G; On July 8, 2008, Autumn Hoban, of the Division of Water Quality (DWQ), Raleigh Regional Office, performed a stormwater compliance evaluation inspection of Rightmeyer Machine Rentals in Gaston. Your assistance and cooperation was helpful and greatly appreciated. Inspection findings are listed below. Industry and Site Description Rightmeyer Machine Rentals Plant mixes concrete on -site for delivery to construction sites and residential customers. Stormwater runoff and process wastewater generated at such facilities is regulated by General Permit NCG140000. DWQ has therefore issued Rightmeyer Machine Rentals, Inc. certificate of coverage, NCG140330, which became effective on August 1, 2004 and expires on July 31, 2009. Stormwater and other wash waters on -site are directed to a detention pond. The facility has three stormwater outfalls. There was no discharge the day of the inspection. This facility does not use fly ash or slag by-products in their concrete mixtures Inspection Summary I I The facility keeps good records and was in compliance with permit requirements. The Stormwater Pollution Prevention Plan (SWP3) was reviewed and implementation of BMP's evident. Secondary Containment It is recommended that the facility insure the secondary containment area is adequate to contain the volumes of product stored on -site in the event of a tank failure. Please use caution and do not store more product than the secondary containment design allows. Easley, Governor William G. Ross Jr., Secretary North Carolina Department of Environment and Natural Resources Qualitative monitoring was completed as required and records were reviewed. Analytical Monitoring Coleen H. Sullins, Director Division of Water Quality The facility conducted the required analytical monitoring. The latest sample at discharge outfall #1 was taken on 2/13/2008. The results showed Total Suspended Solids was 95 mg/L and Settleable Solids of <0.1. The sample at discharge outfall #2 on 2/21/2008 showed Total Suspended Solids was 37 and Settleable Solids of <0.1. The sample at discharge #3 on 2/21/2008 showed Total Suspended Solids was 25 and Settleable Solids of 0.1. Total Suspended Solids were 60 mg/L at the detention pond the day of the inspection. Outfalls The facility has three outfalls that discharge at an un-named tributary of the Roanoke River, although it appears unlikely that the discharge would reach the Roanoke River. The permittee was not discharging the day of the inspection. Samples of wastewater were taken at the retention pond for analysis. The sample was taken to identify the constituents of the wastewater on -site. The results indicate Total Dissolved Solids 396 mg/L, Copper 4.2 ug/L, Molybdenum 18 ug/L, Aluminum 2100 ug/L, Barium 130 ug/L, and Iron at 140 ug/L. These results are consistent with other cement plant wastewater analysis results in the area and are attached for your review. Hwy 46 and SR 1220, Gaston, NC Northampton County Dear Mr. Rightmyer: On January 13, 2003 Mr. Myrl Nisely of the Raleigh Regional Office of Division of Water Quality met with Mr. Walter Gibbs to become familiar with the above readymix concrete facility and to offer assistance in establishing a stormwater program that will conform to General Permit No, 140000. Rightmyer Machine Rentals, Inc. had not previously applied for a stormwater permit. Mr. Gibbs' assistance was greatly appreciated. The following observations were made: I. This location is a combination readymix and asphalt manufacturing site. Except for the load pad, none of the site is impervious. 2. The topography is flat. Runoff goes in three directions, and consists of rainwater plus modest amounts of city water used to wash the trucks. There are swales on all sides of the plant. These run into three ponds. In two locations serving runoff from the crushed rock area, small pits have been dug to allow solids to settle before discharging to the main swale. Three drainage points have been identified to be sampled, each of which goes over riprap before entering the main swale. Eventually all water exits through a culvert under Highway 46 into a wooded area. It is not clear whether any direct runoff makes its way to the Roanoke River. 3. Three point discharges have been identified for sampling. 4. This site can be expected to avoid high pH discharges usually associated with readymix plants. Aside from possible spillage during concrete loading, vehicle washing will be the only process of consequence at this location. Any wash -off will travel a long distance through the vegetated Swale before leaving the site. There is no attempt to recycle process water at this location, and high pH Drum Washout water goes to a non -discharge pit at the Hwy 48 location. There are no materials stored in the rain. 5. The asphalt facility was remarkably clean and free from oil/tar residues. Process chemicals for both the concrete and asphalt processes have secondary containment, as well as for diesel fuel. This location is a combination readymix and asphalt manufacturing site. Except for the load pad, none of the site is impervious. The topography is flat. Runoff goes in three directions, and consists of rainwater plus modest amounts of city water used to wash the trucks. There are swales on all sides of the plant. These run into three ponds. In two locations serving runoff from the crushed rock area, small pits have been dug to allow solids to settle before discharging to the main swale. Three drainage points have been identified to be sampled, each of which goes over riprap before entering the main swale. Eventually all water exits through a culvert under Highway 46 into a wooded area. It is not clear whether any direct runoff makes its way to the Roanoke River. 3. Three point discharges have been identified for sampling. 4. This site can be expected to avoid high pH discharges usually associated with readymix plants. Aside from possible spillage during concrete loading, vehicle washing will be the only process of consequence at this location. Any wash -off will travel a long distance through the vegetated swale before leaving the site. There is no attempt to recycle process water at this location, and high pH Drum Washout water goes to a non -discharge pit at the Hwy 48 location. There are no materials stored in the rain. 5. The asphalt facility was remarkably clean and free from oil/tar residues. Process chemicals for both the concrete and asphalt processes have secondary containment, as well as for diesel fuel. The Management of RMR has evaluated this facility as to its conformance to Stormwater Rules and Regulations as set aside by the U S Environmental Protection Agency and the North Carolina Department of Environmental Management. It is RMR's opinion, at this time, that all practical measures that can reasonably be taken to minimize the risk of an uncontrolled releases have been taken. The majority of the site is drained by sheet flow. In the remaining site area a combination of sheet flow and swales directs water to the outfalls. Vegetative filter strips vary in width along the perimeter of the site and help with erosion control as well as slow the water discharge into offsite perimeter drainage. Erosion Control and Sedimentation Plans were developed and put in place during the design and planning phases of construction at this facility. Filter basins along the front of the property were constructed per their design and are in place and operating presently. An oil & water separator is located at the rear of the larger tank farm.
