On July 8, 2008, Autumn Hoban, of the Division of Water Quality (DWQ), Raleigh Regional Office, performed a
stormwater compliance evaluation inspection of Rightmeyer Machine Rentals in Gaston. Your assistance and
cooperation was helpful and greatly appreciated. Inspection findings are listed below.
Industry and Site Description
Rightmeyer Machine Rentals Plant mixes concrete on -site for delivery to construction sites and residential
customers. Stormwater runoff and process wastewater generated at such facilities is regulated by General
Permit NCG140000. DWQ has therefore issued Rightmeyer Machine Rentals, Inc. certificate of coverage,
NCG140330, which became effective on August 1, 2004 and expires on July 31, 2009.
Stormwater and other wash waters on -site are directed to a detention pond. The facility has three stormwater
outfalls. There was no discharge the day of the inspection. This facility does not use fly ash or slag by-products
in their concrete mixtures
Inspection Summary I I
The facility keeps good records and was in compliance with permit requirements. The Stormwater Pollution
Prevention Plan (SWP3) was reviewed and implementation of BMP's evident.
Secondary Containment
It is recommended that the facility insure the secondary containment area is adequate to contain the volumes of
product stored on -site in the event of a tank failure. Please use caution and do not store more product than the
secondary containment design allows. This facility was in compliance with secondary containment.

Qualitative monitoring was completed as required and records were reviewed.
Analytical Monitoring

Division of Water Quality
The facility conducted the required analytical monitoring. The latest sample at discharge outfall #1 was taken
on 2/13/2008. The results showed Total Suspended Solids was 95 mg/L and Settleable Solids of <0.1. The
sample at discharge outfall #2 on 2/21/2008 showed Total Suspended Solids was 37 and Settleable Solids of
<0.1. The sample at discharge #3 on 2/21/2008 showed Total Suspended Solids was 25 and Settleable Solids
of 0.1. Total Suspended Solids were 60 mg/L at the detention pond the day of the inspection.
Outfalls
The facility has three outfalls that discharge at an un-named tributary of the Roanoke River, although it appears
unlikely that the discharge would reach the Roanoke River.
The permittee was not discharging the day of the inspection.
Samples of wastewater were taken at the retention pond for analysis. The sample was taken to identify the
constituents of the wastewater on -site. The results indicate Total Dissolved Solids 396 mg/L, Copper 4.2 ug/L,
Molybdenum 18 ug/L, Aluminum 2100 ug/L, Barium 130 ug/L, and Iron at 140 ug/L. These results are
consistent with other cement plant wastewater analysis results in the area and are attached for your review.

The site has cut down a wooded area on the property to expand their storage area. The drainage pattern did not seem to
be affected by the expansion of storage area. Drawings of the site should be updated to reflect the changes.

Rightmyer Machine Rentals, Inc. has not previously applied for a stormwater permit. A
visit was made to obtain site information and to offer technical assistance to Walt Gibbs,
Environmental Manager, regarding how to establish a stormwater management plan.
This location is a combination readymix and asphalt manufacturing site. The topography is
flat. The land was formerly swampy and has been filled in. Runoff goes in three directions,
and consists of rainwater plus modest amounts of city water used to wash the trucks. There
are swales on all sides of the plant. These run into three ponds. In two locations serving
runoff from the crushed rock area, small pits have been dug to allow solids to settle before
discharging to the main swale. Three drainage points have been identified to be sampled,
each of which goes over riprap before entering the main swale. Eventually all water exits
through a culvert under Highway 46 into a wooded area. It is not clear whether any direct
runoff makes its way to the Roanoke River. Probably not.

Dear Mr. Rightmyer:
On January 13, 2003 Mr. Myrl Nisely of the Raleigh Regional Office of Division of Water Quality met with Mr.
Walter Gibbs to become familiar with the above readymix concrete facility and to offer assistance in establishing a
stormwater program that will conform to General Permit No, 140000. Rightmyer Machine Rentals, Inc. had not
previously applied for a stormwater permit. Mr. Gibbs' assistance was greatly appreciated. The following
observations were made:
I. This location is a combination readymix and asphalt manufacturing site. Except for the load pad, none of the
site is impervious.
2. The topography is flat. Runoff goes in three directions, and consists of rainwater plus modest amounts of city
water used to wash the trucks. There are swales on all sides of the plant. These run into three ponds. In two
locations serving runoff from the crushed rock area, small pits have been dug to allow solids to settle before
discharging to the main swale. Three drainage points have been identified to be sampled, each of which goes
over riprap before entering the main swale. Eventually all water exits through a culvert under Highway 46 into

3. Three point discharges have been identified for sampling.
4. This site can be expected to avoid high pH discharges usually associated with readymix plants. Aside from
possible spillage during concrete loading, vehicle washing will be the only process of consequence at this
location. Any wash -off will travel a long distance through the vegetated Swale before leaving the site. There is
no attempt to recycle process water at this location, and high pH Drum Washout water goes to a non -discharge
pit at the Hwy 48 location. There are no materials stored in the rain.
5. The asphalt facility was remarkably clean and free from oil/tar residues. Process chemicals for both the
concrete and asphalt processes have secondary containment, as well as for diesel fuel. The drain for concrete
secondary containment needs to be replaced and valved so that it can be locked or the handle taken off.

