Wooten Permit Number— NCG160184 County- Person Dear Mr. Washburn: Dee Freeman Secretary On January 28, 2011, Autumn Romanski, of the Division of Water Quality (DWQ), Raleigh Regional Office (RRO), observed the site of an asphalt plant in (Person County) Timberlake, NC. The permittee reported in writing on August 23, 2010 that S.T Wooten did not have an asphalt plant in Timberlake during 2010 for sampling. The site contained some equipment and raw materials, but no manufacturing activity requiring the NCG160000 permit was observed the day of the inspection. Wooten Corporation owns and operates asphalt/ready mix facilities throughout central and eastern North Carolina. Stormwater runoff from this activity is regulated by General Permit NCG160000 and DWQ has therefore issued S.T. Wooten in Person County, certificate of coverage, NCG160184 dated October 1, 2009. The site conditions were discussed with DWQ Stormwater Permitting Unit and the S.T. Wooten Environmental Manager. It was determined that the permittee should continue to update DWQ in writing with the operational status of the site. The permittee should notify the RRO upon start-up of regulated activity. The permit is in effect until such time that it is rescinded and compliance with the permit during operation of this regulated activity is required. It is our goal to insure the quality of the surface waters of this State. Please review the attached report. The site was inspected on January 28th, 2011 and the site contained some equipment and raw materials, but no manufacturing activity requiring the NCG16 was being conducted the day of this inspection, the plant was closed, and equipment locked out. After discussing the site conditions with the DWQ SW Permitting Unit it was determined that since no activity that requires the permit is taking place, the permittee should continue to report twice/year (at the time sampling would be conducted via the permit if the site were active) the status of the site and request in writing an exemption from the permit requirements until such activity is resumed. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). If any parts, measurement frequencies, or sampling requirements contained in this permit are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such demand is made, this certificate of coverage shall be final and binding. Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other federal or local governmental permit that may be required.
