Hi Dave,
I'm not sure how much more time we need to' ni vest in this site, but maybe just a little bit more.
OK, so I have just a few small bothersome issues to think about here. Some are not our responsibility in Surface Water
Protection, but belong to APS.
• We have made the call previously that a sheet flow discharge of stormwater is not a point -source discharge, and
that no regulated discharge exists for the sheet flow of stormwater. So on that count they could be excused
from having a stormwater discharge permit. And, as per the point of their courtesy letter, sampling is not
required.if the stormwater discharge does not exist, or does not exist as a regulated discharge. But, in the
past, we have been reluctant to agree that a sheet flow discharge of wastewater is not a regulated discharge.
Chuck reports that they are rinsing off the trucks in a grassed area, that some of that wastewater infiltrates,
some evaporates, and some is discharged as sheet flow. So, how would we view that portion that is
discharged as sheet flow? I think we need to see the area, to see if the physical evidence directs us to the some
conclusion; that there is sheet flow of a weak wastewater leaving the site and it's not really a regulated
wastewater discharge. Initially, I disagree. But I'd like to go with you, if you decide to go. We may then have a
decision to make on whether or not to be consistent with our previous determinations that wastewaters leaving
the site are regulated wastewater discharges however they leave the site.
If we conclude that the facility has no discharges to surface water (neither sw nor ww), then I'd like to rescind
their permit. Rescinding a permit requires a site visit anyway, to find out if the permittee has accurately reported
the site conditions.
• As far as our APS brothers and sisters charged with administering the 2T rules, maybe someone in Rick Bolich's
group has an idea of whether or not they are interested in this site on two counts:
o The mixing truck washout pit seems like a wastewater recycling system. Is APS interested in permitting,
or otherwise getting involved with this facility? As I understand it, APS can either issue a recycle permit,
or they can agree that the facility meets the 2T requirements for a permitted -by -rule recycle facility. If
you and I visit the site, would one of the RRO APS folks want to go along?
o The rinsing off of the trucks in a grassed area, and the infiltration of that rinse water sounds like land
application of a wastewater. Is APS interested in getting involved with this facility on that basis?
o In previous instances, I think these ready -mix sites have been a pretty low priority for our APS friends
who are just as stressed setting staff priorities as we are, so it wouldn't surprise me if they are not
interested at the present time.
One possible outcome here is that we will agree with them that they no longer need to monitor the stormwater
discharge, BUT that they do need to continue to monitor the wastewater discharge from the truck rinse -off area.
Further, as you know better than I do, our permittees often view their systems optimistically, and it's not uncommon to
have a report that a system never overflows, only to find out upon inspection that the physical evidence suggests that
overflows have taken place.
Dave, I don't think a final response from us is urgent. They have characterized their letter as, 'a courtesy letter'. So,
when you are up that way next and if you want to pursue a final resolution on this site, please invite me to go along to
see what it looks like. In the meantime, I don't think either one of us owes an immediate response to the permittee or
the consultant.

Our client requested that we submit this letter on their behalf as a courtesy for the state. This was following the
implementation of several engineering controls and subsequent site grading activities which were conducted to
eliminate the presence of a point -source discharge of stormwater/wastewater at the site. The facility does continue to
generate process wastewater, primarily at the truck wash/rinse area, where trucks are washed on a grass surface with
the rinse water either infiltrating the site soils or leaving the site as evaporation and/or sheetflow. Mixing drums are
washed in a separate area with the wastewater emptied into a two -stage settling pit, which is well maintained by the
facility (i.e. settling pit is provided with a cinderblock containment wall, the system is closely monitored by facility
personnel and solids are periodically removed, stockpiled and hauled off -site). In addition, the settling pit does not
accept stormwater and does not overflow.
Based on our interpretation of the General Permit, it appears they should no longer have to fulfill any monitoring
requirements due to the absence of a point -source discharge at the site. The facility has a Stormwater Pollution
Prevention Plan in place, implements various BMPs and would like to continue to maintain coverage under the General
Permit.

