This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). Please note that this COC does not allow discharge from the irrigation of raw material stockpiles, which is defined as a wastewater, from this site. This stipulation is a result of the information presented in the application and gathered during technical review of your request for an authorization to construct wastewater treatment system(s) at this plant. Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. SITE DESCRIPTION The site consists of mostly cleared 1.0 acre parcel located 2493 U.S. Hwy 70. The site currently consists of an operating ready -mix plant with associated equipment, buildings, & infrastructure. Site topology is mainly level with cut banks at the south and east boundaries. The site slopes from the cut banks to the northwest_ The lowest area is at the northwest corner along U.S. Hwy. 70. PURPOSE The purpose is to obtain a NPDES General Discharge Permit NCG 140000 to discharge stormwater and wastewater under the National Pollutant Discharge Elimination System (NPDES) and to obtain an Authorization to Construct (ATC) to implement the necessary infrastructure to comply with NPDES requirements. The existing site layout and operating configuration was verified through a current site survey and visual site inspection. A meeting was conducted on site with the owner, Asheville Division of Water Quality Regional Office representative, and our office. Current site deficiencies were noted. Engineering plans have been prepared to bring current site con Figuration to NPDES permit compliance. FINDINGS To comply with NPDES requirements, Brooks & Medlock Engineering, PLLC (BME) has provided engineering plans dated May 19, 2006 that depicts the necessary infrastructure required. Effluent limits for the current site configuration can be achieved through a recycle system and a water mass balance. The truck washdown area has been graded to allow all site wastewater to be collected in a single small basin area; all other surface water will bypass the wastewater basin and be treated as stormwater. The stockpile areas are located within the slonnwater basin area and consist of nnaterial that has already been washed and will not be wetted down_ The truck washdown area will collect all material from the truck and dam washdown into a ramped wastewater collection basin that will allow all heavy material and settable solids to settle out. Wastewater will be skimmed from the top and flow into a 3,000 gallon storage tank. Wastewater from the 3,000 gallon tank will be pumped by manual control panel operation to an existing 12,331 gallon storage tank used for concrete production. A high water alarm will be installed to warn when the tank reaches 850/, capacity. The 3,000 gallon storage tank has been sized from calculations for the 25 year, 24 hour storm event and maximum daily water use classified as wastewater. Calculations have been provided as Attachment "A". From the calculations provided there is a water balance deficit of 814 gallons, therefore all recycle water is used in the manufacture of concrete yielding a 0 discharge of wastewater effluent. All total suspended solids and pH are contained on site and reused for concrete. The existing 12,331 also provides additional storage above requirements. As an additional protection of settable solids for the stormwater basin a retention pond has been provided. All stormwater will be collected and pumped into the 12,331 gallon storage tank as needed. Pipe bedding material shall be a granular material consisting of gravel, crushed gravel or stone G meeting the requirements of ASTM C-33, gradation #67 (3/4 inch to No. 4) . 2. Concrete for cradles, encasement or thrust blocking shall be 3000 psi, Class IL 3. All soil that is soft, unstable, unsuitable, or saturated with water shall be removed and the trench subgrade shall be stabilized with a granular material having a maximum size of 2 inches. Pipe to be installed above the existing ground level (in filD shall be installed in trenches excavated after the embankment has been constructed to a minimum elevation of one -foot above the top of the proposed pipe. 5. Compacted granular backfill under and around the pipe shall be placed in 6" lifts and compacted E to obtain not less than 90% relative density, as determined by ASTM method D-2049. 6. BACKFILL: All material used for backfilling trenches shall be free of excess amounts of deleterious materials such as organic matter, frozen clods, and sticky masses or clay and gumbo which are difficult to properly compact. Any rock materials used for backfill will have no single D dimension greater than 4" and shall not be placed within 12" of the installed pipe in any direction. Material as specified for pipe bedding may be substituted for backfill material defined above from the top of pipe bedding to 12" above the top of the pipe. (A) Backfill shall be placed in 8" lifts from the top of the pipe bedding to a point at least 12" above the top of the pipe. Above this point, backfill shall be placed in lifts suitable to achieve the compaction as specified hereinafter. C (B) The lifts of backfill material will be compacted to a density of at least 90% of the maximum dry density as determined by the AASHTO Standard Test T99 or other approved method wherever the pipe is installed in open fields or areas which carry no vehicular traffic. The top portion of the backfill areas that are to be seeded or sodded shall be composed of topsoil at least 6" in depth and corresponding to that of the B adjoining areas. (C) The lifts of backfill material will be compacted to a density if 95% of the standard Proctor within +/- 2% wet of optimum under all pavements and in those areas subject to future pavements. Pavement shall not be restored until the backfill material has been tested and determined to be satisfactory according to the geotechnical engineer.