Mr. Gibbs had earlier gone through the permit section by section with me to understand how to put together a SPPP
manual and how to implement the program. Once the manual is developed for this location, send to the Raleigh
Regional Office copies of the site map (Part H(A)(1)(c)), the narrative description of storage practices et al
(Part H(A)(1)(b)) and the BMP summary (Part H(A)(2)(b)).
Please submit certification to the Division by March 31, 2003 that the drain and valve on the admixture
secondary containment have been repaired and locked.
Once this program is established, any future additions or changes in the stormwater system must be done via an
Authorization to Construct permit from the State.

Environmental Manager, regarding how to establish a stormwater management plan.
This location is a combination readymix and asphalt manufacturing site. The topography is
flat. The land was formerly swampy and has been filled in. Runoff goes in three directions,
and consists of rainwater plus modest amounts of city water used to wash the trucks. There
are swales on all sides of the plant. These run into three ponds. In two locations serving
runoff from the crushed rock area, small pits have been dug to allow solids to settle before
discharging to the main swale. Three drainage points have been identified to be sampled,
each of which goes over riprap before entering the main Swale. Eventually all water exits
through a culvert under Highway 46 into a wooded area. It is not clear whether any direct
runoff makes its way to the Roanoke River. Probably not.

This site can be expected to avoid high pll discharges usually associated with readymix
plants. Aside from possible spillage during concrete loading, vehicle washing will be the
only process of consequence at this location. Any wash -off will travel a long distance
through the vegetated swale before leaving the site. There is no attempt to recycle process
water at this location, and high pH Drum Washout water goes to a non -discharge pit at the
Hwy 48 location. There are no materials stored in the rain.
The asphalt facility was remarkably clean and free from oil/tar residues. Process chemicals
for both the concrete and asphalt processes have secondary containment, as does diesel fuel
storage. The drain for concrete secondary containment needs to be replaced and valved so
that it can be locked or the handle taken off. i
Housekeeping in the process areas was excellent, but there are empty 5 and 55 gallon dnuns
at the back of the property and a lot of scrap equipment near the front left entrance,to the
plant.
Mr. Gibbs and I went through the permit section by section to understand how to put
together a SPPP manual and how to implement the program.

the subject certificate of coverage to discharge under the subject state - NPDES general permit. This permit is issued
pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between
North Carolina and the US Environmental Protection agency dated December 6, 1983.
The stormwater permit you are receiving, NCG140000, does not permit wasting concrete, dumping excess
concrete, directly into storm sewer outfalls or into waters of the state. Any facility which either dumps excess concrete or
washes excess concrete into storm sewers or waters of the state will be operating in direct violation to both the terms of
this permit and the North Carolina General Statutes. Such a discharge shall be considered an illegal discharge and may
subject the owner to enforcement actions in accordance with North Carolina General Statutes 143-215.6A
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to request an individual permit by submitting an individual permit application. Unless such
demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water
Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of
coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the Division
of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other
Federal or Local governmental permit that may be required.

On January 13, 2003 Mr. Myrl Nisely of the Raleigh Regional Office of Division of Water Quality met with Mr.
Walter Gibbs to become familiar with the above readymix concrete facility and to offer assistance in establishing a
stormwater program that will conform to General Permit No. 140000. Rightmyer Machine Rentals, Inc. had not
previously applied for a stormwater permit. Mr. Gibbs' assistance was greatly appreciated. The following
observations were made:
1. This location is a combination readymix and asphalt manufacturing site. Except for the load pad, none of the
site is impervious.
The topography is flat. Runoff goes in three directions, and consists of rainwater plus modest amounts of city
water used to wash the trucks. There are swales on all sides of the plant. These run into three ponds. In two
locations serving runoff from the crushed rock area, small pits have been dug to allow solids to settle before
discharging to the main swale. Three drainage points have been identified to be sampled, each of which goes

secondary containment have been repaired and locked.

General Descriation of Facility
Rightmyer Machine Rentals, Inc., or (RMR) as it shall also be identified as in
this Plan is located at 1783 Lebanon Church Road, Garysburg, NC 27831. This
site is approximately 0.75 miles west of Interstate 95, exit 176, at the corner of
Lebanon Church Rd and NC Highway 46 in Northampton County NC. The
USGS Coordinates are 36 degrees 26 minutes 05 seconds N, & 77 degrees 40
minutes 04 seconds W and were established at the approximate center of the
property. The property is virtually flat and stormwater flows into a ditch that
runs parallel to NC highway 46 and intersects a ditch parallel to Lebanon
Church Rd.
The property faces the corner of NC highway 46 and SR1200, which is the
(west) side of the property, with entry and exit gained through a gate.
Rightmyer Machine Rentals, Inc. is a North Carolina licensed General
Contractor providing sitework, ready -mixed concrete and asphalt pavement to
the public. This facility includes a ready -mixed concrete plant, asphalt batch
plant, equipment garage, and raw materials stockpiles.
Raw materials used for the manufacture of ready -mixed concrete and
asphalt are sand, #67 stone, and #78M stone. They are all stockpiled near the
rear central portion of the site behind both plants. Two cement silos are located
at the concrete plant as well a tank farm containing concrete admixture tanks.

