied over 27 inches over a period of days. A conservative idal a Iitude of 1.0 ft (12 inches) was used for the model input. Return Flow Factor The return flow factor is the frac'on of flow leaving the marina on the previous tide which then returns on the next ti e. Tidal am litudes are an important component of t e return flow factor and, for example, the retu flow factor r a marina off of a tidal river will hav, ittle or no return flow factor. The return flo factor utilize in the Daniels Point Marina DO odel was equal to zero. Reaeration Coeffici nt Advection and reaer tion can result in c anges in ambien issolved oxygen concentrations. Ho ver, according to Report No. 90-01, oat discharges in a number of coastal marin ha v been found to have a minor effect on dis olved oxygen. Therefore, the daily boat activity in entrance channel and the proposed basin wer set as zero in the present DO model. Saturation Dissolved Oxygen \. Oxygen saturation is a relative measure of the amount of oxygen that is dissolved in water and is generally dependent upon water temperature, salinity and pressure. The calculated saturation dissolved oxygen that was utilized in the DO model was 7.96 mg 1-1. Sediment Oxygen Demand As previously noted, the model assumes that runoff into the basin from the upl nd watershed is equal to zero. Additionally, it is assumed that pollutant discharge from vessel in the basin will be mitigated through the use of sound marine practices. As such, sediment ox gen demand (SOD) is the only oxygen demanding source included in the present model and it c n have a significant impact on water column dissolved oxygen. SOD rates are often site sp cific and can be influenced by sediment substrate, sediment organic content and water temperat re. Low organic, sandy substances have been shown to exhibit lower SOD concentrations zzo and Christian 1996, Mackenthun and Stefan 1998). Typical values of SOD in estuar' a mud range between 1.0 to 2.0 902/m2/day (Chapra 1997). Site specific SOD rates have not been measured. Ther ore, the model will incorporate a range of SOD valupkom 1.5 902/m2/day — 3.0 902/m2/day, r resenting a number of potential sediment III.
