On October 19, 2010 you, Jim Brantley and I reviewed the status of the airport fuel tank farms. The
expectation you had expressed in January 2010 was that the new tank farm would entirely replace
the old tank farm. The new tank farm is ready for service as soon as a required fire extinguisher is
in place.
However, some aspects of the old tank farm will not be terminated after all. That farm is comprised
of four USTs and one large single -walled AST that has no secondary containment, all under permits
in the name of Air Care. The AST is a concern under the stormwater permit. Part II, Section A(2)(k)
states that Secondary containment is required for bulk storage of liquid materials; storage of
Section 313 of Title III of the Superfund Amendments and Reauthorization Act (SARA) water priority
chemicals; and storage of hazardous substances, in order to prevent leaks and spills from
contaminating stormwater runoff. Air Care has agreed to empty it and stop its use. During this
inspection we had agreed that the process of emptying can be left to the discretion of Air Care, with
the possibility of using the fuel at the normal pace (estimated at about 3 months). That position is
no longer accurate. If Air Care wishes to continue using this AST, secondary containment is a
requirement of stormwater permit NCG150028. DWQ requests that the tank be emptied as soon as
possible. The contents can be pumped to a tank truck for transfer to the new tank farm. We
recommend removal of the tank to eliminate any possibility that it could be put back into service at
some time without secondary containment. You agreed to notify this office by email the details of
what becomes of this tank. Eliminating that tank will close surface water concerns in the old tank
farm under this permit.
Finally, we discussed by phone the guidance contained in the stormwater permit to complete the
development of a Stormwater Pollution Prevention Plan within 12 months of January 15, 2010, the
effective date of the permit.

Inspection Summary:
This inspection is to follow up on the installation of a new fuel tank farm and the decommissioning of the old one. The
new farm is a new concrete slab structure with two large double -walled aviation fuel tanks, and two small gasonline tanks
for lawnmowers and similar equipment. The walls of the secondary containment are only about 12" high, but the area is
large enough to hold the contents of one tank. The rainwater discharge valve is fenced in, so the public does not have
access. There was no lock on it at this time. This tank farm is in plain view as one enters the airport, while the old tank
farm was hidden ina grove of trees.
The old tank farm will still have some continuing use, it turns out. There are three USTs, two of which the aviation
company leasing the property (Air Care) wishes to have for additional storage space. The third may also stay in service,
although the airport prefers to end its use, after which it would be removed. At this time there is also a large AST still in
use. This is to be emptied in the near future. Under normal product usage, it should be empty in 3 months. A decision
may be made to transfer the contents to the new tank farm to speed up the termination date of the tank. When empty, it
may be removed, a job carried out by County officials, although it can be allowed to remain in place. Mr. Hess agreed to
email RRO when the tank is empty.
Both tank farms receive at least monthly checklist reviews of the conditions there, under FAA and other regulatory agency
requirements. In reality, the conditions are viewed daily.
This inspection wraps up the special requirements contained in the airport stormwater permit. Development of the SP3
(required within the first 12 months of the permit)is underway, starting from a template created for the NC Airports
Association. Employee training for 2010 has been accomplished.

Subject: Recon Inspection of Rocky Mount -Wilson Airport Prior to Issuing SW Permit NCG 150028
Conclusion: RRO recommends issuing the Certificate of Coverage, with a comment in the cover letter
requesting periodic construction status reports to RRO for a new tank farm.
I met with Airport Manager Hans Hess and Operations Supervisor Jim Brantley to discuss conditions at
the airport and the expectations of the permit, followed a facility tour with Mr. Brantley. The inspection
began at 1:20 PM and ended at 2:45 PM. The airport currently serves private aviation. There are no
regular airline services as there had been in the past.
The airport is an established facility in which the landscaping has been stable for about 20 years. There
are no wetlands to be impacted. The runways are served by a sophisticated system of deep swales and
culverts that drain rainwater. The runway and taxiway have always been free of flooding with the .
exception of a little standing water at the north end of the runway after Hurricane Floyd. Reviewing
runoff points from the north end of the runway to the south, there are a couple of benign channels
draining west to the highway, then south of that is a system that picks up a large portion of the runway
system. This drains west to a pond. South of that is another drain to the highway serving the area
around the terminal. Finally, at the far south end is the current tank farm with drainage to the highway.
All of these cross under the highway and eventually discharge into the Tar River.
The pond was overflowing a concrete weir. This would be the most likely location to place a boom to
catch any petroleum released from the site, except for the separate system for the tank farm. The area
around a maintenance building for helicopters drains to this pond. There are no other potential
pollutants outside any of the other buildings. Representative Outfall Status (ROS) may be a possibility
for the benign release points, but an inspector should make another site visit to precisely determine
which ones to include and what one of those would be sampled to represent the others. The pond
overflow and the tank farm system would always rtcrbe excluded from ROS.
The existing tank farm was the only negative element observed, and was rather shocking in its lack of

instead of hidden by trees. The farm was to be in place by July 2009, but grant money has been held up,
allegedly'by a Federal bottleneck. The present farm is non -compliant with 40 CFR 112, and both the
EPA and FAA are aware of it. The present tank farm is owned by Air Care, not the airport authority.
The new one will be owned by the airport and leased to Air Care, presumably affording better control of
fueling practices and placing responsibility for oversight with the pennittee.
RRO suggests wording in the COC along this line:
"This permit requires compliance with 40 CFR 112 secondary containment for fuel as well as chemical
storage (such as crop dusting bulk chemicals or antifreeze for de-icing). DWQ has been informed that
construction of a new tank farm is anticipated to begin in about three months, with completion about
August 2010. Asa condition of this permit, DWQ directs the pennittee to provide Xwritten construction
status reports on April 15, July 15 and another when the tank farm is put into service, mailed to the
Raleigh Regional Office, 1628 Mail Service Center, Raleigh, NC 27699-1628, Attn. Danny Smith."

Subject: Recon Inspection of Rocky Mount -Wilson Airport Prior to Issuing SW Permit NCG150028
Conclusion: RRO recommends issuing the Certificate of Coverage, with a comment in the cover letter requesting periodic
construction status reports to RRO for a new tank farm.
I met on January 6, 2010 with Airport Manager Hans Hess and Operations Supervisor Jim Brantley to discuss conditions
at the airport and the expectations of the permit, followed a facility tour with Mr. Brantley. The inspection began at 1:20
PM and ended at 2:45 PM. The airport currently serves private aviation. There are no regular airline services as there
had been in the past.
The airport is an established facility in which the landscaping has been stable for about 20 years. There are no wetlands
to be impacted. The runways are served by a sophisticated system of deep swales and culverts that drain rainwater. The
runway and taxiway have always been free of flooding with the exception of a little standing water at the north end of the
runway after Hurricane Floyd. Reviewing runoff points from the north end of the runway to the south, there are a couple
of benign channels draining west to the highway, then south of that is a system that picks up a large portion of the runway
system. This drains west to a pond. South of that is another drain to the highway serving the area around the terminal.
Finally, at the far south end is the current tank farm with drainage to the highway. All of these cross under the highway
and eventually discharge into the Tar River.
The pond was overflowing a concrete weir. This would be the most likely location to place a boom to catch any petroleum
released from the site, except for the separate system for the tank farm. The area around a maintenance building for
helicopters drains to this pond. There are no other potential pollutants outside any of the other buildings. Representative
Outfall Status (ROS) may be a possibility for the benign release points, but an inspector should make another site visit to
precisely determine which ones to include and what one of those would be sampled to represent the others. The pond
overflow and the tank farm system would always need to be excluded from ROS.