Hi Bethany,
Do you know of this facility and their request to stop their qualitative and analytical sampling. They contend
that the entire site is now sheet flow. I have visited the very large site and am not convinced that they have
achieved sheetflow for the entire site. I have not visited during a representative rainfall event, however. Chuck
mentioned he had spoken with you concerning this. Can you offer any background?

On behalf of Rightmyer Machine Rentals, Inc., Mid -Atlantic Associates, Inc. (Mid -Atlantic) submits
this notification of change in outfalls for the above -referenced site. The site operates as a ready -
mixed concrete and asphalt batching facility and is covered under North Carolina's General Permit
NCG140000. The site previously consisted of three stormwater discharge outfall (SDO) locations,
which were subject to semi-annual qualitative and quantitative monitoring requirements, as outlined
in the facility's general permit. In May 2012, grading activities were initiated at the site in order to
eliminate the presence of these point -source discharges.
The site has been graded such that stormwater now leaves the property as sheet flow. In
addition to the site grading activities, the engineering controls implemented to achieve these
conditions included the decommissioning and capping of an oil -water separator system, capping
and rerouting of several underground drainage pipes, and installation of a sump pump in the
vicinity of the asphalt mixing plant. The grading activities and engineering controls implemented
at the site have resulted in elimination of the aforementioned point -source discharges and SDO
locations. Therefore, qualitative and quantitative monitoring will n 'longer be conducted at the

Dear Mr. Rightmyer:
I conducted the stormwater compliance evaluation inspection on July 08, 2008. Mr. Walt Gibbs' cooperation and
assistance with this inspection was appreciated. Please find attached with this letter the Basin Wide Information
Management System (BIMS) checklist. Below is a list of findings and recommendations developed from the
inspection.
1. The current permit was reissued 08/01/2004 and expires 07/31/2009. Please request permit renewal no later than
180 days prior to permit expiration to avoid enforcement action being taken.
2. According to the site plan provided with Stormwater Pollution Prevention Plan, the facility is divided into five
distinct drainage areas. Each drainage area discharges into a roadside ditch in front of the property along NC
Highway 48. Stormwater Discharge Outfall (SDO) #1 receives flow mainly from the concrete loading area that
includes washings from rollers. SDO #2 receives flow from the runoff from irrigation and stormwater runoff of
the aggregate piles. SDO #3 receives flow from the gravel parking lot between the metal building and the
masonry building. There are four -drop stormwater inlets that flow into the buried 24-inch reinforced concrete
pipe. SDO #4 receives flow from an oil water separator and the gravel lot on the north side. Stormwater flow
into four -drop stormwater inlets that flow into a buried 24-in RIC pipe. SDO#5 receives flow from the parking
and storage yard. This SDO also receives flow from a private paved drive. It appears that the majority of the
flow is from the paved drive.
SDO # 2, 3, 4, and 5 may qualify for Representative Outfall Status (ROS). ROS allows the analytical
monitoring at one outfall to be considered as representative of other outfalls. ROS does not change the
monitoring frequency required; nor does it change the required monitoring parameters; nor does it reduce the
qualitative monitoring required at all outfalls. SDO #1 could qualify for ROS if data indicates that there is no
need for pH correction when flow reaches the discharge point at the roadside ditch. You may write this office
and request consideration for ROS. Please include in your request a diagram of your facility with all SDO listed,
qualitative and analytical data that substantiates the discharge from all considered Please include data from at
least eight (8) to ten (10) sample events. Fewer sample events may be considered if other evidence supports
ROS request. SDO's are similar. Please indicate in your request which representative outfall in the sub -drainage
area has the most stormwater pollution, or the potential for the most pollution or exposure (i.e., the "worst" sub -
drainage area?).
4. At the time of inspection, there was a small amount of discharge at SDO #1. The effluent was clear with no
evidence of sediment runoff. There was no discharge at SDO #2. A small amount of sand had flowed to the
edge of the road drainage ditch. There was a small amount of discharge at SDO #3. Staining of the soil was very
prominent, most likely from iron bacteria. There was no discharge from SDO #4 and SDO #5.

