As per 4 of your letter on August 2 2007 and as we discussed we will be installing
a larger containment pit to control the storm water run off from the Asphalt Plant. This
will give us better control over the runoff.
The old parts are there because we have just updated the plant. We will clean up
and dispose of the old parts. All work will be finished in the next two weeks.

1. 1 conducted stormwater compliance evaluation inspections at S.T. Wooten's asphalt and concrete
plants located on US 1, just southwest of Franklinton, in Franklin County, North Carolina, on 23 July
2007. Your cooperation and assistance during the inspections was helpful and appreciated.
Inspection reports are attached for your records and inspection findings are listed below.
2. Stormwater runoff from both sites is discharged to an unnamed tributary to Cedar Creek, which is
currently classified as a class C, NSW (nutrient sensitive water) in the Tar Pamlico river basin.
3. The concrete and asphalt plants are adjacent to each other. A large earthen berm runs the length of
the eastern boundary of both plants. The SDO for the asphalt plant is a large (approximately 18")
pipe that penetrates the eastern berm. A small check dam surrounds the inlet of the pipe. Water
flows from the outlet of the pipe, on the opposite side of the berm, to a riprapped area for dispersion
of the concentrated flow. This outfall receives drainage from the entire asphalt plant, a large
percentage of which is pervious. As such, under heavy rains this SDO can receive a large amount of
sediment. It was noted that some sediment had penetrated the check dam and accumulated in the
riprapped area on the outlet side of the SDO pipe. S.T. Wooten should build a sediment basin or
other control device on the inlet side of the SDO pipe to trap sediment and prevent it from being
discharged before this becomes a major problem. It is noted that the sediment seen during the
inspection was limited to the riprapped area only and did not make it into the grassy area beyond the
riprap. There was no discharge at the time of the inspection.
4. The SDO for the concrete plant is the spillway from a sediment basin located on the eastern side of
the concrete plant. This sediment basin collects all runoff and wastewaters generated at the plant.
The basin appeared well maintained at the time of the inspection and no sediment appeared to have
been discharged from it. There was no discharge from this basin at the time of the inspection.
5. Both plants appeared clean and well maintained. However, there was a relatively small area between
the two plants that was being used as an accumulation point for old parts and equipment that are no
longer needed. Some of the items noted there were old rollers for concrete truck drums, old motors

and used bag filters for the dust control system. These items should be removed and disposed of
properly. Allowing them to accumulate at the site, exposed to the elements, can contribute pollutants
to your stormwater discharges, especially those items that have a residue of pollutants on them such
as dust, oil or grease.
6. It is noted that all exterior tanks at both sites were double -walled and therefore required no secondary
containment. There were tanks for the ad -mixtures at the concrete plant that were located inside of a
secondayy_containment structure that was located inside of a building. There was no drain on this
secondary containment. Records of monitoring and draining the containment are not necessary
because it is not exposed to the rain and there is no drain pipe.
7. The stormwater pollution prevention plans (SP3) for both plants were reviewed. Both plans met all
requirements and contained all necessary components. Both plans had been implemented effectively.
Qualitative and analytical monitoring, training, housekeeping, facility inspections, plan reviews, et
cetera, had all been accomplished as required.
8. In conclusion, both facilities are currently in compliance with their permits. Please reply to this letter
within 30 days of receiving it. Please include in your response your plan of how to modify the SDO
at the asphalt plant to better protect against sediment washout as well as the clean up of the old
accumulated parts and equipment. If you have any questions regarding the inspection or this letter,

In accordance with your application for discharge permit received on February 19, 2002, we are forwarding
herewith the subject certificate of coverage to discharge under the subject state - NPDES general permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement
between North Carolina and the US Environmental Protection agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you,
you have the right to request an individual permit by submitting an individual permit application. Unless such demand is
made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is.not transferable except after notice to the Division of Water
Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of
coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the Division
of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other
Federal or Local governmental permit that may be required.
