River Run Page 2 PROJECT DESCRIPTION The proposed project is located between 3442 and 3472 Marina Drive SE, near Bolivia in Brunswick County, adjacent to the Lockwoods Folly River. To reach the project area, travel south on US Hwy 17 to the intersection with NC Highway 211 near Supply, NC. Turn left onto NC Hwy 211 and travel approximately 5.5 miles to Sunset Harbor Road. Turn right onto Sunset Harbor Road and travel approximately 4.4 miles to Folly Drive SE which is the entrance to River Run Plantation. Turn right onto Folly Drive SE and travel approximately 0.3 miles to Marina Drive SE. Turn left onto Marina Drive SE and travel approximately 0.4 miles. Turn left onto the unnamed street located between 3442 and 3472 Marina Dr SE. The project site is located at the end of this unnamed road. The project site is a 2.15 acre parcel of land which is currently being used as the community boating facility and consists of a boat ramp, fishing pier, floating dock and a. free standing bulkhead located underneath the pier for the River Run Plantation subdivision. The property is bordered by the Lockwoods Folly River to the west with approximately 272 linear feet of shoreline and is surrounded by residential property to the north, south and east. The application states that the high ground portion of the site has an average elevation of approximately 5 feet above normal high water (NHW). Upland vegetation consists of lawn grasses and landscape shrubs. The high ground then transitions to a band of mixed vegetation along the shoreline consisting of Wax Myrtle (Myrica cerifera), Sea Oxeye (Borrichia frutescens), Salt Meadow Grass (Spartina patens), Glasswort (Salicornia spp.) and transitions to low marsh vegetated primarily by Smooth Cordgrass (Spartina altern flora). No permitting history has been located for these structures however aerial photography indicates that the pier and boat ramp were constructed sometime between 1984 and 1989. An approved §404 wetland survey was not submitted with the application. The Brunswick County Land Use Plans classifies the upland areas of this project as Residential. The waters of the Lockwoods Folly River in the vicinity of the project area are classified SA, HQW by the NC Division of Water Quality. The Division of Marine Fisheries has not designated this area as Primary Nursery Area and it is not open to the harvesting of shellfish. PROPOSED PROJECT The applicant is proposing to replace the existing pier, floating dock, and free standing bulkhead; add a new platform; and excavate a boat basin and entrance channel (see Sheet 2 of 4). As proposed, the existing 4' wide "L" shaped fishing pier would be replaced with a new pier measuring approximately 6' wide by 161' in total length and would be elevated at least 3' above the marsh substrate (see Sheets 2 & 3 of 4). The pier would originate on highground along the northern edge of the existing boat ramp and extend waterward into the Lockwoods Folly River in a westerly direction, perpendicular to the shoreline approximately 107' and would span approximately 78' of low marsh, primarily vegetated with Smooth Cordgrass (Spartina alterniora). The proposed pier would then extend approximately 54' in a southerly direction running parallel the shoreline, creating an "L" configuration and would span an additional 40' of low marsh before reaching open water. Located at the terminal end of the pier would be a new elevated fixed platform measuring approximately 12' in length by 8' in width on the westward side of the pier. The existing floating located within the bend of the "L" would also be replaced within the original footprint and would measure approximately 12' in length by 16' in width. The applicant is proposing to place stops underneath the floats in order to maintain a minimum of 18" of clearance off the bottom (see Sheet 4 of 4). A new access ramp would connect the floating dock to the main pier and would be located approximately 87' waterward of the beginning of the main pier on the south side. The applicant is also proposing to replace the existing free standing wooden bulkhead which is located underneath the pier. The proposed free standing bulkhead would measure approximately 143' in total length and would extend approximately 83' waterward of normal high water (NHW) and would be constructed of Everlast Evercomp composite sheet pile. The bulkhead would extend approximately 89' along the south side of the main pier and approximately 54' along the east side of the "L" shaped pier (see Sheets 2 - 4 of 4). Approximately 113' of the proposed free standing bulkhead would be located in low marsh, primarily vegetated with Smooth Cordgrass (Spartina alterniora) however, it is proposed to be located within the original footprint. No backfill or tie-back system is proposed with the installation of the free standing bulkhead. River Run Page 3 The applicant is also proposing to excavate the boat ramp basin area (see Sheet 2 of 4). The proposed excavation would start at the base of the existing boat ramp an area approximately 25' in width and extend waterward approximately 28' in length. At this point the basin area would flare out to approximately 50' in width by approximately 55' in length. This area would extend from just under the edge of the floating dock to approximately 15' south of the pier and new platform addition. The application states that the existing water depths in the entire project area are approximately -0' @ normal low water (NLW) and currently connects to the existing channel with water depths of approximately -2' @NLW. As proposed, the entire excavation area would be excavated to a depth of -4' @NLW. The application states there would be approximately 1,000 cu. yds. of spoil material removed, however, by my calculations it would be closer to 406 cu. yds. of material. The proposed excavation is to be accomplished by bucket to barge method. As proposed, the spoil material would be kept on site in the grassy area north of the boat ramp, in an area approximately 70' in width by 100' in length and contained by a silt fence (see Sheet 2 of 4). The application indicates that the spoil disposal area would be landward of the 30' Coastal Shoreline Buffer as well as all Coastal and §404 Wetlands. 10. ANTICIPATED IMPACTS The new fishing pier, floating dock, platform and free standing bulkhead would result in the incorporation of approximately 1,038 sq. ft. of estuarine waters and public trust area. The proposed pier and free standing bulkhead would result in the disturbance and shading of approximately 678 sq. ft. of Coastal Wetlands, primarily Smooth Cordgarss (Spartina alterni,flora). The proposed structure would extend approximately 88 feet into the waterbody, which measures approximately 2,200 feet across. This distance would conform with the 1/4 width rule and the established pier lengths and would not encroach into the U.S. Army Corps of Engineers federal channel. The proposed structures would not encroach into the 15' riparian corridor setback. The docking facility is designated for two (2) slips. The proposed dredging would result in the excavation of approximately 2,742 sq. ft. of shallow bottom and the filling of approximately 7,100 sq. ft. of highground for the disposal of spoil material. Minor increases in turbidity should be expected, but if construction is timed to avoid periods of peak biological activity; impacts should be minimal. Submitted by: Debra D. The applicant proposes to remove and replace the existing structures associated with the northern bulkhead that extends under the existing pier to stabilize the shoreline. The pier will be removed so that the new wall can be installed in the existing footprint. There will be no backfill associated with the new wall nor will there be any tie backs that create problems in the wetlands. Once the new wall has been installed, the pier will be rebuilt and will be expanded to 6' in width. An 8' x 12' platform has been included to serve as an area for residents to use as a fishing deck. In addition, the existing 12' x 16' floating dock will be replaced with one of the same dimensions. Due to the fact that the area around the basin and boat ramp has experienced tremendous sedimentation over the years, the applicant is proposing excavation to -4' MLW. The newly dredged area will provide better access to the existing water bodies for the residents. The coastal wetlands will be avoided and impacts will be minimized during construction. The existing structures are deemed functionally obsolete and need to be replaced before further problems occur. Thank you for your consideration.