5. The Stormwater Pollution Prevention Plan (SPPP) was reviewed. The SPPP is well written and meet all
requirements and contained all necessary components. The plan. is reviewed annually. All Chain of Custodies
sheets were properly filled out.

Holding basin is present at the concrete loading area. The basin is approximately two feet deep. Wash water from the
rollers is not pH adjusted and is allowed to drain on the ground approximately 75 feet until it flows via buried 15" RCP to
SDO #1. Excess concrete in trucks is poured into blocks.

On March 21, 2003, the Division of Water Quality assessed a civil penalty in the amount of $4,259.22,
including $259.22 in enforcement costs, against Rightmyer Machine Rentals, Inc. in violations of G.S.
143-215.1 and the subject permit. In a letter dated April 8, 2003, you requested remission of the assessed
civil penalty and your request was reviewed by the Environmental Management Commission (EMC). On
October 22, 2003, the subject facility received the Final Decision of the EMC, which stated the
Committee on Civil Penalty Remissions found grounds to remit the civil penalty to a final penalty in the
amount of $2,259.22. In addition, your company was notified that if payment of the penalty was not
received by the Department of Environment and Natural Resources within thirty days of your receipt of
the final decision document, then the Department would seek collection of the unpaid penalty through a
civil action commenced in the Superior Court. As of the date of this letter, the Department has not
received payment in the amount of $2,259.22 for the subject enforcement case.
This letter serves final notice that the Division of Water Quality will proceed to refer your case to the
North Carolina Attorney General's Office for collection through the courts unless payment in the amount
of $2,259.22 is received by December 23, 2004.

This letter'is in�responserto'your notification letter•dated May 2004, and is within the 30 day response
period as requested.
Two areas of concern identified as a result of this inspection are an elevated pH level at one outfall as well as
elevated TSS levels. Mr. Jerry Rimmer of your office conducted the inspection on May 18, 2004.
The first area of concern is the slightly higher pH value. The -following areas will be'addressed'
• Housekeeping will be improved by recovering materials dropped during the loading process as
needed during the work day. A reduction of material which could possibly alter -the stormwater pH
will be eliminated as a result of this change.
• A "Gutter Buoy" will be located at the edge of the loading area to catch material before it leaves the
loading area.
• A small detention basin with a filtered outlet will be constructed next to the loading area to catch any
material leaving and assist with any settling that should be necessary.
• The outlet swale will be reconfigured to promote aeration of runoff.-
• Silt fence barrier in swale before outlet to provide additional filtration.

The second area of concern is the level of Total Suspended Solids. The following areas will be addressed:
• Housekeeping shall be improved by maintaining lower sediment levels around inlets than in the past to
insure optimum filtration performance at all storm outfalls.
• At this time we have all yard inlets protected with normally prescribed methods of protection and will
add silt fence material as an added level of filtration.
• Protection provided around drop inlets in asphalt parking areas, i.e. "Gutter Buoys", shall be installed
as necessary to control contaminates from entering outfall system.
• Stormwater runoff shall be monitored and protection measures adjusted as needed.
We would appreciate your departments input with regard to methods in resolving this situation. The extensive
experience of your staff could provide important insight in the prompt resolution of this matter and to the
satisfaction of all parties.

