Some monitoring is being conducted at the tank farm, but that location is not designated as
an SDO in the SPPP.
Please include the deficient items in #2 above, within your SPPP. Also implement
the qualitative monitoring program, noted in #3, at all six designated SDO outlined
in your SPPP. Please notify this office of a timeline for the requested actions.
Please provide a written response to this letter, including a schedule with dates for completion,
within 30 days of its receipt. It is requested that you address in writing your compliance
efforts with respect to the bold items noted above. If you have any questions regarding the

Airport Manager Mr. Ralph Johnson was cordial and most helpful, providing answers to our
questions and offering unsolicited information.
The facility opened in May, 2009. The runway and taxiway grounds are covered with straw with
little sign of grass at this time to stabilize the soil. There have been recent heavy rains and snow,
so the ground was wet, but there were no significant signs of erosion.
While the runway has a 0.04% gradient drop going from N to S, the surrounding ground is
slightly crowned at about halfway the length of the runway. Each side of the crown has designed
swales and culverts that carry rainwater from the runways and deliver it to stormwater ponds at
each end of the site. Therefore, there are only two discharge points, from the north pond and the
south pond. The outlets are isolated from the main body of the ponds by a curved berm of
riprap, after which the water enters a concrete box before leaving via a concrete culvert to join
the receiving stream. On the north is a UT to Quankey Creek and on the south is Marsh Swamp.
In addition, there are deep swales between the runway and the taxiway that carry water through
cattails and join the receiving streams at the outlets of the ponds. The south receiving stream
was somewhat turbid with a tan color, but there did not appear to be a concentration of sediment
from construction of the airport. Mr. Johnson was shown where to make the qualitative
observations in order to evaluate the combined flows — from the ponds plus the cattail swales.
A state of the art fueling station has two double -walled tanks with secondary containment behind
a chain link fence. One is Jet -A and the other Aviation Gasoline. Bulk fuel delivery trucks pull
into a special unloading pad within the secondary containment, with a speed bump providing
containment on the entrance side of the pad. From the onsite tanks, fuel is delivered to airplanes
via metering devices and nozzles that require a person to hold the handles open. The meters
operator by credit card, and will shut off when a maximum of $500 is reached. At current prices,
this is about 119 gallons. If the meters sense that a flow of fuel is too fast (a ruptured hose, for
example), the circuit breakers for the station are tripped inside the terminal building. Emergency
spill equipment was stored inside the fence [better outside the fence?], and an emergency shutoff
button is a few feet away from the fueling nozzles.
We discussed development of the Stormwater Pollution Prevention Plan that will be required by
the permit. As established during earlier telephone conversations with Mr. Johnson, there is no
loading of crop dusting chemicals at this airport.

Physical Location Information: From Raleigh, take 1-95 North to exit 168. Turn right
onto SR 903 towards Halifax. Turn right onto SR 1600 Aurelian Springs Road. Turn left
onto SR 1618 Grapevine Road. Turn left onto SR 1619 Gregory Farm Road. Continue
on Gregory Farm Road until it ends at the Airport.
Services and Activities: The Halifax -Northampton Regional Airport currently offers
self-service and full -service fueling, with both AV -GAS and Jet A fuels available. The
airport does not currently offer any other services. However, in the future, the airport
anticipates having a Fixed Base Operator (FBO) which would provide aircraft service,
maintenance, and repair.

The Halifax -Northampton Regional Airport is located approximately
10 minutes off Interstate 1-95 just south of Roanoke Rapids. The facility
serves the Roanoke Rapids micropolitan-designated area encompassing a
trade area of approximately 30 miles with a population of over 150,000.
Roanoke Rapids is strategically located between Raleigh, NC; Richmond, VA;
and the Tidewater, VA area. In addition, Roanoke Rapids is about halfway
between New York and Florida. Major regional airports include Raleigh -