Smaller stockpiles of Rip -Rap, Crush & Run Stone, #57 Stone, and Railroad
Ballast are located near the east side of the site. Topsoil and Fill Sand are stockpiled
on the south side of the site.
Two tank farms are located adjacent to each another and centrally located
near the asphalt plant. The larger tank farm contains three tanks, one 20,000 gallon
tank holding PG64-22 liquid asphalt and another 20,000 tank is empty no longer ins
use. The third tank holds 200 gallons of diesel fuel used to fuel the burner on the
PG64-22 tank. The smaller tank farm contains two tanks, one holds 5000 gallons of
diesel fuel used to fuel the main burner on the asphalt plant aggregate dryer, and
the other smaller tank, which is 550 gallon capacity, is empty no longer in use.
A holding pond is located on the east side of the site measuring 115 ft. by 50
ft. by 6.5 ft. maximum depth which accepts stormwater drainage from asphalt plant
slabs under the plant and truck weight scales.
A steel building equipment parking garage 40 ft by 110 ft. and is located at
the NW corner of the property along Lebanon Church Rd. It is used for storage -
wheel loaders, backhoes, welder, lubricants, and spare parts.
Adjacent to the asphalt plant is a ready mixed concrete plant, both facilities
are permitted by the North Carolina Department of Natural and Environmental
Resources Air Quality Section. These plants have adequately sized bag houses and
a vacuum dust collection systems used during operation. Fugitive dust is
occasionally generated when a front end bucket loader is used to load the plant.
Stockpiles of # 67 Stone are water sprinkled when temperatures are above 85
degrees F.

Rolling stock i.e.: wheel loaders, backhoes, bulldozers, excavators, concrete
trucks, etc. are occasionally parked in the garage and on the property. This site is
all unpaved ABC stone parking/operating area.
The site office is located facing west at the corner of NC highway 46 and
D�=t�
Lebanon Church Road. The dimensions of the building are 40 ft. X 40 ft. including
offices, storage, laboratory, and asphalt plant control room.
Loading and unloading of trucks which would cause a minimal amount of
fugative dust when company trucks or customers vehicles are loaded. Dust is rarely
visible during these activities.

Stormwater Management Plan & Feasibility Study
The practices employed under this Plan are to evaluate and control or
minimize the exposure of significant materials from leaving this site.
The Management of RMR has evaluated this facility as to its conformance to
Stormwater Rules and Regulations as set aside by the U S Environmental Protection
Agency and the North Carolina Department of Environmental Management. It is
RMR's opinion, at this time, that all practical measures that can reasonably be
taken to minimize the risk of an uncontrolled releases have been taken. The
feasibility of changing present operations is not practical nor is it warrented.
It is economically unfeasible to cover, asphalt pave, or concrete surface
any yard areas because of their large size.
The loading and unloading areas are observed and cleaned daily if necessary
to address any possible uncontrolled releases from these operations.

Best Manaeement Practices
With regard to the topography of this site being virtually flat there is not a
great potential for erosion or significant quantities of materials to leave the site.
The majority of the site is drained by sheet flow. In the remaining site area a
combination of sheet flow and swales directs water to the outfalls.
Vegetative filter strips vary in width along the perimeter of the site and help
with erosion control as well as slow the water discharge into offsite perimeter
drainage.
Erosion Control and Sedimentation Plans were developed and put in place
during the design and planning phases of construction at this facility. Filter basins
along the front of the property were constructed per their design and are in place
and operating presently.
An oil & water separator is located at the rear of the larger tank farm. A 550
gallon tank is located inside the tank farm walls and is used for holding additional
miscellaneous used oil if necessary until it is manifested off site to a recycling
facility.
Due to the small size of this site it is possible to easily monitor all areas on a
frequent basis to insure they are operating properly.

are long swales on all sides of the plant, and three ponds into which these run. In two
locations, small pits have been dug to allow solids to settle before discharging to the main
Swale. Eventually all water exits through a culvert under Highway 46 into a wooded
area. Mr. Gibbs has identified three drainage points to be sampled.
There is no attempt to recycle process water at this location. Drum washout goes to a
non -discharge pit at the Hwy 48 location. High pH runoff from this site appears to be
minimal, and any vehicle wash -off will travel a long distance through the vegetated Swale
before leaving the site. The asphalt facility was remarkably clean and free from oil/tar
residues. Process chemicals for both the concrete and asphalt processes have secondary
containment, as well as for diesel fuel. The drain for concrete secondary containment
needs to be replaced and valved so that it can be locked or the handle taken off.
Housekeeping in the process areas was excellent, but there are empty 5 and 55 gallon
drums at the back of the property and a lot of scrap equipment near the front left entrance
to the plant.
Mr. Gibbs went through the permit section by section with me to understand how to put
together a SPPP manual and how to implement the program.