On May 18, 2004 Jerry Rimmer of the Raleigh Regional Office —DWQ conducted a stormwater
compliance evaluation inspection of the Rightmeyer Machine Rental Concrete facility Permit #
NCG 140329. A copy of the inspection checklist is attached. The assistance Mr. Walt Gibbs
provided during the inspection was greatly appreciated. His knowledge of the stormwater
program demonstrated the commitment that your company has made to this permit program.
Findings listed on the checklist are as follows:
1. The permit, coverage certificate, SPPP documentation, site plan, site chemical
inventory records and procedures were compliant.
2. The material storage piles were well managed.
3. The admix and fuel tanks are contained with sealed outlet and maintained properly.
4. The stormwater discharge system is maintained and all discharges are accessible. Silt
accumulation in the ditch at discharge 93 indicates excessive solids in the discharge.
5. Discussions with you regarding the analytical program and training indicate that you
are sampling and training per permit. The sample points are acceptable. Analytical
records (Qualitative and Quantitative) are maintained at the site for review.
6. Copies of training plan and records are maintained at the site as well.
7. Annual updates need to be continued to be made to the SW plan. A copy of the
process/stormwater review is in plan.
8. A coverage renewal request has been submitted as this permit expires July 31, 2004.
General Stormwater Permit NCG140036-limitations violations:
9. Several observed analytical values recorded and reported for pH are >9.0.
These are above the limit specified in the permit Part II(C) (2). These results
indicate non-compliance with the permit that requires pH to be maintained
between 6 and 9.
10. In addition, the analyses for Total Suspended Solids (TSS) reported for your
2003 sampling event ranged from 53mg/I to 570mg/l, these are in excess of the
permit limit of 30mg/1 in Part II(C)(2).

stormwater program appears well organized and is being managed in a timely manner, the
elevated pH and TSS values indicated in the discharge analyses must be controlled within
the required permit limits.

receipt. Rightmeyer Machine, Inc. must develop a plan to reduce pH and TSS in the
discharge from this site to within limits and inform this office of actions planned to meet
this and all permit limits.

Inspection Summary Comments
Stormwater Protection and spill plans are very good. Training is good and records are
adequate. RMP & Feasibility studies are on file. Chemical inventory and chain of command list
are accurate and current. The containment structures are in good condition and valve handles
removed to prevent unauthorized release. Discharge one has clear water from washing exterior
of trucks as they load. Material washed off trucks settle in grassy ditch prior to discharge.
Discharge 3 from the center of the facility has an obvious silt accumulation in the ditch, but
others do not have any silt present. Ph and TSS analyses are above permit limits.
Recommendations: Develop plan to control pH and TSS.
Requirements: Maintain pH within 6-9 range and reduce TSS to below 30 mg/1 limit.

Please be advised that the repairs have been completed to the secondary containment areas identified
during your site inspection of January 13,' 2003.
Specifically a containment wall has been constructed around the admixture tank farm area as per your
instruction letter dated February, 28" 2003 at the Highway 48,.Halifax County, Roanoke Rapids facility. A
discharge pipe and valve with the handle removed to avoid unauthorized release has, been installed for the
controlled release of Stormwater.
A new discharge pipe and valve have been installed in the existing tank farm wall at the concrete plant
located at the Highway 46 & SR 1200, Northampton County, Gaston facility. The valve handle has been•re-
moved as well for the same reasons as above.

On January 13, 2003 Mr. Myrl Nisely of the Raleigh Regional Office of Division of Water Quality met with Mr.
Walter Gibbs to become familiar with the above readymix concrete facility and to offer assistance in establishing a
stormwater program that will conform to General Permit No. 140000. Rightmyer Machine Rentals, Inc. had not
previously applied for a stormwater permit. Mr. Gibbs' assistance was greatly appreciated. The following
observations were made:
1. This location slopes steeply toward Highway 48. Approximately two thirds of the area is impervious.
2. Five drainage points near the highway discharge into a ditch between the front fence and the highway. All five
points will be considered to contain process water because of the production activity on the site.
3. Truck drum loading is done at the back edge of the site. A small basin there collects vehicle wash water to
settle solids. Basin overflow travels through a vegetated channel for more than 75 feet along the south edge of
the site before discharging to the main ditch. This appears to be a high pH discharge. Because the main ditch
is an easement for the highway, each outfall must meet parameter limits before entering that ditch. Therefore,
some means of assuring pH of 6 to 9 and the other limits at this outfall must be included in your stormwater
management plan.
4. The other release points serve purposes that can be reasonably characterized by the activity upstream. In the
plan you may wish to label them to reflect the various process activities.
5. Vehicle maintenance is done onsite in a building for that purpose. The drains go to an oil/water separator
before the water flows underground to a catch basin. There other parking lot runoff joins and flows to one of
the discharge points.
6. A major problem observed was a lack of secondary containment for the admixture chemicals. As soon as
possible a structure should be built as described in 40 CFR 264.175 and/or any other applicable Federal,
State or local requirements, able to contain the contents of the largest tank plus water from a 25-year,
24-hour storm event (about 7" of rain in this area). The stormwater program calls for observations to be
made prior to draining, as described in the permit.
7. There is no attempt to recycle process water at this location. Drum washout and small amounts of unused
concrete go to a non -discharge pit located several hundred yards NE of the main fenced location. (Large
quantities of unused concrete are dropped in a debris landfill near the Gaston plant) This pit is used for all
Rightmyer trucks, whether they are loaded at this location or at the plant in Gaston. On 1/13/03 there ,ter

