Sullins Director SUBJECT: Compliance Evaluation Inspection Person County Executive Airport Permit Number- NCG150043 County - Person Dear Ms. York: Dee Freeman Secretary On December 6, 2010, Autumn Romanski, of the Division of Water Quality (DWQ), Raleigh Regional Office, met with Mr. Ray Foushee to discuss Person County's progress with the newly issued NPDES Stormwater NCG 150000 Permit. An inspection was completed and the assistance and cooperation of Person County staff was greatly appreciated. Recommendations were provided during the inspection and the compliance status was not yet determined since the permittee has until March 2011 to complete some of the requirements of the permit. The county reported work towards compliance with the new permit requirements and recently selected Talbert Bright Engineering Firm to assist them. The inspection findings and recommendations are attached in the document titled Compliance Inspection Report. DWQ has therefore issued Person County, certificate of coverage, NCG150043 dated March 5, 2010. The facility is a county owned, public use, general aviation airport with a 6000 foot runway. The Person County Airport covers an area of 218 acres (88 ha) at an elevation of 609 feet (186 m) above mean sea level. It has one runway designated 6/24 with an asphalt surface measuring 6,005 by 100 feet. Stormwater is from runway, taxi areas, parking areas, buildings, aircraft hangers, storage areas and fuel supply trucks, fuel depot and fuel storage. Fuel is stored in bulk and falls under SPCC rules and regulation. The permittee has started the process, and recently completed the selection of engineering firm to further assist with the development and implementation of the requirements of the NCG150000 permit. SPCC regulations already apply to fuel storage, no de-icing or vehicle/aircraft maintenance is conducted at the facility. The facility has recently completed work on stormwater headwalls that needed repairs. No issues or stormwater concerns were observed on airport property the day of this inspection. The permittee is to send an updated name change form for the contact person of record in Bims. The new contact is Ray Foushee, Manager of General Services for Person County. The facility already falls under SPCC federal guidelines for fuel storage. DWQ reviewed the permit requirements with person County and recommended they get the map and stormwater discharge outfalls completed as soon as possible to facilitate collecting the bi-annual qualitative monitoring that will be required by March 5, 2011. Comment: The primary concentrated stormwater drainage off the airport is located near the approach/threshold of runway 6, the end of the runway where the (ILS) Instrument Landing System is located. There are storm drains located here that drain into a creek.