was 5 or 6 feet of freeboard. When the pit becomes nearly full of solids, it will be covered and a new one dug
next to it. This occurs roughly once per year, depending on production levels.
8. Excavated pits are poteritial conduits to groundwater. Please be aware that Groundwater Standards apply, and
contamination needs to be avoided.

and how to implement the program. Once the manual is developed, send to the Raleigh Regional Office copies
of the site map (Part II(A)(1)(c)), the narrative description of storage practices et all (Part II(A)(1)(b)) and
the BMP summary (Part H(A)(2)(b)).
Please submit certification to the Division by March 31, 2003 that the admixture secondary containment has
been installed in accordance with 40 CFR 264.175.
Once this program is established, any future additions or changes in the stormwater system must be done via an
Authorization to Construct permit from the State.

In accordance with your application for discharge permit received on October 2, 2002, we are forwarding herewith
the subject certificate of coverage to discharge under the subject state - NPDES general permit. This permit is issued
pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between
North Carolina and the US Environmental Protection agency dated December 6, 1983.
The stormwater permit you are receiving, NCG140000, does not permit wasting concrete, dumping excess
concrete, directly into storm sewer outfails or into waters of the state. Any facility which either dumps excess concrete or
washes excess concrete into storm sewers or waters of the state will be operating in direct violation to both the terms of
this permit and the North Carolina General Statutes. Such a discharge shall be considered an illegal discharge and may
subject the owner to enforcement actions in accordance with North Carolina General Statutes 143-215.6A
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to request an individual permit by submitting an individual permit application. Unless such
demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water
Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of
coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the Division
of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other
Federal or Local governmental permit that may be required.

This visit was made to gather information on the site for a staff report and in order to
provide guidance to Mr. Walt Gibbs, Environmental Manager, on setting up a stormwater
program for this site.
This large location slopes steeply toward Highway 48. Five drainage points discharge
into a swale between the front fence and the highway. All will be considered to contain
process water. Vehicle maintenance is done onsite in a building for that purpose. The
drains go to an oil/water separator before the water flows underground to a catch basin
where other parking lot runoff joins and flows to one of the discharge points. In a similar
manner, the other releases serve purposes that can be reasonably characterized. It will be
possible to label the discharges to reflect the various process activities.
The only major problem observed was a lack of secondary containment for the admixture
chemicals. Need for this ASAP was emphasized.
There is no attempt to recycle process water at this location. Drum washout goes to a
non -discharge pit located several hundred yards behind this location. This is used for all
Rightmyer trucks, whether they are loaded at this location or at the plant in Gaston. The
only high pH runoff will be the small volume from the loading station, and this runs
through a vegetated channel for more than 75 feet before discharging to the main swale.
Mr. Gibbs went through the permit section by section with me to understand how to put
together a SPPP manual and how to implement the program.

13. Vehicle and equipment cleaning is conducted on a concrete slab adjacent to the maintenance
building. All wastewater is collected in an oil water separator by way of a trough drain located in
the concrete slab. Water is discharged into the underground storm sewer system located on
company property from the oil water separator. The underground storm sewer system discharges
into a ditch beside highway 48 before joining Nash Creek.
The wetting of stockpiles is performed with a garden hose and lawn sprinkler. Runoff goes into the
storm sewer system after filtering through stone check dams consisting of various gradations of
stone and supported by wire (hardware cloth).
Mixer truck drum cleaning is conducted on the concrete pad where vehicle and equipment cleaning
operations are performed.

General Description of Facility
Rightmyer Machine Rentals, Inc., or (RMR) as it shall also be identified as in
this program is located at 497 NC highway 48 Roanoke Rapids, NC. This site is
approximately 0.5 miles south of NC highway 158, in Halifax County, NC. The
USGS Coordinates are 36 degrees 26 minutes 05 seconds N, & 77 degrees 40
minutes 04 seconds W and were established at the approximate center of the
property. The property slopes from back to front and stormwater flows into a
ditch that runs parallel to NC highway 48.
The property faces NC highway 48, which is the (west) side of the property,
with entry and exit gained through a chain link fence gate. Security for this site
is provided by a 6 ft. chain link fence located on the front (west) as well as two
sides (north & south). A 6 ft. wood privacy fence provides the security for the
back or (east) side. The property is adjacent to residential properties on the
north and east sides and Pearson Hill Road on the south side
Rightmyer Machine Rentals, Inc. is a North Carolina licensed General
Contractor providing sitework, ready -mixed concrete and asphalt pavement to
the public. This facility includes the corporate office, maintenance shop, ready -
mixed concrete plant, equipment storage yard, warehouse, and raw materials
stockpiles.
Raw materials used for the manufacture of ready -mixed concrete are sand,
#67 stone, and #78M stone. They are all stockpiled near the rear of the central
portion of the site adjacent to the concrete plant. Two cement silos are located at
the concrete plant as well as tanks containing admixtures which are added to the
concrete mix.

Mortar sand and Crush & Run stone are stock piled near the front SW
corner of the site in front of the corporate offices. This location helps with traffic
flow of customer pick-ups.
Four diesel fuel tanks are located at the rear NE corner of the site inside a
tank farm. Two 6000 gallon tanks are for non highway use, one 6000 gallon and one
8000 gallon tank are for highway use.
Brick and block are inventoried in the rear central portion of the site for RMR
use and for sale to the public.
A steel building warehouse 40 ft by 60 ft. is located next to the concrete plant
in the SE rear corner of the property. It is used for storage of bagged cement,
mortar, pipe fittings, soil stabilization fabric, concrete finishing tools and
equipment, etc.
Adjacent to the warehouse and aggregate/sand stockpiles is a ready mixed
concrete plant permitted by the North Carolina Department of Natural and
Environmental Resources Air Permit Number 058501106. This plant has adequately
sized bag houses and a vacuum dust collection system used during operation.
Fugitive dust is occasionally generated when a front end bucket loader is used to
load the plant. Stockpiles of aggregate are watered when temperatures are above 85
degrees F.
Rolling stock i.e.: dump trucks, motor graders, backhoes, bulldozers,
excavators, concrete trucks, etc are parked in the maintenance shops and on the
central front portion of the property. This area is primarily unpaved gravel
parking area.

Reinforced concrete pipe, concrete catch basin boxes, steel corrugated pipe
and used pipe is stored on NW front corner. The north side of the yard is used for
long term storage of machinery not regularly used.
The corporate offices are located facing NC highway 48 at approximately
half the depth of the property near the South side. The dimensions of the building
are 60 ft. X 100 ft. including offices, storage, and meeting rooms.
Maintenance operations are conducted in a metal building approximately 80
ft. X 80 ft. which is located in the center of the property. A metal shed area is
attached to the east side measuring 80 ft X 80 ft. All equipment maintenance occurs
at this facility. Used motor oil is stored in a designated 1000 gallon tank outside the
shop within a tank farm until it is picked up for off site recycling.
Loading and unloading of trucks which would cause a minimal amount of
fugative dust when company trucks or customers vehicles are loaded. Dust is rarely
visible during these activities.
Yard parking and storage areas are of two types: gravel which is used for
truck fleet and heavy equipment storage, and asphalt paved for customer/general

Significant Spills
There have been no significant spills at this site in excess of reportable
quantities as defined under Section 311 of the Clean Water Act and Section 102 of
CERCLA.
Non-Stormwater Certification
All of the stormwater outfalls (1-5) at this site have been evaluated on
04/02/03 for the presence of non-stormwater discharges. There were no visually
observed discharges at any outfalls which could be associated with non-stormwater
release.

Stormwater Management Plan & Feasibility Study
The practices employed under this Plan are to evaluate and control or
minimize the exposure of significant materials from leaving this site.
The Management of RMR have evaluated this facility as to its conformance
to Stormwater Rules and Regulations as set aside by the U S Environmental
Protection Agency and the North Carolina Department of Environmental
Management. All practical measures that can reasonably be taken to minimize the
risk of an uncontrolled releases have been taken.
It is economically unfeasible to try and further cover or enclose any storage
areas, heavy equipment parking, fleet parking areas, etc. It is not practical to
asphalt or concrete more of the site because damage by moving heavy track
equipment would be detrimental to the surface.
The loading and unloading areas are inspected daily to address any possible
uncontrolled releases associated with these operations. Truck parking areas are
monitored daily for uncontrolled spills ie. fuel tank leaks. The paved areas are
swept when necessary to return any migration of products from their storage areas.
Drop inlets located in the unpaved areas enclosed by steel posts with screen wire
attached. Gravel is banked up on the wire to form a filter before water drops into
inlet.
Process water generated from washing concrete trucks and steam cleaning of
trucks and heavy equipment is collected in an oil grease separation pit behind the
shop, before water is released into the storm sewer system. This system is cleaned
periodically whenever necessary.

Prosess water generated at the concrete plant loading area is minimized by
removing any materials ie: sand, stone, or cement spilled on the loading area slab
before washing the slab therefore minimizing the possibility of high pH discharge.
Best Management Practices
With regard to the compact area of this site the BMPs in place for erosion
control are primarily drop inlet gravel filter barriers at each. Vegetative filter strips
are along the complete front of the site parallel to NC Hwy 48. An oil and water
separator is a part of the floor drain system in the truck wash area and a part of the
covered bay area on the east side of the maintenance shop.
With the small size of this site it is possible to easily monitor all of these areas
on a frequent basis to insure they are operating properly.
Insaection of Stormwater Conveyances
The semi-annual inspection schedule, once in the fall (September -November)

Rightmyer Machine Rentals, Inc. has not previously applied for a stormwater permit. A
visit was made to obtain site information and to offer technical assistance to Walt Gibbs,
Environmental Manager, regarding how to establish a stormwater management plan.
This large location slopes steeply toward Highway 48. Five drainage points discharge into a
Swale between the front fence and the highway. All are considered to contain process water.
Vehicle maintenance is done onsite in a building for that purpose. The drains inside the
building go to an oil/water separator before the water flows underground to a catch basin
where other parking lot runoffjoins and flows to one of the discharge points. In a similar
manner, the other releases serve purposes that can be reasonably characterized. It will be
possible to label the discharges to reflect the various process activities.
The only high pH runoff will be the small volume from the loading station (vehicle
washoff), and this runs through a vegetated channel for more than 75 feet before discharging
to the main swale.
The only major problem observed was a lack of secondary containment for the admixture
chemicals. Need for this ASAP was emphasized.
There is no attempt to recycle process water at this location. Drum washout and small
amounts of unused concrete go to a non -discharge pit located several hundred yards NE of
the main fenced location. (Large quantities of unused concrete are dropped in a debris
landfill near the Gaston plant) This pit is used for all Rightmyer trucks, whether they are
loaded at this location or at the plant in Gaston. On 1/13/03 there was 5 or 6 feet of
freeboard. When the pit becomes nearly full of solids, it will be covered and a new one dug
next to it. This occurs roughly once per year, depending on production levels.
Mr. Gibbs and I went through the permit section by section to discuss how to put together a
SPPP manual and how to implement the program.
